OUTPUT
•The investment in the field of Research & Development in India is less
than 1% of GDP
•India has focused on increasing the number of institutions than creating
world – class educational institutes.
•54% of India’s population are below the age of 25 years which is enough
to make a nation strong in economy and education.
•Most educational institutes are not equipped in terms of infrastructure
and faculty
•The number of patent applications by Indians comprised only 0.3 per
cent of the total applications filed in the world, a disappointing figure for
a country with a share of 17 per cent of the world population.

4. The three stages will be linked up in following way
*Interested as well as selected
students from high school level will
be provided scholarships to pursue
higher studies.
* They will form groups and will

more high school students to join
the revolution.
*Government will provide special
aid for their research work.
*These students will have to pay
only 25% of the expenses required
if they publish an International
paper.
*Filing a patent would be a
cakewalk at this stage provided the
product is worthy enough.
*Students under this
programme will get
employement in R&D
sectors of government
companies.
*Government will
provide special aids if
they want to establish
their own company.
*Government will bear
50% of the expenses
required for international
publication.
Graduation Level Post-Graduation
People are free to join at graduation level as well but students from high school level will be given
more preference in terms of leadership and forming core committees.
Linking Up Of Three Stages
In each school a B-plan
competition will be
conducted and the best three
B-plan will be selected .
At district level all the
selected students will
present their plan and
among them best plan will
be promoted by national
university of their respective
state. And remaining
students will be given
workshops and training.
These students will be
registered under this plan
and will be looked after.
The same scheme will be
applied for rural areas but
they will be supported by
NGOs who will guide them.

7. IMPACT OF THE PLAN
Approx. 2 crores students will be benefited by this plan per year
(estimated on the basis of 14508 C.B.S.E schools along with state board
and I.C.S.E schools).
1200 innovative ideas(600 each from rural and urban level) would be put
into action every year.
Thousands of students from different streams i.e. science, mass
communication, law, management and commerce will get employment.
Young minds will think more innovatively.
Students will become aware of business models at high school level.
Planned research would generate financial security among young scientists.
Talented but financially less fortunate students will get a chance to prove
themselves.
Leadership quality will be induced amongst the group leaders.
R&D development in country will be high thereby increasing the economy

9. Salient
Features of
the Plan
• Innovative thinking will be inculcated from high school level
• Single window clearance system will help to implement any feasible plan
within less time
• Research students will have better knowledge about IPR which definitely
increase the number of patents filed from our country.
• Students are not selected on basis of mark rather on their ability of thinking
capacity.

11. Limitations:
1. Spreading the awareness program for
the promotion of research is a huge task
as it is not possible to cover each and
every rural place.
2.India is a service based country and
today’s youth are more oriented
towards getting a high paid job.
3. For the research work the funds are
never used properly.
4. Well qualified professors take limited
or no interest .
5.The plan doesn’t promote the present
scientists.
Risks:
1.To provide well equipped labs, hi-tech
instruments should be used but availing
these is very costly.
2.Exposure to lab chemicals may be
hazardous to both the researcher and
environment.
3. Difficulty in linking the universities and
companies
4. The narrow mindset of Society that
there is no future in research and
development.
5. Students prefer going abroad for R&D
and settling there.
MITIGATION FACTORS :
1.Strong advertising about the campaign.
2.Tie-ups between companies and universities should be legalized properly.
3. Broaden the mindset of people that research and innovation has global recognition.
