Generation Next an oppor-

essence of his philosophy
“My Life is My Message”.
The young generation
ought to understand the
spirit and intent of the
supreme sacrifices made by
our freedom fighters from
across the different regions
in the country. To carry the
message of Gandhiji’s
books on his Ideas and
Teachings must be made
available to readers for
inspiration. The Minister
stated this while releasing
the Heritage book Gandhi
in Champaran Published by
Publications Division in
collaboration with National
Gandhi Museum, New
Delhi. Ms Aparna Basu,
Chairperson National
Gandhi Museum and senior
officials from the Ministry
including Principal Director
General, PIB Mr. Frank
Naronah were also present
on the occasion.
Referring to recent
Mann Ki Baat where the
Prime Minister himself
spoke on the importance of
Champaran movement and
Gandhiji’s struggle, Shri
Naidu mentioned that
Champaran Satyagraha was
first Non Violent Jan
Andolan that Mahatma
Gandhi spearheaded in
India. The struggle at
Champaran became the
inspiration for future strug-
gle for India’s
Independence.
Complimenting the
efforts of Publications
Division in restoring and re-
publishing Heritage
archival literature, Shri
Naidu said that the
Government had always
aimed to mainstream the
ideals of Mahatma Gandhi
by working towards the
welfare of the poorest of the
poor. He also mentioned
that Publications Division
should strive to restore and
publish other relevant liter-
ature& publications related
to Gandhiji and Regional
Freedom Fighters. The
books on Gandhiji would
provide a further fillip to
the Flagship Schemes of the
Government such as
Swachh Bharat Abhiyan,
Jan Dhan Yojana and Skill
India which have been
aimed at bringing about

As a law teacher and
lawyer working in my home
system, but concerned with
issues of law and technology
that are global more than they
are national, i’ve spent the last
several years paying much
more attention to the Indian
Supreme Court. In cases
involving decency regulation
and intermediaries’ liabilities
for user-generated content, the
Supreme Court has begun to
frame a voice on issues
involving political and expres-
sive freedom in the age of the
networked society.
It will be considering these
questions as will the highest
constitutional courts of the
United States, the European
Union and its members, South
Africa, or post-European
Britain. A powerful court
speaking for the world’s
largest democracy on issues of
privacy, expressive rights, sur-
veillance, identity control and
the other similar matters now
coming to the fore in all soci-
eties will be immensely influ-
ential.
All of which leads me to
regard with puzzlement the
efforts the Supreme Court is
apparently taking just now to
avoid speaking at all on the
most important of current
questions, not just for India,
but for humanity. The
Supreme Court now has
before it – pending already for
a period of almost two years –
petitions asking it to rule on
whether Indian citizens have a
constitutional right of privacy
against government.
The pending case of Justice
KS Puttaswamy & Ors vs
Union of India & Ors was the
first in the series of cases chal-
lenging the Aadhaar scheme.
The case, along with 15 other
matters tagged along with it, is
currently pending before the
apex court, after being
referred to the Constitution
Bench in 2015.
The Court has ruled, and
occasionally reaffirms in com-
mentary on related matters,
that Aadhaar registration can-
not be made generally manda-
tory, yet it has before it unad-
dressed numerous petitions
concerning large numbers of
social services for which
Aadhaar registration has been
made mandatory in apparent
contempt of the Court’s ruling.
Taken together, these mat-
ters that the Supreme Court
does not seem to want to hear
ask the most important ques-
tions now pending anywhere
among the societies that
adhere to the rule of law, con-
cerning citizens’ freedom in
21st century societies. If gov-
ernment does not have a posi-
tive responsibility to protect
the privacy of its citizens,
including against itself, then
the technologies of behaviour
collection now being grafted
into the nervous system of
humanity we call the internet
will make new, hyper-efficient
modes of despotism
inevitable.
If citizens don’t have the
right to inspect and understand
biometric identification data-
bases that contain all our iden-
tities and all the behaviour that
is attributed to us, what we
now think of as “free society”
can be turned off at any time.
The Indian Supreme Court’s
docket now includes clear and
pressing questions that lead to
the heart of issues all the
world’s democracies are going
to face very soon.
Many of us would have
come across or heard of cases
where a person, who was
declared clinically dead,
comes back to life after a few
minutes. Many claim to have
had a near death experience
(NDE), many even have
authored books explaining
their out of body journey, and
one such case was also
depicted by the movie
'Heaven Is For Real'. But the
question still lingers - can an
NDE really happen?
What is an NDE?
A Near Death Experience,
or an NDE, is often described
as a state of awareness of
being dead where a person
experiences being outside of
his own body. Many people
who have had such an experi-
ence reported being elated,
feeling secure and experienc-
ing an absolute dissolution.
Some also reported passing
through a dark tunnel to reach
a region that was full of warm
light. People may have an
altered spatiotemporal bound-
ary and an out-of-body expe-
rience where they can see
their own bodies lying down,
sometimes, even being oper-
ated on in a hospital.
Another characteristic that
runs common in NDEs for
many people is meeting an
angel of light, which, interest-
ingly, corresponded to the
person's religious belief.
Like, for Christians, it would
be a guardian angel, while for
Hindus, it was a messenger of
the god of death.
There have been many
cases where the people
reported uniting with their
deceased loved ones. Also,
they met people dressed in
white who were very loving
and provided them unparal-
leled warmth. Some even got
a life review and many
expressed that they did not
want to come back. Many
scholars, like Dr Melvin
Morse and Dr Kenneth Ring,
have researched on the sub-
ject. Dr Melvin Morse wrote
a book on the subject titled
'Transformed by the Light'
where he talks about the
changes that happened in the
lifestyle and behaviour of
people who had an NDE. Dr
Kenneth Ring established,
among many other things,
how a blind woman named
Vicki Umipeg, could see dur-
ing her NDE.
Does this mean 'heaven
is for real'?
The answer to this ques-
tion is still as wrought in
doubt as ever. There are case
studies of NDEs where even
people who did not believe in
reincarnation experienced it,
defying the religious aspect to
the experience. A study by
University of Maribor, in
Slovenia, claimed that this
phenomenon could be a trick
of the mind. They said it is
caused by a chemical reaction
in the body. "Several theories
explaining the mechanisms of
near death experiences exist.
We found that in those
patients who experienced the
phenomenon, blood carbon
dioxide levels were signifi-
cantly higher than in those
who did not," said its lead
researcher.
Another research conduct-
ed by University of Michigan
in 2013 was carried out on
dying rats. It found out that
after their hearts stopped,
within the next 30 seconds
there was a surge in the brain
activity, indicating highly
aroused mental states. The
lead author of the study Jimo
Bojigan said, "In fact, at near-
death, many known electrical
signatures of consciousness
exceeded levels found in the
waking state, suggesting that
the brain is capable of well-
organized electrical activity
during the early stage of clin-
ical death." On the contrary is
the case study of Colton
Burpo, the 14-year-old whose
story was told in the movie
and book titled 'Heaven Is
For Real', authored by his
own father. The exemplary
part of Colton's NDE is that
he could explain things he
did not know before his
emergency surgery, during
which the NDE happened.
For example, he said he met
his unborn sister, an incident
his parents never mentioned
to him and met his great
grandfather, who died 24
years before he was born.
Miraculously, he could
explain his great grandfather
in much detail, despite never
having seen him in reality.
Surely, certainly and defi-
nitely, there is a life after
death! But not in the mortal
body. Similar is the story of
Anita Moorjani, who was
diagnosed with cancer in
2002. On February 2, 2006,
she fell into a deep coma.
"The senior oncologist
looked at me and told my
husband that it was now the
end, and that my organs were
now shutting down. I would
probably not make it beyond
the next 36 hours," she said
later. But she came out of the
coma after three days, having
had an NDE. During her
experience, she met her
deceased father and best
friend and said that she was
reluctant to come back. The
miraculous part followed
after this as her body's
tumors shrunk by 70 per cent
within four days of the NDE.
Within the next three weeks,
she was cancer-free. The
answer to the question of an
afterlife remains as murkier
as ever. Science may have
refuted the theory, while reli-
gion upholds it, but it is no
more this black and white a
question. Many miraculous
case studies have even put
scientists at an unsure spot
and they are looking for more
concrete answers to this ever
unfolding debate.

