The document discusses whether ICT is truly helping learners take the driver's seat in their education. It explores different perspectives from research on how ICT could empower learners, but identifies challenges that have prevented learners from fully benefiting from ICT. These include issues with technology, curriculum, skills, and resistance to change from educational institutions. The document also examines policy dilemmas and the potential for ICT to polarize learning between formal, credentialed paths and informal, self-managed paths. It argues this polarization can be avoided by raising awareness, redefining education goals, and facilitating transition with research support while respecting individual learners.
The document summarizes research from a Digital Toolkit project examining digital literacy and well-being policies for students. Key findings include:

A study of student survey data from the University of Northampton found that reliable wifi is associated with positive student perceptions in several areas. When students reported that the wifi was reliable, they were significantly more likely to agree that the university supports using their own devices, helps them access health services, stay safe online, and protect their data privacy. Reliable wifi was also associated with students rating the quality of digital teaching and provision more highly. The findings suggest that unreliable wifi could negatively impact how students answer various survey questions, not just those directly related to technology.

Open Education and Digitalized Society - Digital Learning in a Borderless World. Or:
A helicopter view on South East Asia when digitalisation is penetrating education. Could ambitious benchmarks comparing with Nordic countries be established for the 11 countries and the cooperation among them?
The era of digitalisation sets a new agenda for learning and teaching. While globalisation, technology and demography are major trends influencing all sectors of society, including higher education – ICDE observes more specific trends setting the agenda:
• Online and open goes mainstream
• OER and MOOCs fuel innovation in education
• Shift to personalised learning and assessment

ICDE OER Advocacy Committee at OEW24 EDENDLE 7March 2024Ebba Ossiannilsson
GenAI can help improve teaching and learning by providing personalized feedback and recommendations to students based on their progress, strengths and weaknesses. It can analyze large amounts of open educational resources and course materials to help educators develop customized lesson plans and learning paths for different students. By automating certain administrative and repetitive tasks, GenAI also allows teachers to focus more on one-on-one support and guidance for students.
The ICDE OER Advocacy Committee is hosting an event to promote open educational resources on a global scale. Attendees will learn about the committee's role in advocating for OER implementation and how OER aligns with UNESCO's goals of inclusive, equitable education. The agenda includes presentations from the committee chair and ambassadors on global OER initiatives, innovative working groups, and the role of OER in achieving quality education for all as outlined in the UNESCO 2030 Agenda. Participants will have the opportunity to engage in a panel discussion and online Padlet forum on transforming education through open resources and removing boundaries to learning.

4. Aim of the project
• Aim of this thematic network project is to strengthen and develop co-operation between
Nordic countries and Baltic regions on life-long learning for seniors and to learn and share
ideas of digital skills teaching for seniors in different countries. Each participating
organization organizes a meeting for other participating organizations to introduce its
education, teaching methods and topics of digital skills. These meetings are intended for
pedagogical staff and representatives of adult students (seniors) from each organization.
• Expected outcomes of this project are sharing ideas of teaching digital skills and themes
for new courses. Another important aspect of this project is to find new partners and get
the possibility to continue partnership in the future. Participants are also getting to know
the Finnish Geronet-project coordinated by Jyväskylä Summer University, which aims to
promote seniors digital skills in the whole Finland (funded by the Finnish National Agency
for Education).

Guidelines for
training the trainers
to support seniors
towards making
daily life more
easy in digital world
NPAD-2021/10187
• The aim of this development project is to build on the on-going network project: "How seniors
learn
• digital skills in the Nordics and Baltic?" and as the result of this project to publish a collection of
good
• practices in training and learning of digital competences, especially for seniors, bearing in mind
• that senior is a diverse target group both concerning cohort and period when introduced to
digital
• environments. In addition the group is per se very multi-facetted.
• All participating organisations will describe the best practices from their field of work and in a
• collaborative way work together with other partners. As a final result these best practices will be
• published in a platform, which will be user-friendly, interactive, easy to access, attractive in
interface and
• apply self motivation and self-regulated learning. The suggested guidelines will serve as
benchmarking.
• The aim is that the practices are transferable to all organizations, which provide training or
organize help
• for seniors on digital competences.
