method, the permitted quantities per package
on both passenger and cargo aircraft and any
Special Provision that may apply to that
substance.

listed article or substance is permitted for
transport by air, or under what conditions, the
shipper and/or operator must consult the
appropriate national authority.

Example 1 – (Specific Entries)
Methyl propanoate, is an Ether with a flash point of -2°C and an initial boiling point of
80oC and is not listed in IATA DGR 4.2
STEP 1 Determine the characteristics of the substance (using Material Safety
Data Sheet (MSDS), test results, flash point, boiling point etc.) Flash
point -2°C; initial boiling point 80°C
STEP 2 Check if forbidden: According to IATA DGR 2.1.1 and 4.2 – (Not
forbidden)
STEP 3 Classify the substance: Class 3 Packing Group II
STEP 4 Assign the proper shipping name that most accurately describes the
substance using Table 4.1.A

Mixtures and Solutions with Single Hazard
A mixture or solution containing a substance Listed by name in the List of
Dangerous Goods (IATA DGR 4.2) mixed with one or more Substances not
subject to these Regulations Must be identified by the listed proper shipping
Name. The qualifying words “mixture” or “Solution” must be added, e.g.
Lead cyanide Mixture. The concentration of the mixture or Solution may be
added.
Example: Acetone 75% solution.
The proper shipping name of a mixture for
which the above mentioned exception applies is
the appropriate n.o.s. entry plus the technical
name in parentheses. The words “mixture” or
solution must be added, e.g. Toxic solid,
inorganic n.o.s. (Lead cyanide mixture).

Example: The hazardous constituent in a mixture is Acetal. (Check the List of
Dangerous Goods for the packing group.)
Based on tests, the same Packing Group II has been established as for the pure
substance. Since neither hazard class nor the packing group has changed and there is no
significant change in the measures to be taken in emergencies, the proper shipping
name will be:
Acetal solution (UN 1088, Class 3, Packing Group II) or Acetal 80% solution (UN
1088, Class 3, Packing Group II).
Note:
“Mixture” means a material composed of more than one chemical compound or
element.
“Solution” means any homogeneous liquid mixture of two or more chemical
compounds or element that will not undergo any segregation under conditions normal
to transportation.

Proper Shipping Name of a Mixture or Solution where the Degree of Hazard
Differs from that Shown in the List of Dangerous Goods
Example: Acetal is again the hazardous constituent in a mixture. But now, based on
tests, Packing Group III has been established for this mixture. The hazard class remains
the same, but as there is a change in the packing group, the proper shipping name will
be (DGR
4.1.3.1):
Flammable liquid, n.o.s. (Acetal) (UN 1993, Class 3, Packing Group III)
or Flammable liquid, n.o.s. (Acetal solution) (UN1993, Packing Group III)
or Flammable liquid, n.o.s. (containing Acetal) (UN1993, Packing Group III)
Note:
If the Acetal is mixed with such a large solution of a substance which is not subject to
these Regulations, that it no longer meets the criteria of Class 3 Flammable Liquid, or
the criteria of any other class.
It is no longer classified as dangerous goods, and the words “Not Restricted” should
be shown on the air waybill. DGR 4.1.3.2.

STEP 1 - Locate the name of the substance in Appendix C.
STEP 2 - Check for the correct formulation of the substance.
STEP 3 - Locate the UN number of the Generic proper shipping name.
(Pay attention with NOTE 13).
STEP 4 - Check the numerical list (DGR 4.3) for the proper shipping name.
STEP 5 - Check against the proper shipping name in the List of
Dangerous Goods for details (DGR 4.2)

Mixtures or Solutions containing two or
more Dangerous Substances
When two dangerous goods are mixed together it has
constituents of two or more different hazards. It is the
shipper’s responsibility to assign a Proper Shipping Name
based on Table 3.10.A and 4.1.A
Example: The item Engine cleaning mixture has two
constituents with different hazards. It consists of Gasoline and
Carbon tetrachloride.
The mixture, after tests, is found to meet the criteria of Class
3, Packing Group II and Division 6.1, Packing Group II.

Mixtures or Solutions containing two or
more Dangerous Substances
According to IATA DGR Table 3.10.A the
Primary Hazard is Class 3, Flammable
liquid and therefore the Subsidiary hazard
is Division 6.1, Toxic Substance. The
applicable Packing Group is II. The Proper
Shipping name and the UN Number are
Flammable liquid, toxic, n.o.s.
(Gasoline and Carbon tetrachloride
solution) UN1992.
