There are very many issues that determine whether an organization is going to fail or succeed in a given environment. Competition keeps increasing and the dynamics of doing business change with time. Consumer demands and preferences as well as government’s laws and regulations for doing business also change with time. An overall organizational success encompasses the inclusion of all the stakeholders such as employees and shareholders, and the harmonization of its goals and missions. With all these in mind, an organization ought to develop an effective structure, a powerful strategy and a good culture since its success or failure heavily depends on these factors more than anything else.
The Organizational Structure
This is the arrangement or the framework by which different activities are laid out and how individual or team work are coordinated in an organization. To achieve goals and different objectives of the organization all the activities and roles in an organization should be well coordinated, controlled and managed. The organization structure is a tool that should never be neglected. It helps to show who does what and who reports to whom (Thompson, 2018). These reporting relationships are very valuable and result to unity of command.
A good organization structure eases the flow of formal communications within the organization. This is because it outlines the channels of communication and how different actions of the stakeholders are related or linked together. Structure helps different personnel in the organization to work together for a common goal.
There is no structure that can be said to be the best. For example, an organization needs to consider its strategy and have clearly outlined responsibilities and roles, clear communication channels and defined procedures in order to select a good structure. A good structure helps the business to:
· Improve staff morale.
· Avoid excessive meetings
· Make quick and effective decisions
· Reduce conflict among teams and departments
· Have coordination
· Reduce costs
· Be responsive to changes
The Strategy
This is a combination of all the plans, ideas and actions that an organization intends to take in order to achieve set goals. The strategic plans may be for short term, medium term or even long-term goals. The strategy maps the route that the business will take in order to achieve its goals and visions.
With time the strategy of a business can change even if the goals remain the same. It does not have to be inflexible. This allows the business to incorporate changes in the internal and external environment and also take advantage of new opportunities that may arise in the course of running the organization. The Virgin Group is a company that is doing well in the industry despite that many inconsistencies that occurred. The company’s strategies that have been made are aimed at making sure that company has achieved the objectives or the goals that have been set using these strategies. The set strategic plan is brilliant and has highlighted on some of the areas that need to be improved. The establishment of the strategy is also likely to bring about motivation to the individuals. The application of the strategies is also likely to impact the organization's performance in a positive manner since the individuals will be having set aspirations as well as motivations to inspire the members of the given organization.
The firm is in full control of the available resources and also has the required capabilities that will assist in ensuring that the strategies have been implemented. The functions of the company are usually structured in a way that they are easily applicable, and they can be of many benefits to the organization. The issue of the differentiation has also made it possible for the organization to gain a competitive advantage in the issues that they will be tackling especially the ones that are concerned with the increased productivity of the organization. The resources belonging to the firm are also properly allocated to make sure that the level of productivity has continued to increase.
The organization structure of the organization as well as the management system of design has been on the forefront in making sure that they have accomplished the desired goals of the organization as well as making sure that the business strategies have been applied without any delay. The organizational structure of the organizational structure of the organization has created an environment that is best suited for the increase performance and productivity. The resource allocation has made it possible for the firm to remain in a better environment that will enhance the performance of the firm (Garlichs, 2011).
Shareholders and stakeholders have the opportunity of benefiting from the implementation of the strategies. Today, data quality and privacy are important components in any organization around the world. Thus , project managers are required to come up with proper ways of ensuring better data quality and privacy to ensure there is availability and improve customer service that will go to the heart of enabling the organization have a proper and functioning system at the end of the day. The managers need to adopt the following recommendations for the business as follows. The first recommendation is the need to have a high level of accuracy and measurement when it comes to degree where the data values are obtained. Data accuracy is very important in the business as wrong values will produce wrong output and this will affect the quality of decision making process at the end of the day (Chiregi & Navimipour, 2016) Another important mechanism is to ensure that all the data is complete and contains all the required attributes that will ensure there is proper data that will used in the decision making process. Also, there is need for the data to be consistency and this means that all the attributes should be uniform and all the instances and references from the set of data (Pearson & Wegener,2013). Thus, all the data collected need to be accurate and all values be consistent form the source. Finally, there is need to have a unique demonstration of the records that will need to be represented within the data sets and this will remove the element of duplicates at the end of the day.