system of the corporations.
Ramesh will tell people about
the current condition of sani-
tation in the capital and how
the party can improve it by
taking modern techniques into
consideration, if we are voted

Ajay Maken along with
Chidambaram had launched
their first blueprint on fiscal
management of the corpora-
tions where they had proposed
different reforms that can
improve the revenue collec-
tion system. For instance,
Congress has proposed that
they will not increase tax but
improve the property tax col-
lection from current 30% to at
least 75-80%.
 Ramesh had presented
the blueprint on sanitation on
March 26 and former Union

ed the final blueprint on pri-

The three blueprints are
the roadmap of Congress,
which has the detailed propos-
als to improve the current con-
dition of the corporations and

Sunday advised his Delhi
counterpart Arvind Kejriwal
to ban liquor in the interest of
people. Citing the "success" of
Bihar's liquor ban, Kumar
claimed that it has trans-
formed the society and
improved people's lives in the
state. "If you want to see it,
you should come to Bihar,"
Kumar said while addressing a
rally in Badarpur for his
party's municipal poll candi-
date. He said that the Supreme
Court order to remove liquor
shops from highways should
be implemented in letter and
spirit. "Liquor shops are being
taken inside towns from the
highways after the SC order. It
should be opposed," he said,
advocating liquor ban across
the country. Kumar added that
drinking is not a fundamental
right and the campaign to ban
liquor is connected with the
well-being of families.
Sunday was the second day of
Kumar's campaign for the
civic polls. Talking about the
Poorvanchali population in
Delhi, he said, "They should

NEW DELHI: The Supreme Court today said
that it would hear after summer vacation a batch of
pleas seeking a grace period for exchanging
demonetised currency notes. A bench comprising
Chief Justice J S Khehar and Justices D Y
Chandrachud and S K Kaul said let these matters be
fixed for hearing after the summer vacation as
counsel for the petitioner sought time to respond to
the recent reply of the Centre on the issue.
The Centre had recently informed the apex court
that it has taken a "conscious decision" not to
extend the period beyond December 30 last year for
exchanging the demonetised currency notes.
Were they sleeping all the 52 days who now
asking for an extension. More so, they could have
done it through March 2017 by directly depositing
it with the RBI offices, if they are genuine.
It had said it was not legally bound to come out
with a fresh notification to grant grace period or
window for depositing scrapped currency notes.
The Centre had filed an affidavit in response to
petitions by private individuals and a firm seeking a
window like those given to NRIs and people who
were abroad during the period of demonetisation to
deposit the scrapped currency notes with the
Reserve Bank of India.

