Neighbourhood planning allows communities to shape development in their local area. It involves communities designating neighbourhood areas, developing plans for housing, employment and infrastructure, and voting on the plans in a referendum. Councillors play an important role in supporting neighbourhood planning groups and acting as a liaison between the community and local planning authority. They can help explain the process, encourage participation, share local knowledge, and help resolve conflicts. Lessons from early neighbourhood plans show that process, boundaries, resources, motivation and the relationship between neighbourhood and local plans need consideration to ensure plans are deliverable and achieve their goals.

Living in a Hyper-Connected World – How Cities Need to get Smarter and More D...Nirvesh Sooful
Cities are where the action is. That's where innovation is happening. A city is an interconnected system of systems. Infrastructure, people, processes and technology make a city. In modern cities, there's a lot of data about everything. Lots of sensors are already deployed everywhere - in buildings, roads, and utility grids; and lots of new information-based processes are in place. Everything is more information-rich, so you have to think about information as another significant resource you use to manage city life. Citizens are also more connected than ever before, they have access to a lot more information, and have powerful platforms of their own. Big data, mobile, social media, cloud, digital inclusion, open data, broadband, etc. are powerful forces that will impact on cities now and in the future - creating both opportunities and challenges for cities. This case study explores the digital enablement of one large South African city.
In 2000, the newly formed metropolitan City of Cape Town adopted the “Smart City” strategy, which was a turnaround strategy for the city aimed at information-enabling all key business processes in the city and embarking upon a modernisation programme to deliver services based on real information emanating from the ground (operations). This case study looks both at what has been done in the 13 years since the Smart City strategy was adopted, as well as what needs to be done in a future hyperconnected world. In addition to being of relevance to government leaders, the presentation should be of relevance to all CIOs and business leaders on how today’s new technologies, global competition and new business models will shift the focus from an internal efficiency view to a more outside-in view of the digital world and the role of their organisation within it.

Using ICT to enable government supply chain and procurement processesNirvesh Sooful
The City of Cape Town used technology to transform its procurement processes and systems. It implemented an SAP system integrated across the city's departments to standardize processes and increase efficiency. This consolidated purchasing, inventory, and payment functions into a strategic shared service. The new system helped the city comply with regulations, realize cost savings, and analyze spending through automated procurement workflows and data analytics. It processed over 1.2 million invoices per month to support the city's operations.

The 3rd Annual BMI-T Digital Cities Forum is a two day event held on the 4th and 5th of October 2007 .
The City of Cape Town is in the process of installing its own broadband telecommunications network. It is envisaged that not only will this network result in considerable cost savings for the City itself, but also has the potential to bring about significant social and economic benefits to the city at large. The objective of this presentation is to identify, explore and, where possible, quantify the potential economic and social benefits that would be generated as a result of the proposed broadband network.

Understanding User Needs and Satisfying ThemAggregage
https://www.productmanagementtoday.com/frs/26903918/understanding-user-needs-and-satisfying-them
We know we want to create products which our customers find to be valuable. Whether we label it as customer-centric or product-led depends on how long we've been doing product management. There are three challenges we face when doing this. The obvious challenge is figuring out what our users need; the non-obvious challenges are in creating a shared understanding of those needs and in sensing if what we're doing is meeting those needs.
In this webinar, we won't focus on the research methods for discovering user-needs. We will focus on synthesis of the needs we discover, communication and alignment tools, and how we operationalize addressing those needs.
Industry expert Scott Sehlhorst will:
• Introduce a taxonomy for user goals with real world examples
• Present the Onion Diagram, a tool for contextualizing task-level goals
• Illustrate how customer journey maps capture activity-level and task-level goals
• Demonstrate the best approach to selection and prioritization of user-goals to address
• Highlight the crucial benchmarks, observable changes, in ensuring fulfillment of customer needs

strategic direction and on-going investment in the broadband environment in the Western Cape.

