The field of Information retrieval (IR) is currently undergoing a transformative shift, at least partly due to the emerging applications of generative AI to information access. In this talk, we will deliberate on the sociotechnical implications of generative AI for information access. We will argue that there is both a critical necessity and an exciting opportunity for the IR community to re-center our research agendas on societal needs while dismantling the artificial separation between the work on fairness, accountability, transparency, and ethics in IR and the rest of IR research. Instead of adopting a reactionary strategy of trying to mitigate potential social harms from emerging technologies, the community should aim to proactively set the research agenda for the kinds of systems we should build inspired by diverse explicitly stated sociotechnical imaginaries. The sociotechnical imaginaries that underpin the design and development of information access technologies needs to be explicitly articulated, and we need to develop theories of change in context of these diverse perspectives. Our guiding future imaginaries must be informed by other academic fields, such as democratic theory and critical theory, and should be co-developed with social science scholars, legal scholars, civil rights and social justice activists, and artists, among others.

Main Point: Efficient data centers use advanced technology Speaker Notes: Our global technology services group funded some additional primary research into the effectiveness of IT datacenters and discovered some interesting differences between the least and most efficient ones. As you can see on the left, the least efficient data centers were slow to adopt technology and make limited use of things like moving virtual machines, storage virtualization and tiered storage. On the right, you see that the most efficient datacenters are markedly different. They are heavy early adopters of technology and the items I just mentioned. What ’s that mean to the business? As you can see on the left, least efficient datacenters have to spent about 2/3 of their IT budgets simply “keeping the lights on” – maintaining their existing infrastructure and can only dedicate about a third to new innovation. On the right you can see the dramatic difference from the most efficient data centers who can apply over half of the their IT budgets to new innovation. The question is how can we make the shift to use of these and other significant technology capabilities easier? What we’ve done here is taken everything we’ve learned about the PureFlex system through our development, and we’ve used Alinean modeling to project the cost of ownership savings and new value clients can realize. In other words, this compares what actual clients have now vs. what they would get with IBM PureFlex. First, let ’s consider a managed services provider supporting midmarket companies that wants to consolidate a broadly mixed environment to lower operational expense and improve service levels for their clients. If they were to consolidate 30 Unix servers, more than 200 x86 servers and 22 storage systems onto one IBM PureFlex System with integrated compute, storage, networking and management, they would see $2.6 million less cost in ongoing systems and operational expenses, which represents a savings of 71%, and an additional 53% in management savings for $2 million, over 3 years. Second, let ’s consider a manufacturing company that optimizes its existing ERP environment by moving from HP UNIX and EMC storage to IBM PureFlex. Let’s say they replaced 18 HP-UX servers and a wide variety of storage systems, including EMC and HP, with IBM PureFlex System. Because of PureFlex’s higher utilization and optimized landscape that enables non-disruptive data migration, they could achieve a reduction in cores for software licensing yielding savings of over $3.8 million, or 78%, over 3 years. And they would realize a payback on their PureFlex system in just 9 months. Third, let ’s consider a major bank that wants to deploy new services significantly faster to gain competitive advantage. This bank’s current deployment of new services can range from 7-12 days to 3-6 months using traditional IT processes. But by using the PureFlex System’s highly automated, optimized service deployment models, they can reduce that time to 1 day or less to deploy new services…accelerating their time to realize new revenues. Fourth, let ’s consider a retailer that wants to accelerate a private cloud for its regional store operations to increase capability and simplify IT. If you look at a single IBM PureFlex System with its pre-integrated virtualization and cloud vs. a selection of individual components that require integration, setup, configuration, tuning, and expert understanding of interdependencies…this retailer would experience close to $1 million in management cost savings, or 56%, and an overall difference of $2.8M, which is that PureFlex is 54% lower total IT costs, over 3 years So you can see from these realistic examples that PureFlex can make a meaningful difference in reducing cost and increasing value across a variety of industries and a variety of client needs.