and claimed he had taken it on
rent. "Only when Hussein
Patel was arrested in Pakistan
in March 2016, we learnt
through the media that his real
name was Kulbhushan Jadhav
and that he was actually the
son of flat owner Avanti
Jadhav.
As per our society records,
Avanti Jadhav had purchased
flat C-11 in 1991, but never
stayed there. In 2007, Patel
came to stay on rent," said
society secretary Sachin
Shinde.
He said Patel had claimed
that he worked for a cargo
shipping company. He visited
the Panvel flat two-three times
a month with a backpack and
left in 15-20 minutes. "Once
the door was left ajar and I
saw a swimming suit and
yacht equipment. One fine
day, he loaded all the goods in
a tempo and left the flat and
never returned."
M J Gade, who has an
office next to Jadhav's flat,
confirmed he never stayed in
the flat. It seemed he used it as
a godown, he added.
On Monday, the security
guard at Silver Oak building
in Powai, where Jadhav's
father and his family stay,
claimed the flats are locked
and they were not in the city.
As a precaution, the police
deployed around half a dozen
constables outside the
premises.

religion we worship women in differ-

can be anything can reach anywhere!
Take instance from past and present,
we have seen Rani Laxmi bai!
Savitree Phoole, Margaret Thatcher,
Indira Gandhi, Astronauts kalpana
Chawla and presently many women
rulers, bankers Sports women and in
many other fields worldwide. So
please do not treat women as weaker,
they are in defence and security sys-
tems in most countries too, a woman is
not just for entertainment, for fun or
just to be treated as machine of pro-
ducing child but they are capable to do
and go to any extend! A woman if is
pickpocketer, at in flash trade or rag
pickers is doing so balancing situation
else a woman by nature is form of
Goddess Durga ,the creature we
believe!
Widow Financial stronger- which
touch my heart! Here too education is
first question and should be on priori-
ty basis! If women is educated enough
to understand her personal life at least
she can be helpful to herself! While an
educated lady can do something to
earn her livelihood, stay better in soci-
ety but in most places widows are a
burdensome! They use to be deprived
from every right from other family
members and sometime by society!
Like she committed a crime or sin
after her husband’s death, an unedu-
cated lady neither can move to court or
authorities for justice nor can fight in
other ways for her right so in most
cases they spend their life depending
on other’s mercy and very pathetic
way! My appeal to all governments in
entire world please open such window
for widows so that they get opportuni-
ty to register their conditions and says
even representative of governments
can reach to them and ensure their
good future, by engaging them with
some tasks in safety ways so that they
can be financially stronger with all
necessary guides and helps from gov-
ernments! Control of child marriage-
it is very much sensitive subject and
most problematic throughout the
world. Sometimes not only parents but
girls do mistake emotionally in cities,
towns and villages. All Governments
must have such rule that none can’t be
dare to marry a girl who has not
reached her 18 years of age or no par-
ents will try forcefully marriage minor
daughters!
There should be a tough law in
every government which none can
defy; authorities should keep tight
vigil in grassroots levels that no girl
getting marriage at minor age! Just
close your eyes friends and imagine
our daughters are getting married at
the age of 14th and becoming mother
at 15th or 16th, at her playing age
when she herself has not understood
the world properly and by the age of
30 onwards she is becoming elders!
Give a space, treat girls similar to
boys, educate them then think about
her future, end gender bias! Do not
feel women are burden but feel they
are assets. If women give birth a girl
child in some places are convicted,
how strange! Girls been killed at born!
Girls getting pregnant at minor age! It
is a confussional indeed!
Most girls who are getting
pregnant before marriage
are two types! One on own
wish or on the wish of her
male partner! It is indeed an
emotional matter which
hardly anyone can get
involved or solved until she
do not understand herself

in society they become
pregnant after rapes by gang
or individuals! We are wit-
nessing now a days in every
minutes 10 women gets
raped! In every minute 3
women commit suicide on
domestic violence and by
otherwise even tortured at works
place!
In every minute at least 7 women

other things against women, many ‘do
or do not’ boundaries for women! Let
how conservative a nation is or not!

against women and of course if men
respect women everywhere this type

educated lady would appreciate our

discrimination! He has launched a

working hard to end gender bias from
our country, a largest democratic
country of the world with 1.27 million
populations, where most parts are
rural area, people has many faiths and
believes, most are conservatives, fol-

stalwart has changed a lots with his
hard team work and desire! We have
separate Ministry named Women and
Child Development under leadership
of an able women Minister and Modiji
himself!
Let me end by saying that I have
never seen India in so stronger posi-
tion in all respect as it is today under
the great leadership and hard work of
our beloved Prime Minister! The
opportunities that are opening up day
by day are immense despite many
challenges!

The Bommanahalli police
of South East zone have bust-
ed an inter-State gang of
thieves for targeting churches
in Tamil Nadu and Kerala and
stealing cars in Karnataka and
other southern states.
The arrested have been
identified as Alex, 29, from
Ernakulam, Sujoy, 35, from
Kannur, and Jayaprakash, 35,
from Tamil Nadu.
Investigating officer told
reporters that while investigat-
ing a car theft in
Bommanahalli,we have arrest-
ed one person by name
Jayaprakash,who spilled the
beans on the other car thefts,
including in Madiwala,JP
Nagar, Cubbon Park,and other
areas,based on his statement
we have nabbed his other 2
associates identifed as Alex
and Sujoy, who were involved
in burglaries at Velankani
Church in Tamil Nadu,apart
from three other churches in
Kerala and with this we have
recovered six SUVs lifted
from various parts of the city,
Goa, and Tamil Nadu from
their possession and returned
to victims also.
Alex was caught during
house thefts when he was a
child and was admitted in
remand home.However he had
indulged in thefts even after
getting released from there.
During interrogation it has
came to light that these three
suspects who had indulged in
vehicle thefts in Bengaluru
and outside the state were
lodged in Parappana Agrahara
jail.They developed friendship
while in jail between August
2016 and November 2016 and
continued to steal after being
released on bail he added.
Alex was involved in many
house burglaries in Bengaluru
and had been arrested.He
came to Bengaluru first in
2011 in to get his friend treat-
ed for cancer at Kidwai
Hospital. He settled down here
and started committing rob-
beries at houses,” the police
said. The robbery at
Velankanni Church occurred
in the early hours of January
31.Alex had barged into the
rector’s office by cutting the
grills of the window and
decamped with Rs 1.25 lakh
cash and 60 gm gold orna-
ments that were donated by
the devotees to the church.

