Abstract. This study discusses the challenges facing by Indigenous school administrators towards the schools and education of ‘Orang Asli’ (indigenous) students. This case study was carried out regarding to the problems related to the role played by school administrators that give implications for the quality of Orang Asli education. Two primary school administrators involved in the semi-structured interview to answer the focused questions on seven modified aspects of GPILSEO Model. The interview was audio-taped, transcribed and checked for content based on predetermined themes. The findings showed that school administrators have moderate targets in improving the achievements of Orang Asli students, encouraging fun method of teaching and learning, and stated the equipments needed by the school were sufficient but in a sorry state. The findings also showed they carried out assessments for teachers and students as scheduled and helped to distribute assistance from government in the forms of money and materials to the students. The final finding showed that the school administrators and their teacher were highly committed in managing the school of Orang Asli. This gives a major implication that the school administrators should play a role as an agent planning to increase the academic achievement of Orang Asli students in education.

These key findings about what makes a good and effective professional development highlights not only the key features but also the importance of having a clear PD pedagogy (theory of action). Some suggestions are proposed towards the end about how to conduct teacher professional development in Indonesian context.

The quality of teachers cannot exceed the quality of their teacher education programs and their teacher educators! We should start from teacher education when we want to improve teacher and teaching quality. In the International Conference on Language and Language Teaching 2018, I propose the idea of interdisciplinary teacher education initiated by Second/Foreign Language Teacher Education. With its strong emphasis on English language mastery and the recent development in multiliteracies and Content and Language Integrated Learning, L2/EFL Teacher Education can be the pioneers for interdisciplinary teacher education especially in developing nations. Teachers in this program can have the qualifications to teach not only English, but also other subjects such as science, social studies, math, arts, or technology, etc. Teachers educated in an interdisciplinary way will much more likely to have the capacity to think and teach in an interdisciplinary way too. It is what we need for the 21st century society. Education and educators must rise with the occasion!

The personality of teachers is very essential in developing students’ characters. However, the concept of teachers’ personality is a subjective concept. This study aims to recommend the concept of teachers’ personality in nurturing student characters through a literature review analysis. This study indicates that there are six key elements in the teachers’ personality; they are application of affection values, role model of noble akhlak, mastery of knowledge, self-motivation, leadership skills and sincerity. This paper explores significant role of administrators in higher education in Malaysia where decision-making process has an impact to cope with challenges. Effectiveness has been gained by administrations while they are able to approach effective activities simultaneously. It has brought a sound and effective discussion regarding problem statement that the administrations have faced for developing the educational system. In addition to that challenges have been analyzed like lack of development of academic curriculum, inefficiency in monitoring academic progress, and ineffective supervision regarding learning management systems. Research objectives have been discussed so that they can be met by completing this research. Significant theories have been implemented in order to cope with the challenges and problems that are experienced by administration in Malaysia. Furthermore, an effective recommendation has been given to bring solutions regarding problems significantly. Future scope has been done for reducing issues and problems in the future and that is effective to resolve critical situations for administrations in higher education as well

Efficacy of Investment and Motivation in Teachers’ Professional DevelopmentPremier Publishers
This research paper scrutinized the efficacy of investment and motivation for teachers’ professional development at ten randomly selected Secondary Schools of Dang, Nepal. He selected Dang as the field because the achievement level of students was low in the area. This article claimed that investment and self-motivation are key factors for professional development. The yardstick of an educator is to make students attain high grade. He tried to justify the significance of the investment and motivation for quality development, based on the information derived from the schools. He used document study, an interview guideline designed by the researcher, and observation to justify the claim that investment and intrinsic motivation improve students’ achievement levels. The poor quality of the learners is due to the lack of professional development for content delivery and pedagogical strategies. Table three in the discussion showed that out of ten schools, only one crossed 50 percentage mark in investment, which signaled the reluctance of the local government for the investment. The researcher attempted to answer the current practice and its direct impact on the result of the students. This report is a backup to increase the standard level of the schools with professional transformation.

The study identified the level of competencies and the extent of professional development needs of kindergarten teachers in the Sultan Kudarat Division, during the school year 2019 - 2020. The study employed a descriptive method. The study involved 54 kindergarten teachers in the division in accomplishing the 12-item self-assessment instrument. Data were analyzed using descriptive statistics. The results revealed that kindergarten teachers have a high level of competencies in content knowledge and pedagogy, learning environment and diversity of learners, curriculum and planning, and assessment and reporting. These indicate that they possess almost all of the competencies of efficient teachers. Results further revealed a very high extent of professional needs in content knowledge and pedagogy and the learning environment and diversity of learners, while they had a high extent of professional needs in the remaining domains. Since they reported very high priorities in content knowledge and pedagogy and the learning environment and diversity of learners, these areas would be the main considerations in the crafting of a professional development plan. by Phoebe L. ABSTRACT : The study focused on the impact of Educational resources on students‟ academic performance
in Economics: a study of some Senior Secondary Schools in Lagos State Educational District one. Research
objectives, question and hypotheses were formulated to guide the direction of the study. The study covers 110
senior secondary students and 40 teachers. Convenience sampling technique was used in selecting the sample
size. 110 of the questionnaires were properly filed and returned. The study relied on the 110 properly filed and
returned questionnaires for analysis. The data for the study was collected through research instrument developed
by the researcher to obtain the appropriate data for the study. Data collected were analyzed using both
descriptive and inferential statistics. Descriptive statistics such as frequency distribution and simple percentages
were used to analyze the demographic and socio-economic background of the target respondents and the
research question were analyzed. Pearson product moment correlation analysis and regression analysis were
used to test the stated hypotheses. The research design that was adopted was the descriptive survey design. The
result reveals that educational resources have an impact on students‟ academic performance in Economics. The
finding also reveals that there is a significant effect of the level of qualification and preparation of teachers on
students‟ academic performance in Economics in senior secondary schools. Based on the findings made in this
study, it is therefore recommended that School administrators must constantly review, inspect and monitor
school teaching and learning resources. Constant and consistent monitoring of school resource and ensuring its
availability and proper utilization will make teachers and students take care of the school resources as well as
take learning and academic activity seriously.

