Space-based Surveillance is among the most important means
of monitoring the oceans today. Space technology widens
the range for observation and satellites have the advantage
of being in international territory to fulfil their role. This includes
all operations from signals and imagery intelligence gathering,
pollution monitoring, and even tracking criminal behaviour.
Unfortunately, the current international financial environment is
such that no nation can take on the role of global surveillance
on its own. Furthermore, the majority of the global maritime
environment lies in international territory. International
cooperation and collaboration is therefore required to
successfully regulate and police the oceans.
C-Sigma is an active organisation that advocates for further and
more comprehensive cooperation in space-based maritime
surveillance. This organisation has acquired international
recognition in its endeavour to foster maritime security and
facilitate the transformation by which nations work together

It is with great pleasure that I invite you to participate in the 3rd edition of the Maritime
Reconnaissance and Surveillance Technology event taking place between the 30th
and 31st of January 2018 in Rome.
We live in an increasingly interconnected world in which developments in technology
are enabling a greater understanding of activity at sea. This has implications for almost
everything that takes place in territorial waters and on the high seas, both legal and
illegal. The effective collection, analysis and dissemination of relevant information
(and intelligence) will allow us to enhance the security of the maritime domain and
enable us to deal with maritime threats be they of an economic, political, social, or
environmental nature.
It all starts with Maritime Reconnaissance and Surveillance which we will focus on. The
next step is to analyse the information that this provides and here, too, there are some
potentially disruptive technologies to assist us. The application of Artificial Intelligence,
Machine Learning and other technologies will enhance our capabilities. I hope that
we will also touch on these areas.
There is therefore the need for a high level meeting that brings together senior military
leadership, commercial shipping companies, project decision makers, and technical
experts alongside cutting edge industry solution providers to collaborate on future
endeavours that will not only enhance maritime security but also empower nations
and commercial companies to better secure their interests.
