EDUCATIONAL LAW
Topic: LEGAL PROBLEMS IN OUR EDUCATIONAL INSTITUTIONS / OFFICES
1. Classification of Institutions.
Educational Institutions are divided into two main classes – Public and Private.
1.1. Public Institutions are of two classes: -
1. Those under the
I. Management of Government namely Government School.
II. Those schools run under the BOG namely District / Divisional Public
School, Cadet Colleges.
III. Those schools under the Local Government/ Municipal Corporation/City
District, namely LDA Schools, City District Government Schools.
IV. Those schools run under the Federally Departments namely Railway
schools, WAPDA schools.
V. Those schools run under the Defense namely APSC, Lahore Garrison
Schools.
2. Those under the management of Private persons or Associations known as
institutions under private management namely Defense Public School, Federal
Government Institutions Cantt Garrisons. Fazia Schools and Collages.
Public institutions under private management are classified into aided and unaided
according as they do or do not receive aid from public fund.
1.2. Private Institutions are of two classes: -
1. Those under the management of Private persons or Associations known as
institutions under private management namely LGS, CITY Schools Beacon House.
2. Those under the management of Private persons known as institutions under
private management namely Local Schools.
2. School/ (Secondary and Higher Secondary) Education – General Education
1. Nursery & pre Primary (Day Care and Early childhood Education)
2. Elementary (Primary and Middle)
3. Secondary (High)
4. Higher Secondary
5. Special Schools
3. Rules for Schools Educations.
Run under School Education
i. Director Public Instruction (Elementary Education)
ii. Director Public Instruction (Secondary Education)
Run under Higher Education Department
iii. Director Public Instruction (Colleges Education)
3.1 Key role performed by the DPIs can be listed as following:
1. Implement government policies, directions and orders

2. To assess the needs and requirements of the Educational Institutions and provision of funds,
staff and buildings
3. To assist the government in formulating policies in respect of academics, financial and
administrative matters
4. To act as coordinator between the government and other agencies including the Director
/District Education Officers
5. Maintenance of the career record of teaching staff of Educational Institutions (BPS 17, 18, 19
&20) and preparation of their promotion.
6. Administer Educational Institutions
7. Arrangements for teacher training
8. Registration of private Educational Institutions
9. Conduct of inquiries
10. Settlement of audit paras
11. Technical and administrative inspection of Educational Institutions
12. Inter-district transfers of teaching and non-teaching staff up to BPS 19
13. Sanction of Leave up to maximum of 365 days up to BPS 20, except ex-Pakistan leave
4. Other Approved Certificates

Non-employment of teachers in Particular cases.

Acts of Inappropriate Behavior Commonly Noticed In Schools
1. Absent for classes
2. Absent for tests
3. Cut off the last period
4. Late coming
5. Misbehavior with peer group
6. Hesitation to follow the instruction of the teacher
7. Neglecting Homework / Assignment.
8. Wearing unclean dress / Uniform
9. Disturbing the class room teaching
10. Bringing or using prohibited or intoxicated materials
11. Inviting and inciting quarrels
12. Malpractice in examinations
13. Damaging school properties
14. Indecent posture language
15. Using filthy language
16. Using dis-respectful words against teachers
17. Sarcastic comment against the management or Government
18. To speak unpatriotic words.
19. Eve-teasing.
20. Destroying school records.
21. Damaging the study materials of other students.
22. Eating or chewing during class hours
23. Lying
24. Stealing
25. Mis-representation
26. Back talk
27. Shouting in the class, screaming.
28. Not listening to class room teaching

  • 1. LEGAL PROBLEMS IN OUR EDUCATIONAL INSTITUTIONS / OFFICES 1 EDUCATIONAL LAW Topic: LEGAL PROBLEMS IN OUR EDUCATIONAL INSTITUTIONS / OFFICES 1. Classification of Institutions. Educational Institutions are divided into two main classes – Public and Private. 1.1. Public Institutions are of two classes: - 1. Those under the I. Those under the management of Private persons or Associations known as institutions under private management namely Defense Public School, Federal Government Institutions Cantt Garrisons. Fazia Schools and Collages. Public institutions under private management are classified into aided and unaided according as they do or do not receive aid from public fund. 1.2. Private Institutions are of two classes: - 1. Those under the management of Private persons or Associations known as institutions under private management namely LGS, CITY Schools Beacon House. 2. Those under the management of Private persons known as institutions under private management namely Local Schools. 2. School/ (Secondary and Higher Secondary) Education – General Education 1. Nursery & pre Primary (Day Care and Early childhood Education) 2. Elementary (Primary and Middle) 3. Secondary (High) 4. Higher Secondary 5. Special Schools 3. Rules for Schools Educations. Run under School Education i. Director Public Instruction (Elementary Education) ii. Director Public Instruction (Secondary Education) Run under Higher Education Department iii. Director Public Instruction (Colleges Education) 3.1 Key role performed by the DPIs can be listed as following: 1. Implement government policies, directions and orders

Maintenance of the career record of teaching staff of Educational Institutions (BPS 17, 18, 19 &20) and preparation of their promotion. 6. Administer Educational Institutions 7. Arrangements for teacher training 8. Registration of private Educational Institutions 9. Conduct of inquiries 10. Settlement of audit paras 11. Technical and administrative inspection of Educational Institutions 12. Inter-district transfers of teaching and non-teaching staff up to BPS 19 13. Sanction of Leave up to maximum of 365 days up to BPS 20, except ex-Pakistan leave 4. Other Approved Certificates 4.1 Staffing Qualification of the Staff Non-employment of teachers in Particular cases. Teacher Pupil Ratio 4.2 SITE, DIMENSIONAL SKETCH AND ACCOMMODATION 4.3 BUILDINGS Floor Area per Student 10 Sq. mts. Rooms Number Area 1. Classrooms 4 60 sq. m. each 2. Assembly Hall 1 100 sq. m. 3. Absent for classes 2. Absent for tests 3. Cut off the last period 4. Late coming 5. Misbehavior with peer group 6. Hesitation to follow the instruction of the teacher 7. Neglecting Homework / Assignment. 8. Wearing unclean dress / Uniform 9. Disturbing the class room teaching 10. Bringing or using prohibited or intoxicated materials 11. Inviting and inciting quarrels 12. Malpractice in examinations 13. Damaging school properties 14. Indecent posture language 15. Using filthy language 16. Using dis-respectful words against teachers 17. Sarcastic comment against the management or Government 18. To speak unpatriotic words. 19. Eve-teasing. 20. Destroying school records. 21. Damaging the study materials of other students. 22. Eating or chewing during class hours 23. Lying 24. Stealing 25. Mis-representation 26. Back talk 27. Shouting in the class, screaming. 28. Not listening to class room teaching 4.9 REWARDS AND PUNISHMENTS POLICY 4.10 RECORD/REGISTER 1. A register of admission and withdrawals 2. A register of attendance for pupils 3.
