This chapter discusses organizational goals and effectiveness in public organizations. It covers different models that have been used to assess effectiveness, including goal models, resource models, and stakeholder satisfaction models. The chapter notes that goals in public organizations tend to be more vague than in private firms. It also discusses challenges in measuring effectiveness, such as conflicting goals and the difficulty converting goals into measurable outcomes. Finally, it addresses issues with comparing public and private sector effectiveness.

Participants from the Prime Ministries of five countries Turkey, Albania, the former Yugoslav Republic of Macedonia, Kosovo and Bosnia and Herzegovina shared their experience and debated issues such as how to reduce administrative burdens on citizens and business.

DOCUMENT DESCRIPTION
This is an introductory workshop on employees. It focuses on defining and implementing good employee practices that are covered in the Organizational Excellence Framework (copyright 2010 Dawn Ringrose) publication that integrates global excellence models and provides implementation guidelines for the practitioner. These practices have been validated by over 20 years of research.
The employee practices include: Undertaking human resource planning that supports organization goals and objectives; Recruiting and selecting people for mutual success; Promoting equal opportunity and diversity; Ensuring people understand and commit to the strategic direction and improvement goals; Getting people involved with improvement initiatives; Encouraging employees to share ideas and suggestions; Encouraging employees to be innovative and take risks; Determining the training needs of employees and providing the necessary training; Ensuring employees have adequate compensation and benefits; Rewarding and recognizing strong performance of both individuals and teams; Ensuring a healthy workplace environment and involving people in addressing issues related to health and wellness; Removing barriers to employee effectiveness.
Each practice includes a definition, implementation guidelines and practical examples and may include applicable research findings. The workshop is formatted so that participants learn about best management practices related to the topic and have an opportunity to self-assess against the practices and develop an improvement plan to address gaps.
This workshop is part of a consulting toolkit that includes: the Organizational Excellence Framework publication, scenario games, automated assessments, holistic workshops for micro to large size organizations and modular workshops for each key management area (governance, leadership, planning, customers, employees, work processes, suppliers and partners, resource management, continuous improvement & performance measurement).

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

practitioners) with the concept of goals.
• Goals are multiple (a goal is one of a set).
• Goals often conflict.
• Short-term and long-term goals can conflict.
• Goals are arranged in hierarchies and chains.
• One goal leads to another or is operative for a higher or more
general goal.
7. Goals of Public Organizations
• The most often repeated observation about public
organizations is that goals are particularly vague and
intangible compared to those of business firms.
• What is the reason for this?
• What implications might this have to employee motivation,
commitment, satisfaction?
8. Goal Ambiguity:
Reasons and Implications
• One reason is because of vague mandates.
• Studies suggest that goal ambiguity may create
problems in motivating employees.
• Goal ambiguity presents problems for developing clear
performance indicators. In turn, this may raise questions
about accountability and lead to performance
evaluations on the basis of rules.
9. To What Extent Does an Organization
Reach Its Goals?
• This question assumes that organizations have goals, that the
goals can be discovered, that the goals are at least somewhat
stable, that abstract goals can be converted into specific,
objective measures, and that data relevant to those measures
can be collected, processed, and applied in a timely and
appropriate manner.
• Much of academic organizational theory has observed that
these are problematic assumptions. Organizational theorists
challenged this commonsense understanding of formal
organizations.

• Organizations will perform better if goals are clarified and
progress is measurable.
• Public organizations need to do much better.
• Public organizations will do better if they adopt business
practices.
• The federal nature of the U.S. system does not matter
much to goal attainment.
– Multiple authorities at multiple levels agree on goals.

Effectiveness
• Scholars are not in agreement on one model.

12. Goal Approach
• It is the simplest approach, based on the link between stated goals and
effectiveness.
• Its shortcoming is that it does not consider complications. It is
concerned with the output side and whether the organization achieves
its goals in terms of the desired level of output.
– It implies a view of management as a rational and orderly process with a
single expression of goals.
• Its indicators include operative goals .
• It does not consider goal conflict, hierarchy, and goal types and sub-
types.
13. The Systems-Resource Approach
• This approach concentrates on whether an organization
can obtain valued resources from its environment.
• It places effectiveness criteria in a hierarchy with the
organization’s ability to exploit external resources
and opportunities as the ultimate criterion.
• This criterion is ultimately un-measurable; it has to be
inferred by measuring the next-highest or penultimate
criteria.
14. Systems-Resource Approach
• Observes the beginning of the process and evaluates
whether the organization effectively obtains resources
necessary for high performance
• Indicators:
• Bargaining position—the ability to exploit its environment
• The ability to interpret the real properties of the external
environment
• Maintaining of internal day-to-day activities
• The ability to respond to changes in the environment
• Usefulness: when other indicators are difficult to obtain
or are hard to measure
15. Participant Satisfaction Models
• The ecological model or the participant satisfaction
model defines organizational effectiveness according to
organizations’ abilities to satisfy key strategic
constituencies in their environment.
16. Internal Process Approach
• Looks at internal activities and assesses effectiveness by indicators
of internal health and efficiency
• Indicators:
– Strong corporate culture and positive work climate
– Team spirit, group loyalty, and teamwork
– Confidence, trust, and communications between workers and
management
– Decision making near information sources, regardless where those
sources are on the organizational charts
– Sharing of relevant facts and feelings (horizontal and vertical)
– Rewards to managers for performance, growth, and development of
subordinates and for creating an effective working group
– Interaction between the organization and its parts, with conflicts that
occur over projects—resolves in the interest of the organization