New Delhi: Amrapali is now the official
Jewelry Designer for Baahubali 2: The
Conclusion. After having done a number of
pieces for Baahubali 1: The Beginning,
Amrapali Jewels was officially brought on
board to be the Jewelry Designer for the
magnum opus’ second edition. Special
pieces were especially commissioned for
the film at the Amrapali Design Studio that
was created in tandem with the team of
designers and craftsmen from Amrapali
and the team of Baahubali.
The second project for Baahubali 2 was
initiated when the shooting began for the
movie from mid-2015 till the end of
2016.The script was decoded to create
stunning jewelry that would elevate the
visual journey for the viewer and lend cred-
ibility to the characters in the movie.

moth task in a short span of time and
approximately 1500 pieces were sent to the

derail the economy (e.g.
balance of payment crisis,
global financial crisis), we
have been able to overcome
it due to the timely decisions
by the regulators,
government and the zeal of
the entrepreneurship spirit.
Positively, we are currently

continuing to be strong.

end to the speculation surrounding the
upcoming presidential election, saying
that he is not in the contention for the
country’s top post. “The news about
me, being a nominee for the upcoming
Presidential elections is not true. The
report that the media is running is
entertainment news,” he said. He
asserted that his name would not come
up for the President’s post and even if
it is proposed, he “will not accept it”.
“When we joined the Sangh, we
closed doors for all other possibilities.
We work only for the Sangh and the
society, and my name would not come
up for the President’s post,” he said.
The BJP’s prickly ally in
Maharashtra, the Shiv Sena had earlier
this week said that Mr Bhagwat as
India’s next President was a good idea.
“Somebody with a clean image should
occupy it. We have heard that Mohan
Bhagwat’s name is being discussed for
President. If India has to be made a
Hindu Rashtra, Bhagwat will be a
good choice for President,” said the
Sena’s Sanjay Raut.
The Congress, however, had reject-
ed the suggestion and said the party
would come out with its candidate
after holding internal discussions as it

The monsoon is months away
but mosquitoes are already
unleashing mayhem in the city .
Officials said there has been a
boom in mosquito population that
is reflected in very high number of
chikungunya, dengue and malaria
for this time of the year.
As on April 8, hospitals in Delhi
had reported 79 chikungunya, 24
dengue and 13 malaria cases this
year -by far the highest recorded in
the corresponding period since
2012.
Chikungunya cases are particu-
larly high given that a total of four
cases were recorded during the
same period in the last five years
put together.
Although health officials said
the number of cases is likely to
drop with the rise in heat, they
warned that civic authorities need
to act early to prevent the kind of
outbreak Delhi saw in the latter
half of last year.
"Last week's rain has certainly
caused a proliferation of mosqui-
toes, and diseases have spread. We
are hopeful that the numbers will
come down as summer peaks,"
said Dr B K Hazarika, health offi-
cer of South Delhi Municipal
Corporation (SDMC), which com-
piles data for mosquitoborne dis-
eases.
He said in many cases it was
found that patients had acquired
the infection from other states.
Last year, Delhi recorded 7,760
chikungunya and 4,431 dengue
cases. Dr D K Seth, director (hos-
pital administra tion) of the north
corporation said he had called a
meeting of hospital authorities to
chart out a plan to deal with any
possible outbreak of mosquito-
borne diseases.
Seth cautioned against a dengue
outbreak later in the year.
"Chikungunya cases are likely to
be lesser this year because of herd
immunity. Those affected by the
disease last year may not get it
again. But we have to be prepared
to deal with possibility of dengue
outbreak," he said.
Last year, the corporations
claimed no one died due to the two
mosquitoborne diseases even as
several hospitals reported many
deaths from the viral infection
spread by Aedes aegypti mosquito.
The government chose to pin
the blame upon other concurrent
medical complications in the
patients, also called co-morbidi-
ties, for the deaths. The mosquito
menace also reignited political
slugfest and one-up manship
between the AAPled Delhi govern-
ment and the municipal corpora-
tions led by BJP. The former
claimed corporations had failed in

The CAG has rapped the BJP-
ruled civic bodies in the capital for

response to dengue despite having
adequate funds, crores of which,
the auditor said, were wasted.
CAG's performance au dit
report tabled in the Delhi
Assembly last month exposed
many gaps in the fight against
mosquito-borne diseases, by both
the corporations and state govern-
ment.It stated while the municipal
bodies spent Rs 109.43 crore,
between 2013-15, on domestic
breeding-checkers without any
supervision or assessment. The
watchdog also pulled up the Delhi
government for spending Rs 10.04
crore during 2013-15 on aware-
ness campaigns for prevention of
dengue after its outbreak, thereby
'defeating' its purpose.

