PROJECT STUDY OVERVIEW
PROJECT CATALYST
• Merging, weaving, and lane drops have degraded
operational and safety performance for freeway users
STUDY OBJECTIVES
• Develop planning-level concept configurations that:
–– Minimize required reconstruction/ROW acquisitions
–– Reduce merge/weave conflicts
–– Improve lane continuity
–– Improve operational and safety performance
• Establish cost magnitudes for each concept
• Assess benefits and value of possible investments

LOCATION 1 – SEGMENT 1
EXISTING CONDITIONS
• Mainline lane drop on I-95 reduces capacity limitations
• Dropping mainline creates inconsistency in the number
of basic lanes
• I-295 is a left-hand entrance to I-95
• Weaving is created between I-295 and SR 656 (Sliding
Hill Road)
• Sufficient existing pavement on I-295 to carry three lanes
northbound through merge with I-95 NB

FEATURES
• Uses existing pavement
• Increases capacity from I-295 at merge point
• Increases number of lanes in weaving section
• Two-lane exit to Sliding Hill decreases lane changing
DISADVANTAGES
• Does not provide basic lane continuity on I-95 NB
IMPLEMENTATION
• $4.3 Million
• Longer construction zone/timeline due to restriping that
extends over two miles south of the I-95/I-295 merge
• New signage on both I-95 and I-295
= Existing Lanes
= New Striping
