Delhi: The Prime Minister, Shri Narendra
Modi, and the Prime Minister of Japan, Mr.
Shinzo Abe, addressed the India-Japan
Business Leaders Forum in New Delhi.
In his remarks at the event, the Prime
Minister emphasized that he wanted India
and Japan to move ahead together, not
just in the sphere of high-speed trains, but
also for "high-speed growth."
The Prime Minister recalled his visit to
Japan last year, and the commitment of
35 billion dollars of investment made by
Japan. He said that the figure had sur-
prised many at that time, but today, within
a short time-span, "unimaginable
progress" had been made, and the con-
tours of this investment were beginning to
get visible on the ground.
Shri Narendra Modi said that "Make in
India" is proceeding in mission mode, not
just in India, but also in Japan. He said the
"Japan Plus" initiative that was begun last
year as a policy experiment, is also doing
well.
The Prime Minister mentioned recent eco-
nomic indicators in both India and Japan,
and said these were extremely encourag-
ing, especially in the light of the global
economic slowdown. The Prime Minister
said it is clear that India is a land of possi-
bilities. He recalled that Japan had been a
part of many key economic turning points
in India, and gave the examples of the
Maruti car, and the DFC (Dedicated
Freight Corridor).

deliver this Lecture.
The Asiatic Society, found-
ed in 1784 by Sir William
Jones, was declared as an
Institution of National
Importance by an Act of
Parliament at the initiative of
Prime Minister Indira Gandhi.
During the inauguration of
the bi-centenary celebrations
of the Asiatic Society on 11th
January, 1984, Mrs. Gandhi
had observed and I quote:
“Some institutions reflect his-
tory and some contribute to it.
This Society has done both.
Through its work, it has
revealed India’s cultural and
intellectual achievements to
Europe. When we were
enveloped in doubts and diffi-
culty, it let in a ray of light. To
our own people, this meant a
rediscovery of our heritage
and restored our self-
respect.” (unquote)
It can be said that the
revival of India’s spirit origi-
nated here. The world’s atten-
tion was drawn to India’s
philosophical thought, litera-
ture, mathematics, astronomy
and scientific investigations.
The Society popularized
Sanskrit texts as well as the
great store of scientific and
philosophical knowledge in
Persian and other languages.
The foundations of Indian
archaeology, numismatics,
epigraphy, historiography,
etc.
National integration
demands that every citizen
recognise the primacy of
national interest over group or
individual interests. Pursuit of
larger social objectives yields
good results, not only for soci-
ety as a whole, but also for all
its component individuals or
groups. We must, therefore,
educate each citizen or group
to subordinate his personal or
group interests, whenever
necessary, to the imperatives
of national development.
This will promote national
integration.

Hamid Ansari has said that the launch of
Turkmenistan-Afghanistan-Pakistan-India
(TAPI) Gas Pipeline Project marks the first
step towards fulfilling the vision of an econom-
ically integrated region stretching from the Bay
of Bengal to the Caspian Sea. He was
addressing at the Groundbreaking Ceremony
of the TAPI Gas Pipeline Project in Mary,
Turkmenistan in the presence of the President
of Turkmenistan, Mr. Gurbanguly
Berdimohamedov, the President of
Afghanistan, Mr. Ashraf Ghani, the Prime
Minister of Pakistan, Mr. Nawaz Sharif and
other dignitaries.
The Vice President said that TAPI is not just a
gas pipeline project, but a reflection of the
common desire of the four member countries
to reconnect and a way to re-claim the shared
geography and revitalise an age-old legacy of
our mutually enriching interactions. The
launch of TAPI also marks the first step
towards fulfilling the vision of an economically
integrated region, he added.

Every year, 10th December is
celebrated as International
Human Rights Day in a bid to
recognise basic human rights
and speaking out against the
abuse. According to the
United Nation’s website,
“This year’s International
Human Rights Day is devot-
ed to the launch of a year-
long campaign for the 50th
anniversary of the two
International Covenants on
Human Rights: the
International Covenant on
Economic, Social and
Cultural Rights and the
International Covenant on
Civil and Political Rights,
which were adopted by the
United Nations General
Assembly on 16 December
1966.”
Social media was very much
active in celebrating the day,
but the irony is that, from

historic day, the United
Nations General Assembly
adopted the Universal
Declaration of Human Rights
in 1948. Two years later in

Rights Day. Seminars, public
gatherings and awareness
campaigns are held on this
day to promote human rights
and make sure people get to
know what they are. In light of
recent devastating events
around the globe such as the
Syria crisis and the Burma