NEW DELHI: India's
recordbreaking aviation
growth continues unabated.
The International Air
Transport Association (IATA)
on Monday said the country
saw the fourth highest number
of passengers taking off in
2016, up two places from the
previous year overtaking UK
and Brazil.
India had 13.1 crore pas-
sengers taking off - including
domestic, international and
connecting - last year.
Globally, IATA says, 380
crore passengers took off last
year (half domestic, 35%
international and 15% con-
necting), up from 350 crore in
2015. The top three markets -
US, China and Japan
remained unchanged but there
was a shakeup below with
India a part of this upheaval.
"The big movers on this
year's rankings are the key
emerging markets of India and
Indonesia. India has jumped
up two places to the fourth
ranking with 13.1 crore depar-
tures in 2016 and, with growth
of 20% year-on-year, contin-
ues to close in fast on Japan.
Just three years ago India held
the eighth ranking," said
IATA. Indonesia also moved
up two positions in 2016, to
the sixth spot.
At this rate, India will so
on be at the third spot in terms
of number of passengers tak-
ing-off by overtaking Japan.In
total passenger terms, India
saw 15.2 crore passengers fly-
ing in 2016, with 9.9 crore fly-
ing within the country and 5.3
internationally .
IATA's take-off numbers
are at 13.1 crore as it include
9.9 crore domestic flyers, 2.7
crore people flying out of
India and only a part of the 2.6
crore international flyers com-
ing to India, who took off to
take more flights last year.
However, the growth is
coming amid an infra crunch -
especially at busy metro air-
ports -that is getting worse by
the day due to the over 20%
rise in traffic that India has
been witnessing on a month-
on-month basis for almost two
years now.
Nowadays rise in air traffic
can also be correlated with
rise in sales of chappals, rajd-
hani tickets, etc.
NEW DELHI: A number of
goods such as cosmetics,
shaving creams, shampoo,
toothpaste, soap, plastics,
paints and some consumer
durables could become cheap-
er under the proposed goods
and services tax (GST) regime
as most items are likely to be
subject to the rate of 18%
rather than the higher one of
28%.
India is likely to rely on the
effective tax rate currently
applicable on a commodity to
get a fix on the GST slab, said
a government official, allow-
ing most goods to make it to
the lower bracket.
For instance, if an item
comes within the 12% excise
slab but the effective tax is 8%
due to abatement, then the lat-
ter will be considered for GST
fitment. Going by this formu-
lation, about 70% of all goods
could fall in the 18% bracket.
The GST Council has
finalised a four-tier tax struc-
ture of 5%, 12%, 18% and
28% but has left room for the
highest slab to be pegged at
40%. A committee of officials
will work out the fitment and
the council will take a final
call at its next meeting on May
18-19. GST, India's biggest
tax reform in decades, is
expected to be rolled out on
July 1.
The government is keen to
avoid price shocks following
the switchover to GST and the
fitment exercise will be guid-
ed by this principle. The GST
legislation contains an anti-
profiteering clause to ensure
that industry passes on tax
benefits to consumers by low-
ering prices where applicable.
GST seeks to replace cen-
tral taxes including central
excise, service tax and cesses
along with state taxes includ-
ing value-added tax, purchase
tax and entertainment tax by a
single levy, thus creating a
unified national market.

gible for seamless input tax
credit that should also drive
down prices as tax embedding
through imposition of tax on
tax inflates the final price of a
product.

age point lift, according to
experts.
Final fitment should be
based on effective tax rate to
lower tax burden on con-
sumers, they said.
"In most consumer prod-
ucts, excise duty is applied on
MRP (maximum retail price)
less abatement of 30-35%,"
said Pratik Jain, leader, indi-
rect tax, PwC. "So, if MRP is
100, effective excise duty
works out to 8-9%. When you
add a standard VAT of around
13%, the effective rate works
out to 21-22%. One would
hope that most of these prod-
ucts, which include most
FMCG (fast-moving con-
sumer goods) and consumer
durables, would be subjected
to 18% GST and not 28%. If
not, it would increase the tax
burden on consumers and
intended benefits of GST in
terms of lower prices and
increased manufacturing

Avenue Supermarts, the owner of D-Mart
chain of retail stores, have no such qualms. On
Monday, they bought heavily into Avenue
shares, boosting its market cap past the Rs
50,000-crore mark and its share price to a new
high of Rs 806.80. The shares rose 7% initial-
ly before ending the day 3.3% up. Investors'
fervour for Avenue has shown no signs of eas-
ing since March 21 when its shares listed at
more than 100% premium to offer price of Rs
299. The shares are up 160% as of Monday ,
making Avenue the most expensive brick-and-
mortar retail stock in the world on key finan-
cial parameters. While giants such as Wal-
Mart, Costco, Tesco, Target, Metro and
Carrefour among others are trading at a market
cap-to-sales ratio of below 1, Avenue is trading
at nearly 5.6 times. The market capto-sales
ratio measures the premium that investors are
willing to pay for future sales. D-Mart's eye-
popping valuation and the stock surge have
forced analysts and fund managers to warn
about irrational exuberance.Though investors
don't mind paying a premium for the fastest-
growing and most-profitable retail stock in the
country, they are finding it difficult to justify
the 96 times FY17 multiple for the stock.

cluded with one action alone

Minister M Venkaiah Naidu
said today, hailing the EC for
countermanding the R K
Nagar bypoll over use of
money power.
While terming the EC
action as "the right decision"
in the wake of charges of use
of money power, he attacked
the Congress for the genera-
tion of black money due to
various scams worth thou-
sands of crores that took place
during their regime.
Naidu also attacked the
opposition parties on the
EVM tampering issue saying,
"They should instrospect
instead of raising such issues
as it seems that they cannot
accept defeat after people
rejected them".
"The Narendra Modi gov-
ernment has launched a war
against black money. The war
against black money cannot
be concluded with one action
alone. Demonetisation or
remonetisation is one such
step in the right direction.
Many more things need to be
done by our government to
curb use of black money," he
said.

said it is an appropriate deci-
sion taken by the Election
Commission after conducting
a detailed inquiry.
He said the Election
Commission "did the right

