This document discusses unpacking Most Essential Learning Competencies (MELCs) into simpler targets. Unpacking involves breaking down broad student outcomes into specific component skills. It is a five-step process: 1) select a learning competency, 2) identify the target skill, 3) determine prerequisite skills using Bloom's Taxonomy, 4) develop objectives for prerequisite skills, and 5) develop objectives for the target skill. An example demonstrates unpacking the competency "Demonstrate ways to manage puberty-related health issues and concerns" into specific remember, understand, and apply level objectives.