refugees around the world.
India is unable to find the rea-
son and motive behind the
killings of many social
activists. Veteran Left leader
Govind Pansare and his wife
were shot at near their home
in Maharashtra’s Kolhapur.
The 82-year-old lawyer, a
known anti-toll tax campaign-
er, was on a morning walk
with his wife Uma when at
around 8 am, unknown
attackers fired at them. The
shooters reportedly fired at
least four rounds at close
range before running away.
He was the one who,
appealed to workers of
Maharashtra Andhashraddha
Nirmoolan Samiti (MANS) to
remain aggressive in continu-
ing the work of anti-supersti-
tion crusader Narendra
Dabholkar. Pansare further
forced the state government
to pass the Anti-Superstition
Bill in the assembly and
implement it. Pansare, a
communist leader, has fought
for years against the state
government’s decision to
charge citizens for road
development. Tolls are indi-
rect taxation. This mode is
adopted when the direct taxa-
tion is not comprehensive
and many people are outside
the direct tax net. What can
be done is that if one has
paid a certain amount as
direct taxes, the tolls can be
exempted for that person.
However, this will require a
lot of technology to be put in
place to track ones direct
taxes paid every year and
issue him a card that can be
swiped at toll plazas to
exempt him from the toll.
Pansare was building pres-
sure on government against
these toll mafias. Pansare
before his assassination had
resorted to protest against
the Chief Minister Devendra
Fadanvis’s U-turn on scrap-
ping the levy. A panel of anti-
toll activists from Ravivar
Peth in Kolhapur had made
CM’s personal mobile phone
number public, urging sym-
pathisers to flood him with
text messages demanding a
rollback of the levy. The anti-
toll activists displayed hoard-
ings with these numbers in
prominent localities, setting a
target of sending over one
lakh anti-toll text messages
to the CM. Fadnavis’s woes
were further compounded
with a prominent Marathi
daily published his numbers
along with a story regarding
the unique anti-toll protest.
Not amused by the mode of
protest, sources said the
CM’s office registered its dis-
pleasure to the toll activists
and the publication house
also.Former Maharashtra
Chief Minister Prithviraj
Chavan had also faced a
similar protest following his
decision to continue with the
local body tax.

Delhi: Public Sector banks (PSB)s are
considered to be the safest investment
haven by crores of middle class Indians
who entrust them with a part of their hard
earned lifelong savings in the form of
“Deposits”.
However, a significant part of this public
money/trust is at huge risk because
either these deposits are initially
advanced as Loans to undeserving cor-
porates leading to “Stressed Assets”
and/or are then frittered away due to the
weak monitoring and recovery processes
of the PSBs at the cost of the poor unsus-
pecting public. Total loans given by banks
as at 31st March 2015 were approxi-
mately Rs. 70,00,000 crore and loans
worth nearly Rs. 7,70,000 crore, i.e., a
staggering 11% of Advances, are
believed to be classified as “Stressed
Assets”, i.e., assets whose repayment
and/or servicing of interest is in serious
doubt. Estimated Non Performing Assets
of the Public Sector Banks on the said
date were approximately Rs. 2,67,000
crore. Willful defaulters constituted 22% of
Gross NPA of Public Sector banks which
are estimated at Rs. 59,000 crore. Banks
sold bad loans worth Rs. 1,89,000 crore
to Asset Reconstruction Companies
(ARC) for Rs. 62,551 crore and incurred
loss of Rs. 1,26,449 crore till March 2015.
Yet senior management like Executive
Directors, Managing Directors and
Chairman of PSBs are not held account-
able. This huge amount of loss of public
money is not even being reported by the
PSBs in the normal course of business.

UN chief Ban Ki-moon has termed the his-
toric climate change agreement reached
in Paris as a “monumental triumph” for
planet Earth that will set the stage for
achieving an end to poverty and develop-
ment for all. “In the face of an unprece-
dented challenge, you have demonstrated
unprecedented leadership,” the UN
Secretary General said taking the COP21
stage just minutes after the adoption of
the agreement.
“You have worked collaboratively to
achieve something that no one nation
could achieve alone. This is a resounding
success for multilateralism.” In a landmark
deal, 195 Parties to the UN Framework
Convention on Climate Change pledged
to curb emissions, strengthen resilience
and take common climate action. “The
Paris Agreement is a monumental triumph
for people and our planet,” Ban said in a
tweet, immediately following the adoption
of the new Paris Agreement. “It sets the
stage for progress in ending poverty,
strengthening peace and ensuring a life of
dignity and opportunity for all.”
Recalling that he made climate change
one of the defining priorities of his tenure,
Ban said that most of all, he has listened
to people – the young, the poor and the
vulnerable, including indigenous peoples,
from every corner of the globe. “They
seek protection from the perils of a warm-
ing planet, and the opportunity to live in a
safer, more bountiful world,” he said.
“They have demanded that world leaders
act to safeguard their well-being and that
of generations to come.”
Turning to the agreement itself, the
Secretary-General said negotiators
reached “solid results on all key points,”
with an agreement that demonstrates sol-
idarity and “is ambitious, flexible, credible
and durable.” “All countries have agreed
to hold global temperature rise to well
below 2 degrees Celsius. And recognizing
the risk of grave consequences, you have
further agreed to pursue efforts to limit
temperature increase to 1.5 degrees,”he