Kumar Minister for Information & Broadcasting, Shri M Venkaiah Naidu, has said that Mahatma Gandhi pro- vided valuable lessons of Humanity, Compassion and Determination to the “Young Minds”. It gave the Generation Next an oppor- tunity to understand the essence of his philosophy “My Life is My Message”. The young generation ought to understand the spirit and intent of the supreme sacrifices made by our freedom fighters from across the different regions in the country. To carry the message of Gandhiji’s books on his Ideas and Teachings must be made available to readers for inspiration. The Minister stated this while releasing the Heritage book Gandhi in Champaran Published by Publications Division in collaboration with National Gandhi Museum, New Delhi. Ms Aparna Basu, Chairperson National Gandhi Museum and senior officials from the Ministry including Principal Director General, PIB Mr. Frank Naronah were also present on the occasion. Referring to recent Mann Ki Baat where the Prime Minister himself spoke on the importance of Champaran movement and Gandhiji’s struggle, Shri Naidu mentioned that Champaran Satyagraha was first Non Violent Jan Andolan that Mahatma Gandhi spearheaded in India. The struggle at Champaran became the inspiration for future strug- gle for India’s Independence. Complimenting the efforts of Publications Division in restoring and re- publishing Heritage archival literature, Shri Naidu said that the Government had always aimed to mainstream the ideals of Mahatma Gandhi by working towards the welfare of the poorest of the poor. He also mentioned that Publications Division should strive to restore and publish other relevant liter- ature& publications related to Gandhiji and Regional Freedom Fighters. The books on Gandhiji would provide a further fillip to the Flagship Schemes of the Government such as Swachh Bharat Abhiyan, Jan Dhan Yojana and Skill India which have been aimed at bringing about Union Minister Venkaiah Naidu released Heritage Books on the occasion of Champaran Satyagraha Centenary!!   • 3. 3 10- 16 April 2017 COLUMN As a law teacher and lawyer working in my home system, but concerned with issues of law and technology that are global more than they are national, i’ve spent the last several years paying much more attention to the Indian Supreme Court. In cases involving decency regulation and intermediaries’ liabilities for user-generated content, the Supreme Court has begun to frame a voice on issues involving political and expres- sive freedom in the age of the networked society. It will be considering these questions as will the highest constitutional courts of the United States, the European Union and its members, South Africa, or post-European Britain. A powerful court speaking for the world’s largest democracy on issues of privacy, expressive rights, sur- veillance, identity control and the other similar matters now coming to the fore in all soci- eties will be immensely influ- ential. All of which leads me to regard with puzzlement the efforts the Supreme Court is apparently taking just now to avoid speaking at all on the most important of current questions, not just for India, but for humanity. The Supreme Court now has before it – pending already for a period of almost two years – petitions asking it to rule on whether Indian citizens have a constitutional right of privacy against government. The pending case of Justice KS Puttaswamy & Ors vs Union of India & Ors was the first in the series of cases chal- lenging the Aadhaar scheme. The case, along with 15 other matters tagged along with it, is currently pending before the apex court, after being referred to the Constitution Bench in 2015. The Court has ruled, and occasionally reaffirms in com- mentary on related matters, that Aadhaar registration can- not be made generally manda- tory, yet it has before it unad- dressed numerous petitions concerning large numbers of social services for which Aadhaar registration has been made mandatory in apparent contempt of the Court’s ruling. Taken together, these mat- ters that the Supreme Court does not seem to want to hear ask the most important ques- tions now pending anywhere among the societies that adhere to the rule of law, con- cerning citizens’ freedom in 21st century societies. If gov- ernment does not have a posi- tive responsibility to protect the privacy of its citizens, including against itself, then the technologies of behaviour collection now being grafted into the nervous system of humanity we call the internet will make new, hyper-efficient modes of despotism inevitable. If citizens don’t have the right to inspect and understand biometric identification data- bases that contain all our iden- tities and all the behaviour that is attributed to us, what we now think of as “free society” can be turned off at any time. The Indian Supreme Court’s docket now includes clear and pressing questions that lead to the heart of issues all the world’s democracies are going to face very soon. Many of us would have come across or heard of cases where a person, who was declared clinically dead, comes back to life after a few minutes. Many claim to have had a near death experience (NDE), many even have authored books explaining their out of body journey, and one such case was also depicted by the movie 'Heaven Is For Real'. But the question still lingers - can an NDE really happen? What is an NDE? A Near Death Experience, or an NDE, is often described as a state of awareness of being dead where a person experiences being outside of his own body. Many people who have had such an experi- ence reported being elated, feeling secure and experienc- ing an absolute dissolution. Some also reported passing through a dark tunnel to reach a region that was full of warm light. People may have an altered spatiotemporal bound- ary and an out-of-body expe- rience where they can see their own bodies lying down, sometimes, even being oper- ated on in a hospital. Another characteristic that runs common in NDEs for many people is meeting an angel of light, which, interest- ingly, corresponded to the person's religious belief. Like, for Christians, it would be a guardian angel, while for Hindus, it was a messenger of the god of death. There have been many cases where the people reported uniting with their deceased loved ones. Also, they met people dressed in white who were very loving and provided them unparal- leled warmth. Some even got a life review and many expressed that they did not want to come back. Many scholars, like Dr Melvin Morse and Dr Kenneth Ring, have researched on the sub- ject. Dr Melvin Morse wrote a book on the subject titled 'Transformed by the Light' where he talks about the changes that happened in the lifestyle and behaviour of people who had an NDE. Dr Kenneth Ring established, among many other things, how a blind woman named Vicki Umipeg, could see dur- ing her NDE. Does this mean 'heaven is for real'? The answer to this ques- tion is still as wrought in