Tanzania Dairy value chain: Initial ideas for Integrated Core Project
Tanzania Dairy value chain:
Initial ideas for Integrated Core Project
Amos Omore, ILRI
Livestock CRP Priority Countries Planning Meeting
26 – 27 March 2019
Nairobi, Kenya
Previous focus
• Testing complementary multi-
stakeholder processes (hubs and
innovation platforms) to increase use
of inputs and services, including use of
CRP innovations
• Aimed to strengthen market linkages
to over come market barriers;
increase participation,
revenue/income; improve livelihoods
• Targeted pre-commercial marginalized
cattle-keeping men and women
Lessons learned so far
• The hubs were found useful for
intended purposes and progress
towards sustainability
demonstrated
• Starting with formation of farmer
groups is a slow process; requires
significant investments
• A quicker way would be to start
with service providers who
integrate service delivery into their
agribusinesses
Achievements
• Shown that business skills play an important role in
growing milk trader and ITM vaccination businesses
(MoreMilkiT and ITM2Scale projects)
• A policy forum with partners capitalized on five years
of investment under L&F, with similar examples as
above
• Inclusive investment opportunities for private and/or
public investments were identified (ToC focus)
• The 35 posters that showcased innovations that can
be scaled or invested in along the VC are here:
https://livestock.cgiar.org/2017/06/14/tanzania-investment-opportunities/
• More outputs here: https://maziwazaidi.org/publications/
Proposed next intervention
• Core project: Agri-entrepreneurship, technology uptake and
inclusive market dev for women and youth
• Promote youth/women agribusinesses (existing or post-
incubation) to use dairy innovations that include CRP results
• Flagships role: Provide innovations that can be profitably
leveraged, piloted and evaluated for livelihood outcomes
• Support coaching/mentoring to maximize research into use
• Intervention to be implemented on the back of agribusiness
development project(s) – TBD.
– There are many agribusiness dev projects involving livestock
commodities but with little research!
What we would reasonably expect to achieve
as outcomes by Dec 2021
Outcomes:
• Improved access and use of inputs and services
• Increased participation of youth and women farmers
• Enabling environment and capacity for youth/women
agribusinesses to generate innovation
• Investments in dairy diets for vulnerable groups catalyzed
Key research questions:
• Can CRP innovations be profitably leveraged to deliver more
income and better nutrition from consumption of safe milk?
• Can agribusiness incubation and mentorship crowd in
competitive and efficient agribusinesses?
What an integrated intervention could look like
• Title: Agri-entrepreneurship, technology uptake and livelihood
outcomes
• Target population: Youth and women actors in dairy VC
• Flagships to provide menu of options/ best bets. Examples:
– Genetics & Health: AI service provider cum ECF vaccinator (ITM2Scale)
– Feeds & Forages: Milk trader supplying Brachiaria seeds, selling fodder?
– Environment: CLEANED trade-offs / climate-smart feed baskets?
– Gender / Youth: already the focus (link to ‘Women in Business’ project?)
– Capdev: Business incubation, mentoring/coaching?
– A4NH food safety / zoonoses : T & C / MoreMilk related work?
– LLAFS/KIT: ToC and situational analysis updates; apply protocol for
testing/evaluating innovations for improved vc performance; Policy – link
to LMP
– Build on: https://livestock.cgiar.org/2017/06/14/tanzania-investment-opportunities/
Key challenges:
• Identifying and prioritizing business ‘ready’ best
bets / options / packages for piloting (this
workshop)
• How to integrate or separately test ‘best bets’
that cannot be profitably leveraged by
agribusinesses?
• Identifying appropriate development
partnership(s) for testing of the intervention
