Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. The Committee followed the hearing with letters to those institutions on January 10, 202
2. Contractual
Definition: This brief is created by the client and employee. In this brief type it will
name the requirements of the video that the creator will have to meet and then
there will be the payment stated as well.
Advantages: The company knows exactly what they want within a certain time
limit and there is normally full terms and conditions which the video creators
would have to sign.
Disadvantages: Once the contract has been signed if you do not meet the
deadline legal action can be taken.
3. Negotiated
Definition: This brief type is when specified agreement is made between the
client and employer. It is very important that the brief it too both of the client and
employers likings otherwise it could cause problems in the future.
Advantages: This is were both group are work together to come up with a brief.
This will also mean later down there line there will less likely be fights over legal
issues.
Disadvantages: There could be disagreements which could mean losing potential
work and could take longer to do
4. Formal
Definition: This brief is formally written including detailed information that the
clients wants the creators to achieve. This is normally quite a straight forward
document and that it may not be always classed as legal document.
Advantage's: this type is always made as clear as possible. Sometime there is not
a legal document but there can be ways to work around a contract.
Disadvantages: This is contract type is quite general. There could be some
disagreements on the terms with decisions within the contract.
5. Informal
Definition: This brief is not too professional than the more traditional brief . Both
client and employer will come to an agreement on the details on the contract.
Advantages: There is no real guide to the brief and it’s free to move around with
ideas before the client confirms it.
Disadvantages: The client could interfere and make the work so hard that it could
make the worker disinterested and the could move on to another company or not
pay the them for creating them a video.
6. Commission
Definition: This brief type is when a corporation employs a company to make a
product for them. It also is between two companies along with an external who
could also receive the product once established.
Advantages: The company that makes a product will be paid and then may
receive part of the profit once published to the target audience.
Disadvantages: They people who the product is made for may not give the people
who made it enough money for the hard work. If the people who have created the
product complain about the company who it was made for they could lose work in
the future.
7. Tender
Definition: This brief is when a client will make a advert starting on a product.
Companies will come up a come up with brief, budget and a proposal which then
is pitched in order to secure the chance in getting the job. The client will choose
the strongest proposal from the company that chosen.
Advantages: This sort of brief will be will be advertised so loads of people can
pitch there idea and make a bigger effort to work harder for there video to be
chosen then the income after one has been chosen.
Disadvantages: Due to it being in a competition style the groups that don’t get
their video chosen may become dishearten by another company winning.
8. Corporative
Definition: This brief is where a few companies are employed to work on a set
brief which they will have to work as a team . They will have to meet the deadline
otherwise the client will not be happy and in the future will not go back to them for
more jobs.
Advantages: there is more than one perspective on the video as you are working
in a team. This also means different ideas will be passed around which mean the
highest quality of work will be produce.
Disadvantages: The could be disagreements within the team on the brief and how
each individual may determine it.
9. Competition
Definition: This brief type is created to be accessed by all production companies which
choose take part in creating a video. Each company will create their own briefs. Once
the product is complete all videos will be judged and the video that is crowned winner
will be taken into the clients hands for publication.
Advantages: There will be a lot of competitions just like the tender brief . You will have
to behave in a professional manner and impress the people who you are pitching to
which could end in you getting the job. This does give you the experience so if you
don’t winner you know how to it better next time.
Disadvantages: generally this brief is fee to participate in but only the winner and
runners up will gain payment for their work but the winner could be unhappy with how
much they would get paid.
11. The room that we had to negotiate
With the brief that we was given from our client which was James Paget Hospital.
When receiving the brief we had to come up with a pitch of what they wanted
within the video and what we saw was possible.
When we pitched our idea for the video we was given they really liked the idea
we came up with.
12. In the media industry, what degree of discretion do/would you have in interpreting a brief?
With the brief that we had we could interpret it the way we saw what was possible
to come up with a video plan. With what was given I think it would have been
hard if we had to stick with the brief step by step it would be difficult to come up
with the video plan as there was not to much to work with.
13. What constraints (legal, ethical, regulatory) might you face
when responding to a brief? What constraints did you face?
The constrains my group faced was that the client said for the day we wanted to
film the talent they said they would have ready for use to film. However, they
didn’t have the talent arranged and we had to go to other talents that were not
arrange for us and ask them nicely if they would talk about what we need them to
say about the area.
14. The amendments we had to make to the
final product.
The amendments we had to make for the final project instead of the 5 minutes
that they originally wanted for each video they ended up being about two minutes.
Our video happened to be a little shorter than two minutes due the footage that
we got and how most of the areas we wanted to film we couldn’t film due to
companies not responding back to us in time and we didn’t find out in time if we
could use a drone for some of the shots we wanted.
15. For what reasons might there be amendments to; a budget?
Your fees? Conditions outlined in the contract?
With other brief and planning arrangements if you was being paid to create a
product and you needed some extra money for what they wanted you would have
to negotiate with them to gain the money. Due to not having a budget with
creating our video we couldn’t go to places that wanted us to pay to film and other
places never got back to allow us to film. If we got the bus to the JPH they would
give us the money back for what we paid to get to the location to film.
17. Responding to a brief
Someone would respond to a brief because they may be looking for work or if
there is any problems with a brief they would notify the person who created it. The
way we responded to the brief we was given was we wanted to make the video
slightly like a vlog by showing people one of the doctors or nurses day at the
hospital and then what they do in their spare time.
18. Self- development
With this project each person could show their strengths and develop on areas
that may not be so strong. When taking on an project you can step a little out of
the comfort zone so you are developing your skills. For example if you are not so
good at editing in the stage for it you could sit and do most of the editing with a bit
of guidance of a group member who can edit well and end up with a strong video
that you have improved your skills on.
19. The skills you have learnt
With creating the JPH area video I have learnt that if something isn’t going right
stop and look at the situation, then see what they had already offered and go for
there. With the planning we made sure that what we wanted done on a specific
day got done and if we had to rearrange days that we made sure all of the group
knew before changing it. Personally I have learnt a bit more on editing and make
the video flow nicely.
20. Multi- skills on the project
When filming we would have a few people filming and then also have back up
footage if something didn’t go right on the day. We did use different items to
record like for sound we had a hand held mic and also a mic attached to the main
filming camera and that we used a go pro for the time lapse to show Great
Yarmouth seafront.
21. Your contribution to the brief
My contribution to creating the JPH video was making sure that the group had
something to film each day and that my group worked well together as well as
filming shots myself or getting a back up voice recordings if the clips sound didn’t
sound correct.
