The article shows few benefit of training and manpower development implemented in SMEs 
have convert to become strength for the organization. In the process of training and manpower 
development have restructure the organization, following by training in advancement of technology 
downsizing may happen in an organization hence it reduced unfavourable expenses of the organization. 
When downsizing happen in SMEs organization it will cause high level of unemployment pushed some 
people into self-employment as an alternative, since the self-employment prospect have the skill and 
knowledge through training they can built to enter the industry with lower barriers and open up as an 
opportunity to fill the market nicer. It not only reduce the unemployment rate in the country but it bring 
more competitive market to the organization so it will keep improvement to the organization and bring 
benefit for the consumer. 
In the other way, work force training and development can help to improve business. The 
research shown in article state that training and development applying in “ bottom level” are not 
effective in improvement in the quantitative ways , but this training will more success if the firm 
applying more qualitative approach. The training done within the work force will increase the skill and 
standard with the production of employee, when the quality of work force improved it imperceptibility 
increased business of the organization. From training and development the organization, the 
organization improved externally by increasing customer and improved internally by produce more 
qualitative product. 
Skill is one of the vital factors for one SMEs organization to grow and improvement towards 
their organization. Training and manpower development implement on management level will allow the 
organization to work more efficiency and effectiveness with the enhancement of the skill and 
performance of the managerial employee. New skills which acquire from managers promoted the 
growth of SMEs. Skill grows within manager level employee help the organization function more 
systematic and nearer the work of lower level employee to the company objective by provided and 
educated the skill to the employee by manager.
Weakness 
The weaknesses found on SMEs organization training and manpower development will cause the 
management tends to regard training as an operating expense rather than an investment. The wrong 
perception of the management is one of the reason SMEs organization do not willing to provide training 
and manpower development in their organization, it will cause the organization reduce the financial 
support to imply training and manpower development other than that by the perception it increased 
organization cost and emerge a bad phenomenon in organization future planning in supporting training 
and manpower development. Managers in smaller firms are more sceptical about the benefit of training, 
therefore the training and development is more challenging to pursuit the smaller organization whi ch 
like SMEs to trust the outcome of the training result so it consequence the organization in order to 
downsizing rather than choosing the method to improve their company by training. 
It is difficult for employers and employees to find time and identify type of training and development. A 
ineffective monitor to employee by employer and ambiguous organization objective caused some blocks 
and problem to the employer and employee. A SMEs employer do not have sufficient monitoring toward 
their employee it will cause the organization chosen a candidate which not suitable for the training and 
wasted the resources of the SMEs organization. Besides, heavy work in a SMEs organization are not 
allow the employee to find the time to join the training process hence that if the non managerial level 
employee is unclear about the objective of the organization in the business they will met problems 
when choosing the type of training so it caused certain level difficulties for the to choose the type of 
training. 
Employee training is critical to firm development and large scale government financial support for 
training, research findings do not clearly demonstrate a link between the provision of training and better 
business performance is despite the received view in policy circles. Training and manpower 
development’s benefit do not realize by government and they despite to support the organization to 
perform it caused the organization meet more obstructions by the rules and regulation also financial 
support with grow their organization to fight the challenge and stronger business from overseas country 
which is financial support by their government. Its difficult to measure qualitative forms of development 
such as improvement in employees understanding of business or their capacity to carry out particular 
task.
Opportunity 
Training and manpower development implement in SMEs organization bring benefit and opportunity to 
employer and employee. The SMEs organization using the method on the job training will added 
Opportunity and creating productive environment to motivate workers, when the employee selected for 
training and manpower development they will feel they are important by the company other that that 
they know the organization is concerning about their contribution so that they will more motivated on 
work. Training and manpower development also increase the morale of the employee in work, training 
allow the employee to learn new knowledge and empowering their job scope with new task and avoided 
daily repeated task that create boringness in their job. 
Providing training flat can increase managerial characteristics. In the SMEs organization they lack of 
managerial knowledge in managing their employee, the process of developing and enlarging the 
organization will cause the managerial worker meet obstruction and complication in performing their 
job. When the managerial worker gets trained, the organization will improved to more systematic and 
that allow the managerial worker to organize the employee more easily by their new managerial 
knowledge. Other than that, the SMEs training and manpower training increased company competitive 
advantages compare to external environment with latest and well management skill. 
Training and manpower development encouraged SMEs firm explore the relationship between 
management training and SME’s performance. Training can become an opportunity to an organization 
instead of taking training and manpower development as a functional expenses. From the training, SMEs 
organization will realize that the training will helps to enhance the organization performance. SMEs 
found out the result of training is positively related with the organization performance therefore they 
will more focus towards the training process and make it a way as solution to the company instead of 
expenses to the SMEs organization. 
Threats 
In certain condition training and manpower development will become threats to the SMEs organization 
which is non experience on it and not well managed. Workers may leave for higher paid jobs might 
happen in an organization because of the employee have updated their skill and knowledge with the 
training so they will delegate to work with higher difficulties task. When the higher difficulties task is 
perform by the employee they will seeking for higher payment, if the SMEs organization unable to pay 
their favorable salary it might meet challenging with the bigger structure organization which paying 
higher salary to their employee hence the SMEs organization will lost their talent and the training 
process to employee will become a treat for an SMEs organization. 
The employee who working in the SMEs organization will demand for more if they skillful. The employee 
in the organization who attending the training will feel that there are more important in the 
organization and their responsibility is getting higher to the job so that they will request the organization 
to giving them better offer in job. Promotion and event more training will requested by the employee 
who are only improved skill but not loyalty through training, it might increased organization burden and 
cause organization culture corrupted by the employee.