2. Introduction
Society has placed schools as formal institutions that
are responsible in providing the best education for
their children. Hence to achieve excellence in a
school, administrators play a major role in ensuring the
success of the organization.
As a leader of the school, school administrators are
expected to play a role, including providing incentives
in disseminating information, conducting staff
development activities and to build good relationships
between schools and surrounding communities and
develop a happy school environment that can receive,
nurture and support changes from the outside
3. Research and Problem
Background
The level of achievement in education for Orang Asli students'
should be noticed by all. Studies conducted by JAKOA (2012) found
the lack of involvement of Orang Asli students at both secondary
schools and in higher education is due to the low level of schooling
in primary school.
If 100 Orang Asli students entering year one, only 6 students
will be graduating up to Form 5. There are indications that
show a significant dropout during standard 4 and 5 at the level
of primary school (Nicholas, 2007)
Among the cause of dropout is the limited educations facility
such as the lack of infrastructures and specialized training for
teachers in handling Orang Asli students (William Hunt 1998;
Ismail Sulaiman, 2005)

Background
The lack of knowledge of teachers and school
administrators about Orang Asli culture causes less
interaction and created discomfort between teachers
and pupils (Bishop, 2008)
Difficulty to interact due to poor mastery of Malay
language among Orang Asli students causes poor
understanding of the lesson and it leads to errors in
the learning acceptance (Abdul Razaq dan Zalizan
2009).
A second language to non-native students need
careful consideration, planned and implemented in a
natural and not too formal and this aspect should be
fully considered by school administrators of OA
students.

