“Developing Strategies to Protect Seaports from External and Internal
Threats” to be held at the Holiday Inn Kensington Forum Hotel, London on
Wednesday 1st and Thursday, 2nd June 2016.
9/11 was the turning point for Port Security. As a result of this event, more than
any other, the International Ship and Port Facility Security (ISPS) code was,
planned, produced and adopted in record time by July 2004 and made
mandatory under amendments to SOLAS adopted in 2002. The speed of
adoption of ISPS Code was both its strength and weakness as ports were not
previously directly involved in the IMO world.
The port environment is constantly changing with new technologies and
procedures in all areas of port operations, but security will always remain
a core part of a ports operations. Security has always been needed for
protection against theft, sabotage and the use of the port conduit for
criminal purposes but now terrorism has added another dimension. In order
to resolve these threats it is important to collaborate and discuss effective
means of mitigating these threats with fellow colleagues and experts.
This conference is an opportunity to meet and listen to the experiences
of the various experts involved in the planning and implementation of the
ISPS Code insofar as ports are concerned and to network with your fellow
practitioners. We have a fantastic array of speakers from across the world
including representatives from Ports, Port Police units, the IMO and the US
Coastguard talking about a wide range of topics including Cyber Security,
Security Systems in Ports, Regulation and Technology.

About the workshop host:
Captain John Dalby has represented The MRM Group
since it’s founding in 1986. Prior to this, he served
for more than twenty years at sea; initially aboard
dry cargo vessels, and, for the most part, on oil and
chemical tankers with major shipping lines including
Shell and Mærsk Line - latterly in command of Products
Carriers – but also aboard VLCCs. His extensive
seafaring and maritime experience therefore spans
more than fifty years.
John Dalby established the MRM Group’s Anti-
Piracy Rapid Response Force in 1996. He was also
instrumental developing MRM’s unique, covert
satellite tracking system – ShipTrac TM.
In December 1999, John addressed the Parliamentary
Maritime Group at the House of Lords on the subject
of piracy and it’s growth – specifically but not limited
to South East Asia. In March and April 2010 he was
Guest Speaker at the Ship Lay Up Summit and
Chairman and Guest Speaker at the 1st International
FPSO Conference – both in Singapore – both focusing
on maritime security issues. John also organised the
Maritime Security conference “Action Stations” in
Portsmouth in 2011.
In June, 2011 he founded the not-for-profit organisation
The Merchant Shipping Maritime Security Foundation
(popularly known as MS2), dedicated to helping
seafarers and those who protect them, in the
aftermath of a piracy attack. He is also co-founder
of IAMSP – the International Association of Maritime
Security Professionals.
On 14th August 2013, as he approached half a
century of service to the maritime industry, John was
elected an Associate Fellow of the Nautical Institute
(AFNI). He is now recognised as the pre-eminent
authority on maritime piracy and security, and is often
quoted in Reuters reports on these subjects.
