Lessons from World Bank Support for Evidence-Based Policy Making, Presented by Nils Junge on Wednesday, June 17, 2015 from 12 - 1:30 pm in the George Washington University Marvin Center (Room 308).
Since the late 1990s the World Bank has placed greater and greater emphasis on evidence-based policy making, with a specific focus on how the poor and vulnerable are affected. A commonly used approach is ‘Poverty and Social Impact Analysis’ (PSIA), typically undertaken before development projects are approved. PSIAs are implemented with the express purpose of informing public sector reforms in order to mitigate negative distributional impacts. To identify winners and losers of a given policy reform, PSIAs may use or combine various kinds of analysis: statistical, econometric cost-benefit, social, stakeholder, political economy, etc. Strongly utilization-focused, the evaluation process is often as important as the analytical work itself. After introducing PSIA methods, the presenter will share practical lessons from 12 years conducting PSIAs and some of the challenges inherent in this exciting area of evaluation.
Nils Junge works internationally as an independent evaluator and policy advisor. In addition to advising the World Bank and government counterparts on addressing reform impacts, he has conducted evaluations for over 20 clients in Africa, Eastern Europe and the Middle East/North Africa. Multi-lingual, he has worked in 5 languages. He has an MA from Johns Hopkins – School of Advanced International Studies (SAIS).

This report summarizes an investigation into the impact of recycling incentive schemes in the UK. It reviewed over 30 schemes operated by local authorities and evaluated their costs, impacts on recycling rates, and public attitudes. The analysis found that schemes can increase recycling rates when compared to similar "nearest neighbor" local authorities without incentives. However, the data was limited since few authorities use incentives and it is difficult to isolate their impact from other service changes. The report aims to inform local governments on the potential of incentives to increase recycling and meet targets amid budget cuts.

This report summarizes a project that evaluated opportunities for Alberta municipalities to collaborate on technology service delivery. 37 representatives from 29 municipalities participated.
The project identified a range of current collaboration among municipalities, from simply sharing tools to fully sharing applications. While template and document sharing was widely agreed upon, municipalities were less inclined toward full application sharing currently.
Six key opportunity areas for collaboration were identified: replacement of recreation management systems, electronic council systems, financial systems, asset management systems, permitting systems, and disaster recovery space issues.
The report provides recommendations to further collaboration, including engaging additional business areas, exploring various collaboration models, using provided governance tools, continuing procurement document sharing, and MISA playing a leadership role in knowledge sharing

· In the past, Johnson & Johnson had as many as 12 distribution centers in Europe. This was because they focused on meeting their European customers' needs and service expectations. The company emphasizes keeping a high level of service by giving customers one-day and two-day delivery. It also cuts down on time it takes to place an order and get a shipment to its destination.
2. What steps in the supply chain network design process discussed in this chapter would have been most relevant to the task faced by J&J in Europe?
These steps would have helped J&J make a good design for its supply chain network.
1. Business development and resource allocation: They can look at business data and determine what resources will be needed and how to get them and use them on time. This includes finding out what customers want and taking environmental factors into account. So, to grow their business, they need to hire more people, analyze data, and set goals. Once this is done, they can start building a team and figuring out their plans.
2. Network optimization software can help them reduce the number of distribution centers. They can also plan an audit of their supply chain, which wallow help them find places to cut costs.
3. Model baseline scenario
As is—simulate transportation in and out, build and simulate business scenarios, create an econometric financial model, and develop assumptions and constraints for the infrastructure.
4. Coming up with a plan
Defining the main scenario to be evaluated, simulating inventory assets by plan, representing operating, capital, and one-time expenses, developing a financial model by design, and addressing IT, tax, incentive, legal, and infrastructure issues. Decision making under uncertainty
A partnership of funders invites applications for proposals to support networking of researchers from different disciplines relating to the topic of decision making under uncertainty. The theme of the call builds on a number of events held by the funding partners and Research Councils UK (RCUK).
There is a budget of up to £750,000 to support this activity, and we expect to fund a maximum of two networks, which will include support for feasibility projects, for two years.
Proposals will need to consider & seek to involve a wide breadth of relevant communities and build on current RCUK funded activities (see Annex I for examples).
The purpose of this call is to develop & build widespread linkages between disciplines related to decision making under uncertainty and grow a multidisciplinary community in this space. The network(s) will be expected to work with user organisations (policy-makers, industry, and/or civil society organisations) to analyse real-world systems and identify where multi-disciplinary research can develop new approaches to improve decision-making under uncertainty.
