2. Context and objective Wageningen UR & SNV-Ethiopia; in close cooperation with EMDTI; on request of the Dutch Agricultural Counselor / Ministry of Agriculture, Nature & Food Quality Overall objective: To assess capacity development needs in the peri-urban commercial dairy chains

3. Set-up of assessment identified CD needs at individual, organizational and institutional levels in dairy chains (“demand”); examined existing training capacity approaches currently followed to meet CD needs ("supply") identified gaps between supply and demand for CD services identified priorities for additional CD services and opportunities for cooperation Methods: interviews (47 chain actors/groups); literature study; validation workshops

Capacity development – definitions used Capacity building (CB) individual level capacity development of knowledge and skills Organizational development (OD) organizational level capacity development of organizational competencies and strategies Institutional strengthening (IS) capacity development for a group of actors (like the dairy sector), mainly focusing on institutions (enabling environment, “rules of the game”, e.g. policies)

6. Findings - Gaps between demand and supply Many chain actors have insufficientaccess to adequate CD services Gaps are leading to issuesin three areas: Profitability of production Quality of production Sustainabilityof production

7. Recommended approaches (1) 1. AGREE ON DIRECTION OF DEVELOPMENT: Continue transition to privatized market-oriented dairy value chains - “transformation from traditional to modern dairy business” encourage private investment in the sector to facilitate access to inputs; proper implementation of investment policy; provision of training on business management enhance public-private partnerships

DEVELOP COOPERATION IN CHAIN Ensure strong leadership and cooperation in the value chain work towards formation of stakeholder platforms and apex organization like dairy council manage integrated CB approach at individual, organizational and institutional level enlist policy support for dairy infrastructure development

STRENGTHEN CAPACITY BUILDERS Strengthen capacity of private and public CB service providers to provide good services in education, training, advisory services, extension to the chain. formal system– review of existing curricula with focus on management skills and value chain concepts; inclusion of practical technical skills for production, processing etc. non-formal system – increase and improve both public & private services; structure & certify short trainings; provision of advisory services

10. Recommended approaches (4) 4. BUILD CAPACITY TO PRODUCE QUALITY PRODUCTS Enhance the capacity of all value chain actors, enabling them to produce competitive dairy products Adequate dairy genetics Feedavailability Credit services& CBforbusiness management Milk quality control mechanism
