Operation “Blue Star” is the only event in the history of Independent India where the state went into war with its own people. Even after about 40 years it is not clear if it was culmination of states anger over people of the region, a political game of power or start of dictatorial chapter in the democratic setup.
The people of Punjab felt alienated from main stream due to denial of their just demands during a long democratic struggle since independence. As it happen all over the word, it led to militant struggle with great loss of lives of military, police and civilian personnel. Killing of Indira Gandhi and massacre of innocent Sikhs in Delhi and other India cities was also associated with this movement.

A Strategic Approach: GenAI in EducationPeter Windle
Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

LETTER FROM THE CHAIRMAN
Dear Participants,
It gives me great pleasure to welcome you to the 13th Annual
Border Security Conference taking place on the 11th and 12th
February 2020 in Rome, Italy.
Border Security 2020 will bring together International experts in
law enforcement and border control to share their experience
of what works in addressing the ever increasing challenge of
securing national borders.
Against the backdrop of conflict, poverty and population
growth continuing to create the conditions for increasing
movement of people across the globe, you will be able to
hear about current trends in illegal movement across borders
and the challenges faced by border agencies.
In addition we will be holding a pre-conference workshop to
hear about the latest developments in the use of biometrics to
establish identity to create a seamless traveller experience at
the border, and focus resources on those posing the greatest
risk.
The conference will include sponsors presenting the latest
innovation to relieve the pressures upon border agency staff
and infrastructures and the opportunity to engage with them
directly.
This year the event will be very interactive, with a pre-
conference reception to enable delegates to renew
acquaintance on arrival and panel discussions each day
in order to encourage debate and discussion on the case
studies presented.
Join me at this well-established International event for an

Innovative Travel Solutions (ITS) is the innovation team at Vancouver International Airport (YVR), voted North
America’s Best Airport for 9 straight years by Skytrax World Airport Awards. In 2009, the innovation team implement-
ed BORDERXPRESST at Vancouver International Airport and soon discovered that other airports and governments
might also want the ability to reduce wait times and increase their international arrivals traffic without having to
add additional space or staffing resources. ITS has now sold to 42 airport and seaport locations worldwide pro-
cessing more than 180 million passengers. BORDERXPRESST kiosks provide a modern and efficient experience and
are a smart choice for airports and governments as they help to reduce overall operating costs and allow airports
to expand passenger traffic without having to add additional space or staffing resources. The kiosks also free up
border security officers to focus more closely on enforcement and intelligence efforts. In 2018, ITS announced the
installation of 74 BORDERXPRESST kiosks at Pafos International Airport and Larnaka International Airport in Cyprus.
This marks a major milestone for the industry and ITS, as it is the first implementation of permanent kiosks for Entry
and Exit border control in Europe. BORDERXPRESST uses self-service biometric-enabled kiosks to expedite the bor-
der clearance process without compromising security. The Entry and Exit process is the same, in that, at the kiosk,
travelers select their language, scan their travel documents and answer a few simple questions. The kiosk also
captures an image of each passenger’s face which can be compared with and verified against the photo in their
electronic passport, though the kiosks do accept non-ePassports and EU Identity documents as well. Travelers then
take their completed kiosk receipt to a border services officer. www.yvr.ca/inv

Workshop overview:
Identity document fraud represents one of the biggest challenges for European border guards in
securing external borders as it represents a key enabler in irregular migration, migrant smuggling,
human trafficking, and movement by terrorists across borders. At the same time, thorough
document and identity checks by border guards have to compete with travellers need for
reasonable processing times. Recent developments in biometrics on-the-move technologies
seek to support a seamless border crossing experience while maintaining security and the
integrity of the control. This full-day workshop will explore the whole “identity lifecycle” from
document issuance to identity verification at the border, the vulnerabilities and countermeasures
and the potential for biometrics on-the-move technology to enhance both border security and
facilitation.
Why should you attend this workshop:
• Hear from leading experts on the challenges faced and solutions proposed for identity fraud
and biometrics on-the-move
• Learn about recently finished and current EU projects in identity management at borders
• Actively contribute to discussion on challenges, solutions and future directions in identity
management at borders
About the Workshop Leader:
Prof. Ferryman is a data scientist and leads the Computational Vision Group within the
Department of Computer Science, School of Mathematical, Physical and Computational
Sciences (SMPCS), University of Reading. His current research interests include multimodal
biometrics, automated video surveillance and benchmarking. He is the author of more
than 100 scientific publications. Prof. Ferryman coordinated the EU PROTECT project (H2020-
700259, 2016-2019) on exploration of current and future use of biometrics in border security
and is a partner in the EU FOLDOUT project (H2020-787021, 2018-2021) on development
of an effective and robust intelligent detection platform for border surveillance in harsh
environments and the EU D4fly project (H2020-833704, 2019-2022) on authentication of
travellers on-the-move and document verification with the primary goal of making border
control faster and more secure. Prof. Ferryman is a member of the British Computer Society
and has acted as the Director of both the British Machine Vision Association and the Security
Information Technology Consortium.
About the Organisation:
PROTECT is 3-year EC H2020 project funded under the Secure Societies work programme (BES-
6-2015: Border crossing points topic 2: Exploring new modalities in biometric-based border
checks) and which commenced on September 1st, 2016. The main aim of PROTECT is to
build an advanced biometric-based person identification system that works robustly across a
range of border crossing types and that has strong user-centric features.