doubt as ever. There are case studies of NDEs where even people who did not believe in reincarnation experienced it, defying the religious aspect to the experience. A study by University of Maribor, in Slovenia, claimed that this phenomenon could be a trick of the mind. They said it is caused by a chemical reaction in the body. "Several theories explaining the mechanisms of near death experiences exist. We found that in those patients who experienced the phenomenon, blood carbon dioxide levels were signifi- cantly higher than in those who did not," said its lead researcher. Another research conduct- ed by University of Michigan in 2013 was carried out on dying rats. It found out that after their hearts stopped, within the next 30 seconds there was a surge in the brain activity, indicating highly aroused mental states. The lead author of the study Jimo Bojigan said, "In fact, at near- death, many known electrical signatures of consciousness exceeded levels found in the waking state, suggesting that the brain is capable of well- organized electrical activity during the early stage of clin- ical death." On the contrary is the case study of Colton Burpo, the 14-year-old whose story was told in the movie and book titled 'Heaven Is For Real', authored by his own father. The exemplary part of Colton's NDE is that he could explain things he did not know before his emergency surgery, during which the NDE happened. For example, he said he met his unborn sister, an incident his parents never mentioned to him and met his great grandfather, who died 24 years before he was born. Miraculously, he could explain his great grandfather in much detail, despite never having seen him in reality. Surely, certainly and defi- nitely, there is a life after death! But not in the mortal body. Similar is the story of Anita Moorjani, who was diagnosed with cancer in 2002. On February 2, 2006, she fell into a deep coma. "The senior oncologist looked at me and told my husband that it was now the end, and that my organs were now shutting down. I would probably not make it beyond the next 36 hours," she said later. But she came out of the coma after three days, having had an NDE. During her experience, she met her deceased father and best friend and said that she was reluctant to come back. The miraculous part followed after this as her body's tumors shrunk by 70 per cent within four days of the NDE. Within the next three weeks, she was cancer-free. The answer to the question of an afterlife remains as murkier as ever. Science may have refuted the theory, while reli- gion upholds it, but it is no more this black and white a question. Many miraculous case studies have even put scientists at an unsure spot and they are looking for more concrete answers to this ever unfolding debate. Is there life after death? Ramesh will tell people about the current condition of sani- tation in the capital and how the party can improve it by taking modern techniques into consideration, if we are voted to power," said the spokesper- son. On March 6, DPCC chief Ajay Maken along with Chidambaram had launched their first blueprint on fiscal management of the corpora- tions where they had proposed different reforms that can improve the revenue collec- tion system. For instance, Congress has proposed that they will not increase tax but improve the property tax col- lection from current 30% to at least 75-80%. Ramesh had presented the blueprint on sanitation on March 26 and former Union minister Tharoor had present- ed the final blueprint on pri- mary education on March 30. The three blueprints are the roadmap of Congress, which has the detailed propos- als to improve the current con- dition of the corporations and will also play a major role in the party's manifesto. A bench comprising Chief Justice J S Khehar and Justices D Y Chandrachud and S K Kaul said let these matters be fixed for hearing after the summer vacation as counsel for the petitioner sought time to respond to the recent reply of the Centre on the issue. "Only when Hussein Patel was arrested in Pakistan in March 2016, we learnt through the media that his real name was Kulbhushan Jadhav and that he was actually the son of flat owner Avanti Jadhav. All Governments must have such rule that none can’t be dare to marry a girl who has not reached her 18 years of age or no par- ents will try forcefully marriage minor daughters! There should be a tough law in every government which none can defy; authorities should keep tight vigil in grassroots levels that no girl getting marriage at minor age! It is indeed an emotional matter which hardly anyone can get involved or solved until she do not understand herself the wrong but in most cases in society they become pregnant after rapes by gang or individuals! We are wit- nessing now a days in every minutes 10 women gets raped! In every minute 3 women commit suicide on domestic violence and by otherwise even tortured at works place! In every minute at least 7 women are been hashed worldwide and many other things against women, many ‘do or do not’ boundaries for women! Let how conservative a nation is or not! Only administration can stop crime against women and of course if men respect women everywhere this type of heinous crime against women will automatically wiped out! The arrested have been identified as Alex, 29, from Ernakulam, Sujoy, 35, from Kannur, and Jayaprakash, 35, from Tamil Nadu. Investigating officer told reporters that while investigat- ing a car theft in Bommanahalli,we have arrest- ed one person by name Jayaprakash,who spilled the beans on the other car thefts, including in Madiwala,JP Nagar, Cubbon Park,and other areas,based on his statement we have nabbed his other 2 associates identifed as Alex and Sujoy, who were involved in burglaries at Velankani Church in Tamil Nadu,apart from three other churches in Kerala and with this we have recovered six SUVs lifted from various parts of the city, Goa, and Tamil Nadu from their possession and returned to victims also. Alex was caught during house thefts when he was a child and was admitted in remand home.However he had indulged in thefts even after getting released from there. During interrogation it has came to light that these three suspects who had indulged in vehicle thefts in Bengaluru and outside the state were lodged in Parappana Agrahara jail.They developed friendship while in jail between August 2016 and November 2016 and continued to steal after being released on bail he added. Alex was involved in many house burglaries in Bengaluru and had been arrested.He came to Bengaluru first in 2011 in to get his friend treat- ed for cancer at Kidwai Hospital. Officials said there has been a boom in mosquito population that is reflected in very high number of chikungunya, dengue and malaria for this time of the year. As on April 8, hospitals in Delhi had reported 79 chikungunya, 24 dengue and 13 malaria cases this year -by far the highest recorded in the corresponding period since 