Los Angeles Dept. of Water & Power – Beacon Solar Power Facility - Mojave, CA (2013-15)
Project Manager / Hydrogeologist leading the investigation and characterization of groundwater
resources at a project site where a solar generating facility will be constructed. Responsible for
managing field team in evaluating the functionality and performance of numerous existing
groundwater wells and the performance of aquifer tests to evaluate available water supply
resources for the planned facility. Follow-on project work included the engineering design of
well surface assemblies and pump installations.
Energex – Melbourne, Australia; Lead Expert Witness (2011-12)
Selected by a key client to serve as Expert Technical Witness for an important, multi-million
dollar legal case in Melbourne, Australia that involved the migration of dangerous levels of
methane gas from a nearby landfill to a residential development. The project involved close
interaction with WorleyParsons corporate management, client attorneys (barristers), and
provincial regulatory officials for a period of two years, and culminated in a successful
settlement for our client.
Solar Reserve – Rice Abandoned Air Base, Rice, California; Technical Lead (2010-14)
Lead Hydrogeologist in the development and implementation of a long-term groundwater
monitoring program for a 150-MW solar thermal power generating project to be
constructed in a remote area of Riverside County. The program is regulated through the
California Energy Commission. Environmental monitoring was designed to: (1) establish pre-
construction Groundwater Level and Quality data, (2) document the project’s water use, and (3)
provide data that could be used to support actions that avoid, minimize, or mitigate impacts to
the Rice Valley groundwater basin storage.
Nextera – Mojave Desert, California; Project Manager and Technical Lead (2009-14)
Project Manager and Lead Hydrogeologist on a project involving the characterization of
groundwater resources at the Genesis Solar Power Generation Facility located near Blythe, CA.
Early project activities included the collection of soil samples during drilling for lithologic
characterization, installation of multi-screened water supply wells, performance of aquifer
testing, and the collection of groundwater samples for chemical analyses. Subsequently
managed a long-term environmental monitoring program for the facility designed to: 1)
determine groundwater level and quality during facility construction, 2) determine the
occurrence of any land subsidence that may result from groundwater extraction, and 3) address
California Energy Commission permitting requirements.
Waste Management –Corporate & Nationwide Facilities; Environmental Consultant (1995-2009)
Established and managed (as owner) Source Environmental, LLC, a very successful small
business based in Northern California that provided quality environmental consulting services to
Waste Management – the largest solid waste disposal company in the world. Implemented
many challenging projects during almost 14 years of operation by achieving close alignment
with corporate and facility service needs. Developed a computer-based management system to
link specific waste cell construction details and facility operating practices to potential
environmental exposure points (groundwater, surface water, etc.). The application is the first of
its kind, and has been utilized to evaluate the effects of various waste area characteristics and
facility operating practices on leachate and groundwater chemistry. A substantial reduction in
permit violations and penalties has been realized to date by the company.
Also served as Technical Lead on a long-term project administered by Waste Management’s
Corporate Director of Environmental Protection. Performed detailed analyses of regulatory
documents (e.g., Site Operating Plans/Permits, Title V permits, Groundwater Monitoring Plans,

SPCC Plans, NPDES Permits, etc.) for the company’s most active solid waste facilities to
effectively plan and schedule operations, field testing, document submittal, etc. in order to
minimize the occurrence of costly compliance penalties and remediation efforts.
Finally, provided on-going environmental consulting services to develop and implement
comprehensive, statistically based environmental monitoring programs for approximately 30
company-owned solid waste facilities located throughout the United States.
U.S. Naval Facilities Engineering Command – NAVYCLEAN II; Environmental Lead (1992-95)
Responsible for the management of a long-term assignment concerned with the collection,
organization, and electronic processing of information pertaining to historical site use and
environmental conditions at over 300 Areas of Concern at the Tustin Marine Corps Air Station
located in Tustin, California. Duties required close interaction with base officials and with
representatives of state and county environmental agencies in the identification and reporting of
pertinent regulatory compliance issues. Also responsible for the design and implementation of a
technical training program administered to approximately one hundred CLEAN II staff members
to help ensure the proper and consistent implementation of field activities (borehole logging,
well installation and development, field sampling, etc.) and administrative tasks (subcontractor
procurement, laboratory coordination, data management, etc.).
U.S. Army Corps of Engineers – Gulf Peace Fund Project; Environmental Team Leader (1991)
Team Leader for a challenging assignment based in Saudi Arabia and administered by the U.S.
Army Corps of Engineers. Responsibilities included the organization of company staff and
foreign subcontractors to conduct in-field Phase I Site Investigations that were focused on the
study and documentation of site disturbances and resource impacts that may have resulted
from various U.S. led military operations during Desert Shield/Desert Storm at installations
located in six different Middle Eastern countries. Commendation was awarded by the US Army
Corps of Engineers at project completion.
U.S. Environmental Protection Agency, Region IX – ARCS Program; Project Manager (1990-92)
Managed groundwater monitoring performed at the McColl Superfund Site located in Fullerton,
California. Developed technical standards for field testing, groundwater sampling, and data
management at hazardous waste facilities administered by USEPA. Project required a working
knowledge of Federal regulations and guidelines
Aerojet General – Brownfield Site Restoration; Project Manager/Lead Hydrogeologist (1985-90)
Implemented (as project manager and technical lead), a multi-faceted, long-term remedial
investigation, risk assessment, and feasibility study conducted at an abandoned industrial
complex owned by Aerojet General Corporation. The facility was located in Rutland, Vermont
and included several buildings of historical importance to the local community. The
environmental investigation was a critical component in the successful transfer of property
ownership to a local developer. The site is now a prominent business park.
