Currently serving as Project Engineer for the $841M Southern Delivery System. The project consists
of 50 miles of large diameter pipeline, a dam connection, three pump stations and a water treatment
facility designed to deliver 50-MGD of potable water. As the Project Engineer for this program, he
manages and maintains the Documentation, Cost, Schedule, Quality and Contract Management for
each work package.
Quality Assurance / Quality Control Manager

Ina Road WRF Capacity and Effluent Quality Upgrade Project
Pima County Regional Wastewater Reclamation Department, Tucson, AZ., (10/2011 – 03/2013)
Quality Manager for the $215M expansion project. This project consists of the expansion from 37.5-
mgd to 50-mgd and includes implementing a 5-stage Bardenpho technology, repairing process units,
replacing equipment and structures, addressing odor control issues and upgrading the facility to be
compliant with environmental, regulatory and building code requirements. As the quality manager for
this project, he managed the planning, implementation, and supervision of the project quality control
plan. He reviewed and analyzed drawings and specifications, performed field verification and directed
the correction of work when necessary. He worked with self-perform crews and subcontractors to
maintain quality requirements, control risk and maintain the schedule. He scheduled special
inspections and analyzed results for comparison to quality standards.
Operation and Maintenance Manager

Infrastructure Needs Program(INP)

(9/2010 - 8/2011)
Designed and managed an initial $25M O&M program to build a self-reliant maintenance capacity
within the West Bank Water Department (WBWD). The objective of this program was to improve and
enhance a bulk water supply utility to ensure the water infrastructure and equipment provides
uninterrupted water supply throughout the West Bank. His primary responsibilities included preparing
master plans, procurement of special tools and critical spare parts, training personnel in Computerized
Maintenance Management (CMMS) activities and functional maintenance practices. He also
developed the Standard Operating Procedures (SOP’s), conducted progress and coordination
meetings, trained and supervised engineers and construction support staff.
Senior Water Design Engineer

Design Manager on site for the comprehensive water supply projects throughout the West Bank
valued at $185M. Primary projects included the design and rehabilitation of the existing water supply
and distribution systems in addition to the design of new water supply and distribution systems. The
scope of work consisted of new and existing well stations; booster stations; well development,
alignment and capacity testing; balance tanks and reservoirs; disinfection systems; transmission
mains and distribution piping throughout the West Bank. Mr. Murcer was responsible for project
planning and design, coordination between West Bank and US design teams, procurement of water
and road equipment, permitting and land acquisition activities, and coordination with local sub-
consultants.

Sand Creek 66 inch Interceptor Replacement
Colorado Springs Utilities, Colorado Springs, CO, (10/2009 – 3/2010)
Resident Engineer to provide engineering, field documentation and quality control services for the construction of
a 66-inch diameter interceptor creek crossing. The interceptor design required encasement in a 9ft by 12ft
reinforced concrete structure on 48-inch dia. piers capable of withstanding the one hundred year flood event.

Snowball Pipeline Replacement Evaluation in the Vicinity Jackson Mountain Landslide Area
Pagosa Area Water and Sanitation District, Pagosa Springs, CO, (6/2009 – 10/2009)
Provided engineering services for a study to re-align a 5 MGD raw water pipeline at high risk of failure due to an
active landslide. The study included field reconnaissance to examine the site conditions compared to geotechnical
reports and determine alternative alignments. Developed a hydraulic model of alternatives for analysis; and
developed GIS mapping of alternative alignments to evaluate and compare potential impacts to land owners from
construction. Participated in development of final report for the client.

Sanitary Sewer Evaluation and Rehabilitation Program (SSERP)

Provided engineering services for the Colorado Springs Utilities Sanitary Sewer Evaluation and
Rehabilitation Program, which provided comprehensive and systematic evaluation, design, program
management and construction management for the rehabilitation, replacement and repair of Colorado
Springs Utilities sanitary sewer collection system on a multi-year basis for pipes 10 inches to 66
inches in diameter and local collectors 12 inches in diameter and smaller. Mr. Murcer’s duties
consisted of pipeline evaluation, assessment, recommendation, design, and prioritization of main line
rehabilitation options and construction management for over 460,000 linear feet of sanitary sewers. He
was responsible for issuing task orders and change orders, reviewed contractor submittals,
construction schedules, and pay applications; he also conducted progress meetings, coordinated in
house design efforts, and sub-contractor activities including geotechnical analysis, engineering
surveys and material testing. In addition, he was responsible for the design and rehabilitation of
several major creek crossings determined to be at risk by 100 year flood events.

Provided Project Engineering services for the construction of a $25M Military Deployment Facility.
Specific duties included QA/QC management assistance; field design change requisitions; resolution
of drawing interpretation conflicts; preparing as-built documents for Contract Drawings and
Specifications; providing supervision and technical direction; interfacing with all on-site sub-contractors
as required to resolve problems; and disseminating technical engineering information to insure
construction work complies with all engineering standards, codes, and specifications.

Interceptor Alignment, Clear Spring Regional Water Reclamation Facility (CSRWRF)

Provided engineering services and coordination activities for regional utilities managers, engineers
and developers for the acquisition of existing sub-surface utilities data for the planning and design of
parallel 36 inch dia. sanitary sewer interceptors to convey gravity flows approximately 10 miles to the
CSRWRF. Project duties included research of potential conflicts and coordination of field activities with
subcontractors for gathering surface and subsurface data related to proposed interceptor alignment.

Mr. Murcer’s duties consisted of pipeline evaluation, assessment, recommendation, design, and prioritization of main line rehabilitation options and construction management for over 460,000 linear feet of sanitary sewers. He was responsible for issuing task orders and change orders, reviewed contractor submittals, construction schedules, and pay applications; he also conducted progress meetings, coordinated in house design efforts, and sub-contractor activities including geotechnical analysis, engineering surveys and material testing. In addition, he was responsible for the design and rehabilitation of several major creek crossings determined to be at risk by 100 year flood events. Specific duties included QA/QC management assistance; field design change requisitions; resolution of drawing interpretation conflicts; preparing as-built documents for Contract Drawings and Specifications; providing supervision and technical direction; interfacing with all on-site sub-contractors as required to resolve problems; and disseminating technical engineering information to insure construction work complies with all engineering standards, codes, and specifications. Project Engineer MWH, Colorado Springs, CO Interceptor Alignment, Clear Spring Regional Water Reclamation Facility (CSRWRF) Colorado Springs Utilities, Colorado Springs, CO, (6/2007 – 9/2007) Provided engineering services and coordination activities for regional utilities managers, engineers and developers for the acquisition of existing sub-surface utilities data for the planning and design of parallel 36 inch dia. sanitary sewer interceptors to convey gravity flows approximately 10 miles to the CSRWRF. Project duties included research of potential conflicts and coordination of field activities with subcontractors for gathering surface and subsurface data related to proposed interceptor alignment.