A Saudi woman won a municipal council seat in the
country’s first ever election open to female voters and
candidates, an official said on Sunday, in a milestone
result for the ultra-conservative kingdom.
Salma bint Hizab al-Oteibi was elected to the council
of Madrakah, in the holy city of Mecca, the official SPA
news agency reported, citing election commission
president Osama al-Bar. She was running against
seven men and two women, he added.
Saudi Arabia is an absolute monarchy with some of
the world’s tightest restrictions on women, including a
ban on driving. It was the last country to allow only
men to vote, and polling stations were segregated dur-
ing Saturday’s vote. Among the 6,440 candidates
were more than 900 women, who overcame a number
of obstacles to participate in the landmark poll.
Female candidates could not directly meet any male
voters during their campaigns.
Female voters said registration was hindered by fac-
tors including bureaucratic obstacles and a lack of
transport. As a result, women accounted for less than
10 percent of registered voters and few female candi-
dates were expected to be elected. According to elec-
tion commission data, nearly 1.5 million people aged
18 and over were registered to vote. This includes
about 119,000 women, out of a total native Saudi pop-
ulation of almost 21 million.
Many female candidates used social media to help
their cause, but others, including women’s rights
activists, said they had been disqualified from cam-
paigning. Oil-rich Saudi Arabia boasts modern infra-
structure of highways, skyscrapers and ever-more
shopping malls. But women still face many restric-
tions. They require permission from male family mem-
bers to travel, work or marry.

Delhi: The Central Government today
signed Memorandum of Understanding
and documentation for establishing three
Indian Institute of Information Technology
(IIITs) at Ranchi, Nagpur and Pune. These
IIITs are operated on a Public-Private-
Partnership (PPP) mode with participation
of State Government and Industry, apart
from the Central Government. The IIITs
are expected to bring out high quality IT
manpower required for building up IT
industry in the country. The agreement
has been signed by Shri Vinay Sheel
Oberoi, Secretary, Department of Higher
Education from the Central Government
side and by Tata Consultancy Services,
Tata Motors, M/s ADCC Infocad, Nagpur
and M/s Hubtown, Mumbai.
IIIT-Ranchi will operate from the Old
Judicial Academy in the Administrative
Training Institute, Ranchi admitting 120
students for the year 2016-17 through
JEE 2016 examination. The partners for
IIIT-Ranchi - the TCS and Tata Motors
have committed participation in develop-
ing curriculum which is required by the
industry. The institution will be mentored
by NIT-Jamshedpur.
IIIT-Nagpur will be set up in the BMIT
Campus (temporary campus) with the
participation of M/s ADCC Infocad and
TCS. Government of Maharashtra has
identified 88 acres of land for setting up a
permanent campus. The BNIT will be the
mentor institution. It has proposed to
admit 120 students in the CSE and ECE
branches in 2016 through JEE-2016
examination.
IIIT-Pune will be set up in the Siddhant
Engineering College (temporary campus)
and the permanent campus will be con-
structed at Chakan for which the State
Government has identified 100 acres of
land. The industry partners are M/s
Hubtown Mumbai and M/S Roltas have
agreed to develop the curriculum suitable
to the industry. The Institute will start func-
tioning under the mentorship of COE
Pune and 120 students will be admitted in
2016 through JEE-2016.

number 210. If the BMTC
removes the black board
bus pass, the basic month-
ly pass fare will go up to Rs
1,050.

New Delhi: India is one of
the largest steel producers
in the world. The United
Nations Development
Programme (UNDP) is part-
nering with the Ministry of
Steel, Government of India
and Australian Aid to imple-
ment an upscaling project
in the small steel industry to
leverage new and innova-
tive energy-efficient tech-
nologies to ensure energy
conservation in the industry.
Till now, 385 units have
signed up for the pro-
gramme and 282 of them
already implemented ener-
gy efficiency measures. To
highlight such achieve-
ments and discuss the way
forward, a day-long national
meet on “Fast tracking
energy efficiency in the sec-
ondary steel sector” was
organized at New Delhi.
The objective of the meet
was to share implementa-
tion experiences, felicitate
units that have adopted the
energy efficiency meas-
ures, campaign for fast
tracking energy efficiency
for those who are yet to
adopt the measures and
deepen energy efficiency in
the units that have adopted
first set of interventions.

The Supreme Court sought response from Nestle
and Maharashtra government on a plea by food
regulator FSSAI. The plea was with respect to
seeking a stay on the Bombay High Court order
prohibiting food testing by government labs not
accredited by National Accreditation Board for
Testing and Calibration Laboratories (NABL)
under food safety and standards law.
The real estate stalemate that has been going on for long will perhaps clear off quickly much to
the relief of the industry people as the Union Cabinet has given its green signal to the Real
Estate (Regulation and Development) Bill, 2015.
A key stipulation of the Bill, to ensure timely execution of projects, will go a long way in safe-
guarding the interest of consumers, and in the long run, keep the real estate markets brimming
with active demand.

Of late, the market has been dull, lacking velocity in sales and an umpteen number of projects
failing to meet deadlines. The developers have been crying about procedural delays as the
major factor affecting the project execution timings.
To put it bluntly, the real estate market has been stagnant. The National Capital Region (NCR)
alone has a number of stalled projects because of slow demand and certain economic factors.
A Knight Frank report states there are more than 6 lakh unsold units in the country, and at the
current absorption rate, it will take more than 2 years to clear even if no projects are launched.
There are reports, however, of some progress.
