Background – Purpose and Need
• Fairfax County Comprehensive Plan
- Commuter parking facility
- Preserve slugging*
- Meet long term parking and
park-and-ride needs
- Multimodal center (provide
more choices to commuters)
- Include community-serving uses
that can utilize parking on
evenings and weekends
* The Comprehensive Plan specifically mentions slugging as
a form of carpooling that should be preserved at the garage

- Provide additional commuter parking capacity to meet the
high demand in the Springfield area
- Secure parking in County-owned facility for slugging and
carpooling
- Provide bicycle and pedestrian facilities and access
- Provide a connection point for multiple transit routes to
improve service and access to transit
- Provide flexible, community event spaces for evening and
weekend use

• Permanently secure and consolidate commuter parking at one
location
- Existing County-owned surface
parking (278 spaces)
- Springfield Plaza (240 spaces either
leased or under agreement with
owner)
- American Legion (100 spaces
leased)
- Springfield United Methodist
Church (54 spaces leased)
- 672 total spaces with 394*
under leases or agreements
* County to continue leasing these spaces after the garage opens
as long as there is sufficient demand and owner willingness

Project Overview
• Design Features
– 6-level garage with over 1000 parking spaces
• Adding over 700 County-owned spaces at the lot
– Two commuter slug line loading zones
• Line A: 18-car loading zone with extra 4-car queueing capacity
• Line B: 15-car loading zone with extra 4-car queueing capacity
– Shared slug lines and kiss-and-ride space
– Carpool waiting/short-term parking area provided on ramp
• 10 spaces initially
• Can be expanded

Project Overview
• Design Features
– Pedestrian bridge over Old Keene Mill Road
• Provides access to bus stops on westbound Old Keene Mill Road
• Connects Springfield Plaza to the parking garage
– Bus transit center with 7 bus bays
– Bicycle storage, passenger waiting areas, and transit system
information
– Community event spaces on ground and top levels

• Status
– Finalizing design plans
– Land acquisition initiated
– Construction anticipated to begin in late 2019*
– Garage operation anticipated to begin in spring 2022
* County will provide alternate space and parking for slug

• Line B: up to 19 cars (includes loading zone)
• Entrance width allows queueing for both lines

– Location complements other facilities in the area
• Location better serves commuters west of I-95 and I-395
• Location accessible to I-95, I-395, and I-495

• Transit routes and frequency reassessed based on
demand
– Routes adjusted, added, or removed
– 5 bays required at opening
• 11 routes generating 30 bus trips per hour
– 7 bays needed for future expansion of transit
service
• 14 routes generating 45 bus trips per hour by 2035
