About the Innovation Hub
TRANSFORMASI11/21/18
• The innovation hub supported by TRANSFORMASI is a platform for
learning about and sharing innovations in public services, aimed at local
governments and other partners such as civil society.
• These hubs have proven useful in various countries in motivating local
governments to identify creative solutions to local problems and in
promoting a mindset change with regards to public services.
• Innovation hubs in Indonesia have been established through provincial
government decrees (Surat Keputusan) and are funded by the provincial
budget.

seen as less important than the creation of ‘new’ innovations.

Innovation versus replication dilemma

• Focus of discourse and incentives/support of Indonesian government
has been on innovation, often leaving out the importance/usefulness of
replication.
• A perception exists that developing original ideas to improve services is
better than replicating approaches already in place elsewhere. This can
lead to too much focus on coming up with ‘new’ ideas when in fact
good solutions to public service problems already exist.
• Replication of innovations is happening on a big scale, however not so
obvious, since it is parts of innovations that are replicated.

• Provincial Government teams in managing the IH takes up a supportive
role and provides motivation and capacity development to district level
innovators.
• IH through its Provincial Government team provides a productive

• Conducts ‘replication and learning forums’
• Provides coaching support and access (e.g. trainings,

the model is worth adopting in more provinces.
• Getting maximum benefits of IH depends on making good use of all of its
features (online and offline)
• Innovation and replication in regional government depends on a
favourable eco-system: legal framework, incentives, knowledge sharing;
and IH manages that even in a poor enabling environment, actors can
be prepared.
• National adoption of local innovation: possible but limited so far.
