reading comprehension level wasn t really high. I was afraid of making a bad grade. It s never
been an enjoyment to me. This book being the first that I ve read, has taught me more than just the
events that went on throughout the story. Im quite proud of myself for finishing this book because
I ThoughtI would never have the patience to do so. I thought this book was a great read. I would
mainly like to thank you for helping me choose this book because it had wonderful detail and

Congress s lack of actions to pass the legislation led to establishing a bill that would create the
Select Commission on Immigration and Refugee Policy (SCIRP). Then in 1981 Reverend
Theodore Hesburgh, who was the commission chair for SCIRP made some suggestions that were
similar in approach for penalties against employers hiring illegal immigrants, also granting
amnesty once to illegal immigrants, but allowing a modest growth with legal immigration. At this
time President Reagan had barely taken office and stated he would support a compromise on
immigration that was suggested by the Hesburgh Commission. The following year in March
1982, there were two Commission members that introduced the first versions of what would be
IRCA to Congress. They were Senator Alan Simpson and Senator Romano Mazzoli, which it
became better known as the Simpson Mazzoli Act. IRCAs introduction into Congress was the
initial step to the laborious process to become a bill, but in the 97th Congress the bills died with
the House of Representatives. In 1984 just two years after IRCA was first introduced in Congress
and failed to pass within the House of Representatives, it was reintroduced with the 98th Congress,