programme ensuring integration and synergy between projects. This includes responsibility for
advocacy and lobbying, securing and managing of funding, commissioning activities needed by
the various projects, monitoring & evaluation, etc.
• Evaluate and setup of an appropriate institutional model
for the long term success of the Western Cape Broadband
Programme (SPV/ PP discussed later).
• Setup and manage a Way-leave Co-ordination Office to
standardise and fast track way leave applications, co-
ordinate infrastructure development projects and
encourage the sharing of passive infrastructure like ducts,
trenches, towers, etc.
3. Objectives
• Multi-stakeholder advisory forum which will assist the Provincial
Government of the Western Cape to optimise the economic and
social benefits derived from broadband services.
• The forum will advise on the strategic direction and on-going
investment in the broadband environment in the Western Cape.
• In addition, the forum will strive to achieve integrated/
complementary initiatives between government and the private
sector, harnessing limited investment for maximum impact e.g.
public-private partnerships (PPP’s), sharing of duct infrastructure,
coordination of infrastructure development projects etc.
• This forum will be called the Western Cape Broadband
Leadership Council.
4. Possible participants (examples only)
ICT Sector representatives • Western Cape Leaders (Business/
• Service providers and other ICT Community – not political)
industry stakeholders • Local Businesses
• Telkom, Neotel, Vodacom, MTN, CellC, National
Electronic Media institute of SA, FTTH Council, • Community organizations
BITF, SACF, etc. • Technology experts
• Parastatals and other governmental • Legal experts
related bodies
• Sentech • Local, Provincial and National
• Infraco
Government
• SA Post Office • Regulatory and other standards
• SABC making authorities
• USAASA • ICASA
• SITA
However care needs to be taken that the forum is not dominated by ICT
industry players only. The forum must provide a vehicle for fostering
communication between stakeholders on both the supply-side and
demand-side of the broadband issue.
5. Expected activities of the forum
• Act as “brand leaders”/ champions for the Broadband Strategy.
• Provide strategic & operational input and oversight.
• Ensure that the projects enable the provision of comprehensive, affordable, reliable
and high-quality telecoms access to all residents, businesses and institutions in the
Western Cape.
• Ensure that the projects provide for job creation, competition, innovation and
economic development.
• Ensure that the projects are financially sustainable, future-proof and scalable.
• Identify barriers that need to be addressed and suggest ways to overcome these
barriers. This includes, but is not limited to, identifying possible revisions to regulations to
overcome limitations to Broadband deployment.
• Drive coordinated and integrated action – creating integrated/ complementary
initiatives between government and the private sector, harnessing limited investment
for maximum impact and ensuring that core/ strategic infrastructure and services are
built
• Identify sources of public and private funds that the province can pursue and develop
appropriate funding models including securing funding from government
programmes, grants, private sector investment, etc.

chosen based on what value they can add to the programme rather than
what value the programme can add to them.
• The forum will be
chaired by the
Premier/ MEC:
Economic
Development and
Tourism.
• The forum will be
supported with a
secretariat function
and other expertise
from the Broadband
Programme Office.
7. Timeframes
• The Western Cape Broadband Leadership Council will be setup
by the Broadband Programme Office, which has yet to be
established.
• Establishment activities are anticipated to take a minimum of 3
months (i.e. April, May, June).
• Broadband Programme Office will be officially launched on 1
July 2012.
• One of its first activities will be to establish the leadership council.
• At this stage, are anticipating the process will be a fully
transparent public process where participants are nominated
and motivated for inclusion in the Leadership Council.
• A selection process will ensue, after which participants will be
chosen and invited to participate.
Leadership Council is anticipated to be established by 4th Quarter
2012.
8. Discussion points
• Real concern for the Western Cape Government - Care needs to be
taken that the forum is not dominated by ICT industry players only. The
forum must provide a vehicle for fostering communication between
stakeholders on both the supply-side and demand-side of the
broadband issue.
• The ICT industry players therefore need to come up with a plan on how
they organise themselves to participate in the Leadership Council
without dominating the Council. Participation by the ICT industry will be
limited and not every company will be represented.
• Cognisance must also be taken of the timeframes outlined. There will be
limited scope for engagement until the Programme Office is established.
Please respect that.
• Once the programme office is established, the delivery programme
pace increases dramatically. However note that there will be scope for
inputs in every project. It is part of the design.
