2. Introduction:
Fishing regulations are used as a tool to ensure good fishing exists
into the future. The Department has used different types of fishing
regulations to:
 control angler impacts on fish populations;
 maintain numbers and sizes of fish in a lake or stream;
 provide different types of fishing experiences, such as fishing
for dinner or for a trophy fish; and
 make access to fishing as fair as possible.

3. West Bengal Fisheries(marine):
 West Bengal has a vast water resource potentiality. By utilising
these water resources there is a great prospect of pisciculture.
These resources can be divided into two categories : i) Inland
Water Resources and ii) Marine Water Resources.

 An Act to regulate marine fishing by fishing vessels along the
coastline of the state.

8. West Bengal Marine Fishing Regulation
Rules, 1995.
 The Rules consist of 8 Chapters divided into 14 rules, and of 5
Schedules.
 Chapter II deals with the registration of fishing vessels. Owners of
the vessels shall apply to the authorized officer in order to register
their fishing vessels, to transfer the ownership of the vessel, to
change the principal fishing base or to replace the engine as
prescribed in the Forms attached to these Rules.
 In order to carry out fishing operations, fishing vessels are to
obtain a licence as provided for in Chapter III.

 Territorial waters of West Bengal shall be divided into 4
fishing zones in order to regulate fishing by different classes
of fishing vessels as provided for in Chapter IV.
 Chapter V outlines powers of authorized officers and
regulates seizure of catch and the impounding of vessels.
 The Director of Fisheries shall act as the adjudicating officer
in all matters pertaining to any action taken by the
authorized officer (Chapter VI).
 Chapter VII provides for the appointment of the appellate
authority and
 Chapter VIII contains provisions of miscellaneous nature.

10. Other regulations:
(i) The area up to 18 km from the shore is reserved for artisanal fishing
craft and craft fitted with engines less than 30 HP.
(ii) Fishing craft fitted with more than 30 HP engine are allowed to
operate beyond 18 km.
(iii) No gill net with mesh size less than 25 mm shall be used.
(iv) No bag net/ dol net with mesh size below 37 mm shall be used.
(v) No shore seine/drag net with mesh size below 25 mm to be used.
(vi) Trawl net of standard mesh size fitted with turtle excluder devices
to be used.

11. Advantages of regulation:
 All are intended to conserve and improve fish populations. Fisheries
biologists study bodies of water to check on fish numbers and the health
of fish populations.
 If there is a problem with a fish stock, regulations are created to help
keep the fish population healthy. Marine Patrol officers check to make
sure that fishing regulations are being obeyed.
 There are several types of fishing regulations. Limits on the number of
fish that can be caught are meant to keep anglers from taking too many
fish at one time.
 Size limits are meant to protect fish of spawning size before they are
caught.
 Fishing seasons protect fish during spawning and limit the catch on
heavily fished waters.
 Fishing laws are meant to protect fish and make sure there is fishing to
be shared by everyone.

12. Conclusion:
 If you fish, it's important that you know the rules
and regulations. Ignorance of the law is no
excuse. Fishing is a wonderful privilege; obeying
fishing regulations is the responsibility that goes
with it.