Conceptual framework of this study is built based
on a model developed by Bishop and O'Sullivan
(2005) in reviewing the achievements of Maori’s
education in New Zealand.
The conceptual framework of this study is built on
seven aspects (GPILSEO) which are Goals,
Pedagogy, Institutions, Leadership, Spread,
Evidence and Ownership which will be discussed
through the perspectives of school administrators
such as Headmaster and Academic Senior
Assistant.
7. RESEARCH METHODOLOGY
This study uses the case study method. Data obtained in this
study were gathered through semi-structured interviews.
In this study, the respondents were selected using random
purposive sampling method. Sample selection criterion is
based on the criteria that they taught at the Orang Asli
students’ school, aged between 35 to 45 years and has been
working as a Orang Asli school administrator for at least three
years. The respondents are namely SA1 and SA2.
This study uses a set of interview protocol and protocol
questions of this interview were constructed in the form of
open questions where the respondents are free to express
their views.
9. Perspectives of school administrators based
on goals
One of the respondent said he did not set a target of high academic
achievement for the school because he knows the capability of his students.
“...if it is based on schools’ vision, student must be able to master the skills of
reading, writing and counting but at district and department levels… they
(Education Department and Ministry of Education) are targeting at higher level
because they said a low target will get a low result…”
This shows that there are differences in educational goal setting for the OA
students to achieved. This statement is not supporting the importance of
building a shared goal by all parties involved in the educational process,
particularly in the school system.
According to Timperley et al. (2006), it was important to build a clear goal and
shared by all the parties involved.
10. Perspectives of school administrators based on
pedagogy
Based on the information obtained from the interview, SA1
viewed that Orang Asli students need an encouraging form of
teaching and learning. "...with these students, if we are angry,
they will not come to school...we must always give
encouragement and show that we understand them…"
The other respondent (SA2) suggested the best way to teach
them is to include music to add more fun in the learning
process because they tend to get bored easily.
“…students require music during their lessons, I have been
here for a very long time, I understand their behavior well .I
always advise all my teachers here to teach in a way that can
excite the students. They quickly get bored…“
11. Perspectives of school administrators based on
pedagogy
This shows, to attract students OA in the class,
teachers need to diversify the pedagogy in the
classroom, not just “chalk and talk”. It is
recommended that teachers be given more
training about indigenous pedagogical practices
through a more effective way to increase OA
students’ learning in the classroom especially in
teachers training college.
A famous ‘culturally relevant pedagogy’
researcher said that a relevant and effective
learning process is based on the knowledge of
students’ culture, passed experienced and their
presentation styles (Nieto 2003).
12. Perspectives of school administrators based on
institutions
Both school administrators SA1 and SA2 said that the facilities at the
school are adequate for the purpose of teaching and learning but it’s in
a sorry state. “...basically we have basic classroom facilities but mostly in
poor condition. There is no hall like in urban school to conduct programs.
We have library to accommodate the student’ needs to read and borrow
books but the number of books are limited. And the worst thing is we don’t
have enough funding to buy new equipments…”
This demonstrates the ability of teachers to provide the best
teaching can not be implemented due to lack of teaching aids
needed. This findings are in line with the study that found out the rural
school like Orang Asli schools has lack of facilities, financial problems
and the difficulties to sustain different roles in the school system
compared to urban schools.
The finding is consistent with research conducted by Rosli et al. (2009) that
teachers were having difficulty because of the lack of adequate teaching
aids provided by the MOE.
13. Perspectives of school administrators regarding
leadership
Both respondents said that the observation of
teaching and learning are conducted by school
administrators periodically. These were the
statements of the respondents regarding the
aspect of leadership.
“…as the school administrators, I prepared the
observation table to observe the teachers teaching
and learning in class. We have instrument forms,
one copy for the teacher and then the marks were
given for them. Thus, the teachers will know their
performance either good or not based on the
marks given. Normally they will be observed twice
a year...”
14. Perspectives of school administrators regarding
leadership
This suggests, apart from doing administrations
work, financial matters, looking after the welfare
of teachers and students as well as maintaining
relationships with local communities, is to
ensure that teachers carry out their
responsibilities more effectively especially in the
classroom.
This statement is also supported by Noran
Fauziah (1992) and Kamaruddin (1989)
stating, supervision can improve the quality of
teaching.
15. Perspectives of school administrators based on spread
Based on the interview results, the respondents
agreed that Orang Asli community received
assistance for their children from government and
various parties. Many Orang Asli students received
educational assistance from the government in the
forms of pocket money, free books and school
uniforms. (JAKOA).
“There is also the contribution or help from
NGOs and private sector in a form of financial
contribution to fund school programs but we
need to apply”.
16. Perspectives of school administrators based on
spread
This shows that there is a grant or a one-off financial contribution by
NGOs and the private sector but it is still inadequate and ineffective
in improving the educational attainment of OA students.
The administrators found it was hard to handle a good programmes
for OA students because of limited funds.
Ramlee (2013) in his study pointed out that the government, NGOs
and private sector should exercise their social responsibility towards
OA communities to provide consultation to parents, teachers, training
programs and financial aid for school.
17. Perspectives of school administrators based on
evidence
In the aspect of evidence, the educational
achievement is clearly shown through
assessment. The assessments were carried
out for both students and teachers.
The same goes to evaluation systems that
were conducted every month, semester and
year for the Orang Asli students.
It was also difficult to assess them accordingly
because of their poor attendance in school
throughout the year.
18. Perspectives of school administrators based on
evidence
Overall, the evaluation of teachers and OA students was conducted
to measure the performance of teachers and students.
“...every year our teacher will be evaluated through LNPT or the
performance report for government employees. We have to fill in
based on the work done during the year, such as teaching classes,
other other duties such as secretary of the PTA or in the curriculum
and extra-curricular duties. (BG2)
This shows that evaluation is very important to be implemented to ensure
teachers do their work accordingly and to perform the responsibilities
entrusted to them.
19. Perspectives of school administrators based on
ownership
In the aspect of ownership, both school
administrators agreed that their school teachers
has showed high level of commitment in educating
Orang Asli students. They were willing to work
overtime to conduct extra classes especially for
Year 5 and Year 6 students in order to prepare
them for examination.
This explained the shift in the perspective of
administrators regarding professional development
where instead of working on teachers, it changes
to working with them.
20. Perspectives of school administrators based on
ownership
Thus, the teacher suggests the concept of 3M to 6M -
education outside of the classroom (Main), Supplementary
Food Program (Makan) and dance and cultural activities
(Music) to increase the sense of belonging or ownership
among the OA students.
Study conducted by (Abdul Razaq et al., 2009) states in
this way, OA students will love their school, good
attendance and make them realise the importance of their
education for their future.
21. Summary and discussion
Based on the challenges of school
administrators as discussed, indicated that
there are some elements that may be
associated with the achievements and
problems of education of Orang Asli students
in school.
In terms of research significance, this study to
some extent provides information on the
weakness and the strength of the Orang Asli
education by looking into all aspects in
GPILSEO Model.
22. Summary and discussion
However, information from the interview during the research
also showed that there are some negative situations that can
be attributed to Orang Asli lack of interest in education. Such
as, elements related to effective pedagogy in the classroom.
Besides that, school administrative proactive leadership is
much needed to ensure the smooth running of the and
support from various parties need to be provided in the form
that can assist the Orang Asli students’ interest to come to
school so that their attendance and their ownership (sense of
belonging) will increase.
It is recommended that all school administrators to use
aspects in the GPILSEO model as a guide in order to be
more effective in their administrative work.
