regeneration policy towards an integrated
focus that includes social support, from the
technical, economic and community view as
well as all necessary sectoral and crossing
actions to ensure the result of interventions.

SESTAO BERRI was created to promote to socio-urban regeneration and foment the renovation
of buildings and also neighboring communities on a conventional and social level through:
Coexistence management. Firts step to any socio-urban transformation is the management
of the coexistence to achieve reasonable levels of the same, that allow future socio-
communitary improvements.
Rehousing management. The rehousing process ensures the integration of all the individuals
affected by previous urbanistic operations on the area of action. This way the changes of
context imply a global improvement on their quality of life, aiming towards an adecuate
adaption to the new home and surroundings.
Renovation management. During renovation process of the building, there is constant
counselling for the families relocated to other housing. If there is no relocation necessary, a
reactivation of the community is performed. This takes cares of troubles shooting,
community meetings, conflicto management and promoting coexistence.
Municipal housing rent management. A total of 120 households compromiso to suporvise
the compliance of rental agreement contracts. This is achieved due to adecuate management
and social intervention to guarantee the consistency of good mantenance for the households
and community areas. Other purposes are to reach an adecuate neighbours coexistence and
establish a supervisión of the ocupation of the house holds to avoid conventional problems
or mediate if necessary. Additional goals are the constitution of communities and their
management under supervisión of communitary educators billing, recovery management,
payment agreements and regulate the house holds to technical standards.

HABITAT PROJECT COFINANCING WITH SOCIAL CAIXABANK
GENERAL OBJECTIVE
The project aims to the social transformation of the lower area of Sestao
(called Txabarri - Sol – Los Baños) through social participation,
intercultural coexistence and social cohesion to enhance the
improvement of the quality of life of the neighbors, community,
neighborhood and municipality in general

HOUSGAI PROJECT : ACTIVE AGEING PROJECT
In order to test new models of care that enable individuals to grow old in
their homes the Basque Government has completed the Housgai project.
So, we have tested new models of health care allowing seniors to age in their
homes by integrating aspects of socio-health care, rehabilitation and
adaptation of the environment and the integration of services already existing
and new services. This multidisciplinary approach is one of the major
developments of the project.

38. TRIME is a community led energy saving initiative
helping social housing residents to reduce their energy
use. It is based on volunteer Energy Ambassadors
supporting other residents to save energy and to save
money and live a healthier lifestyle.
Trias Mores Energetica (TRIME) is an energy saving
project that runs in 5 countries (UK, France, Spain, the
Netherlands and Belgium) for 3 years (2014-2017).
The work is co-funded by the European Union.
39. ABOUT THE TRIME PROJECT
TRIME is a project that will help residents in social housing save money on their energy bills.
Our aims for 2017 to achieve this are:
3,875 residents across 7 TRIME pilot sites to get advice from Energy Ambassadors about reducing their energy
consumption enabing an approximate energy saving of 10 percent through behaviour change.
Saving 2 GWh through residents replacing household appliances.
An additional 2 GWh saving through 200 households renting energy efficient appliances.
TRIME Partners will retrofit 1,000 homes with energy efficiency improvements saving 2.4 GWh.
200 additional social housing organisations will be encourage an approximate 1,250 of their residents to change
their behaviour and reduce their energy consumption by around 10%
To achieve these aims we will focus on:
Research
TRIME will conduct research to understand residents’ current energy habits, including the number of appliances they own
and if they know how much energy these appliances consume. The results from the research will help to inform the rest
of the project and shape the messages that are delivered to customers.
Energy Ambassadors
TRIME is a community led energy saving initiative based on volunteer Energy Ambassador suporting other residents to
save energy and to save money. The volunteer Energy Ambassadors will be equipped with training and a toolkit so they
can easily show others how to save energy and help others to save. We anticipate to have 60 energy Ambassadors across
Europe sharing advice and ideas about saving energy.
Measurement and Monitoring
TRIME will measure the energy savings of residents as a result of changes in behaviour through TRIME outputs, such as
energy saving advice from the Ambassadors or a change of an electrical appliance. Energy savings will be measured
through the installation of Smart Meters and residents providing their own information about consumption.

CONCLUSIONS – LESSONS LEARNED
• Is necesary planning social intervention in the neighborhoods to
implement processes of urban regeneration and consider housing
policy as social policy rather than investment in “brick” but in social
care for the people.
• Community action and networking are a main tool for preparing
social innovation with which the neighborhoods will face its process
of urban regeneration.
• From Social Innovation we can draw a behavior change strategy in
social housing to prevent homelessness.
• The Role of Intermediaries in Urban SI Upscaling must be done by the
public agents more close to the social reality of the citizens.
