Program Management of $250M Water Resource Environmental Project that successfully
transitioned from a State Agency to a Federal Agency. Successfully managed project for a State
and Federal Agency while meeting the demands of multiple contributing state and federal
agencies.
Design Management of International Design-Build Contract for NAVFAC Far East
supporting a contract with a Construction Contractor LLC for an Indefinite Delivery –
Indefinite Quantity (IDIQ) Federal Contract for individually issued task orders. Successfully
delivered designs for Revetment, Air Traffic Control Refit, and Wharf Upgrade to meet mission
objectives. All of these projects are located in Diego Garcia and was designed stateside

Achieved a positive variance to planned financial performance in the first year. This resulted
in the integration period being reduced from a 5-year plan to an actual integration in 2 years.
Utilized analytical and organizational skills to restructure the Capital Improvement Program.
Budget reductions were threatened due to inefficient management of projects. Developed a
2-part system that created an electronic database for each project and scoring system to
prioritize the projects. New system maximized the number of projects included in the
upcoming budget and resulted in budget increase from $4 million to $6 million.
Achieved substantial cost savings by re-engineering a component of a major project.
Analyzed proposed design and researched a more cost-effective and less labor-intensive
method to achieve the same results. The redesign saved 23,600 construction labor hours for
estimated contract savings of $700,000.

Designed a long-term plan that justified costs to budget a major, multi-million dollar 12-year
program. Current budget allotted $500,000 per year for canal dredging activities, an amount
that was insufficient to accomplish the objective. Analyzed feasibility studies and produced an
executive level summary report that detailed the scope of work and individual project cost
estimates based on a12-year program. Due to efforts, the program was funded a $2.5 million
per year with additional funds provided for land acquisitions and time value of money for a
total budget of $42 million. Further, through efficient project management, the program was 3
years ahead of schedule with a projected cost reduction of $10 million.

Parsons Corporation 2006 - Present
Program Manager for a 55,000 acre environmental restoration program including
multi-discipline design (Civil, Structural, Process Mechanical, HVAC/Plumbing, Electrical, and
Instrumentation and Control) for 3 major pump stations with a total capacity of 5,620 cfs (2.5M
gpm). The program also includes Hydraulic and Hydrologic modeling using MIKE and U.S.
Army Corps of Engineers (USACE) GSSHA modeling software for large scale hydraulics and
hydrology programs. The project also includes 260 miles of road degradation and 13 miles of
levee construction. Managed substantial participation by local small and small disadvantaged
firms. Constructed value is approximately $250M with a fee of approximately $20M. This
program was recently featured in Civil Engineering Magazine.
Project Manager/Design Manager for Design-Build IDIQ contract for NAVFAC Far East.
Design included Civil, Structural, Electrical and Mechanical disciplines for revetment design, a
mechanical and electrical upgrade to an operational Air Traffic Control Tower and Wharf
Upgrades at Diego Garcia, a naval station in the Indian Ocean. Project deliveries were made
on time and under budget. The constructed value of the projects is approximately $7M.
Design Manager and Lead Structural Engineer for multiple assignments including federal, state
and local agencies water resource, water and wastewater projects.
Gee & Jenson/CH2M HILL 2000-2006
Senior Project Manager and Staffing Leader for a Fortune 500 International Engineering and
Construction firm with an annual revenue of $3 billion. Manages DoD, Industrial, Municipal
and State Agency contracts for design of facilities and infrastructure. Staffing leader managing
a group of 60 design center professionals and responsible for attraction and retention of
employees, training, compensation reviews and adjustments. Responsible for overall financial
performance including staff utilization ratios through firm wide workload leveling efforts.

South Florida Water Management District 1992-2000
Supervising Professional/Senior Engineer with the Water Resource Operations and
Maintenance Department for the state’s largest water management district with a $500 million
annual budget and 1600 employees. Government agency manages water quality, water supply
and flood protection, as well as development and construction of environmental projects.
Administers an annual budget of $12 million and a 15-member multi-discipline-engineering
group in design, inspection and plan review for major multi-million dollar projects, as well as
infrastructure improvements and renovations.
Martin Marietta Corporation 1984-1992
Engineering Supervisor assigned to Cape Canaveral Operations for major aerospace company
that managed the integration, transfer and launch of the Titan vehicle. Managed a
structural/mechanical-engineering group of 8 involved in the construction and renovation of
launch pads and facilities. Directed multiple projects ranging from $1 million to $ 10 million.
Lead Structural/Civil Engineer for the Facilities Department of Denver operation that
manufactured and tested Titan launch vehicles and satellites. Managed a 12-member
engineering group and projects ranging from $1 million to $5 million for manufacturing, office,