2012. Chikungunya cases are particu- larly high given that a total of four cases were recorded during the same period in the last five years put together. Although health officials said the number of cases is likely to drop with the rise in heat, they warned that civic authorities need to act early to prevent the kind of outbreak Delhi saw in the latter half of last year. "Last week's rain has certainly caused a proliferation of mosqui- toes, and diseases have spread. We are hopeful that the numbers will come down as summer peaks," said Dr B K Hazarika, health offi- cer of South Delhi Municipal Corporation (SDMC), which com- piles data for mosquitoborne dis- eases. He said in many cases it was found that patients had acquired the infection from other states. Last year, Delhi recorded 7,760 chikungunya and 4,431 dengue cases. Dr D K Seth, director (hos- pital administra tion) of the north corporation said he had called a meeting of hospital authorities to chart out a plan to deal with any possible outbreak of mosquito- borne diseases. Seth cautioned against a dengue outbreak later in the year. "Chikungunya cases are likely to be lesser this year because of herd immunity. Those affected by the disease last year may not get it again. But we have to be prepared to deal with possibility of dengue outbreak," he said. Last year, the corporations claimed no one died due to the two mosquitoborne diseases even as several hospitals reported many deaths from the viral infection spread by Aedes aegypti mosquito. The government chose to pin the blame upon other concurrent medical complications in the patients, also called co-morbidi- ties, for the deaths. The mosquito menace also reignited political slugfest and one-up manship between the AAPled Delhi govern- ment and the municipal corpora- tions led by BJP. The former claimed corporations had failed in their job while the latter rued its lack of funds. The CAG has rapped the BJP- ruled civic bodies in the capital for failing to mount an effective response to dengue despite having adequate funds, crores of which, the auditor said, were wasted. CAG's performance au dit report tabled in the Delhi Assembly last month exposed many gaps in the fight against mosquito-borne diseases, by both the corporations and state govern- ment.It stated while the municipal bodies spent Rs 109.43 crore, between 2013-15, on domestic breeding-checkers without any supervision or assessment. The International Air Transport Association (IATA) on Monday said the country saw the fourth highest number of passengers taking off in 2016, up two places from the previous year overtaking UK and Brazil. India had 13.1 crore pas- sengers taking off - including domestic, international and connecting - last year. Globally, IATA says, 380 crore passengers took off last year (half domestic, 35% international and 15% con- necting), up from 350 crore in 2015. The top three markets - US, China and Japan remained unchanged but there was a shakeup below with India a part of this upheaval. "The big movers on this year's rankings are the key emerging markets of India and Indonesia. India has jumped up two places to the fourth ranking with 13.1 crore depar- tures in 2016 and, with growth of 20% year-on-year, contin- ues to close in fast on Japan. Just three years ago India held the eighth ranking," said IATA. Indonesia also moved up two positions in 2016, to the sixth spot. At this rate, India will so on be at the third spot in terms of number of passengers tak- ing-off by overtaking Japan.In total passenger terms, India saw 15.2 crore passengers fly- ing in 2016, with 9.9 crore fly- ing within the country and 5.3 internationally . IATA's take-off numbers are at 13.1 crore as it include 9.9 crore domestic flyers, 2.7 crore people flying out of India and only a part of the 2.6 crore international flyers com- ing to India, who took off to take more flights last year. However, the growth is coming amid an infra crunch - especially at busy metro air- ports -that is getting worse by the day due to the over 20% rise in traffic that India has been witnessing on a month- on-month basis for almost two years now. Nowadays rise in air traffic can also be correlated with rise in sales of chappals, rajd- hani tickets, etc. NEW DELHI: A number of goods such as cosmetics, shaving creams, shampoo, toothpaste, soap, plastics, paints and some consumer durables could become cheap- er under the proposed goods and services tax (GST) regime as most items are likely to be subject to the rate of 18% rather than the higher one of 28%. India is likely to rely on the effective tax rate currently applicable on a commodity to get a fix on the GST slab, said a government official, allow- ing most goods to make it to the lower bracket. For instance, if an item comes within the 12% excise slab but the effective tax is 8% due to abatement, then the lat- ter will be considered for GST fitment. Going by this formu- lation, about 70% of all goods could fall in the 18% bracket. The GST Council has finalised a four-tier tax struc- ture of 5%, 12%, 18% and 28% but has left room for the highest slab to be pegged at 40%. A committee of officials will work out the fitment and the council will take a final call at its next meeting on May 18-19. GST, India's biggest tax reform in decades, is expected to be rolled out on July 1. The government is keen to avoid price shocks following the switchover to GST and the fitment exercise will be guid- ed by this principle. The GST legislation contains an anti- profiteering clause to ensure that industry passes on tax benefits to consumers by low- ering prices where applicable. GST seeks to replace cen- tral taxes including central excise, service tax and cesses along with state taxes includ- ing value-added tax, purchase tax and entertainment tax by a single levy, thus creating a unified national market. The shares rose 7% initial- ly before ending the day 3.3% up. Investors' fervour for Avenue has shown no signs of eas- ing since March 21 when its shares listed at more than 100% premium to offer price of Rs 299. While terming the EC action as "the right decision" in the wake of charges of use of money power, he attacked the Congress for the genera- tion of black money due to various scams worth thou- sands of crores that took place during their regime. Naidu also attacked the opposition parties on the EVM tampering issue saying, "They should instrospect instead of raising such issues as it seems that they cannot accept defeat after people rejected them". "The Narendra Modi gov- ernment has launched a war against black money. The war against black money cannot be concluded with one action alone. Demonetisation or remonetisation is one such step in the right direction. Many more things need to be done by our government to curb use of black money," he said. Talking about the RK Nagar bypoll, the Minister said it is an appropriate deci- sion taken by the Election Commission after conducting a detailed inquiry.