New York & Company (NY&C) is my favourite shop, and I am so much familiar with it. It deals with dresses, jackets, pants, jeans, skirts, tops, bags, shoes and jewellery. It was founded in 1918 in New York City. It was initially known as Lerner Shops. The name Lerner Shops was used since its founder was Samuel Lerner and Harold Lane. The name was later changed to Lerner New York in 1992, and then in 1995, it was named New York & Company. Its headquarter is in New York City, and it operates in more than 530 locations. In 2018, the company changed its name to RTW Retailwinds. The company assets are estimated at US$ 301.1 million, with more than 5, 880 employees (Carrillo-Hidalgo & Pulido-Fernández, 2019). The rapid growth of the company depends on the strategic plans that it undertakes. In that case, significant components of the strategic management process that create value to this company will be discussed. Besides, this paper will also focus on the mission, vision, motivation strategy, innovation and people strategy of this company. Finally, this paper will conclude by looking into the roles of ethics in corporate social responsibility in strategic planning.
Significant components of the strategic management process
Nearly all companies have unique ways of management regardless of the size. The business chance of success of a company depends on its approach to strategic management. Strategic management is the process of using large scale approach, which is objective oriented in identification, implementation and evaluation of strategic plans. Three main components of strategic management are environment scanning, formulation and implementation and assessment strategy (Arend, Zhao, Song & Im, 2017).
Environmental scanning
An excellent strategic management process begins with thorough environmental scanning as the initial step. At this stage, anything that can have impacts on the business and how it operates is quickly reviewed and processed. The companies are usually influenced by internal and external factors, and managers are always aware of what is going on inside their companies. Some of the internal factors that managers are familiar with is when the company is experiencing a high level of turnover rates, productivity rates, sales numbers and profit margin. The manager should, therefore, be in a position to address such issues. External factors that managers should also be in a position to scan are the overall economic data, the company’s competitors and the target market. These factors form part of through SWOT analysis. SWOT analysis is the strategic review of the company’s strengths, weaknesses, opportunities and threats. Another critical aspect of SWOT analysis is that it gives the company an overview of how the company fits into the econo.
Organizational design is as much an art as it is a science. The process of creating a system in which people can work together to achieve common goals is highly complex and there is no one way to do it right.
In this article, we will explain what organizational design is, what drives organizational design, how to design an organization, and how an effective design can be measured in terms of organizational effectiveness.

Strategic management is termed as the art and the science of the formulation, implementation, and the evaluation of the cross-functional decisions that are made and enable an organization to achieve the goals that have been set. The objectives are achieved through the development of policies and plans that when implemented will assist in achieving the objectives of a firm. Therefore, the strategic management of any given organization combines various activities from various functional areas of an organization and also ensures that the organization is working towards accomplishing the set goals and objectives of a firm. The strategic management is tasked with giving instructions to the management team so as to combine their efforts towards the accomplishment of the organizational goals. It is a process that also involves the assessment of the competitors, the goals that have been set, and the effectiveness of the strategies that have been applied.
There are various models that are used in the analysis of the strategies that are applied by a company. PEST analysis is the best suited technique that assists in evaluating the environment where a business operates. Scenario Planning, on the other hand, is a technique that is capable building various views that are plausible in regards to the future of the entity. The Porters Five commonly referred to as the five forces analysis is a model that is used to analyze the effects of competition in the industry. Market segmentation is the technique that seeks to identify the similarities and the differences between the group of customers and the users. The directional policy matrix is a technique that summarizes the competitive strength of the operation of business in specific areas (Burton 2012).
The PEST analysis of a firm is a concept that is widely used in marketing. The tool is also crucial because it is used by these firms to master the environment where they are operating. Additionally, firms use the approach in the analysis of the environment before the launch of a new product. The analysis entails answering various questions that are of great importance to the firm. First, the firm seeks to understand the current political situation in the environment where the business is being operated. The analysis determines how the political situation of that given country will have an impact on the industry. The other question that the analysis seeks to answer is the prevalent economic factors that are in existence in the given environment (Haberberg 2007).

Introduction
In a constantly changing organizational and business environment, companies are increasingly facing stiff competition. As such, they are compelled by the need to improve their performance and do things in the most desired ways in order to meet the needs of consumers (Gomes & Romão, 2013). In light of these patterns, organizations can no longer be dependent upon the traditional analytical tools. Instead, they have seen the need to use models and frameworks such as the balanced scorecard to examine the degree to which companies work to attain their mission and vision. In addition, strategic decision-making must also be done through observance of the constantly changing trends and patterns that may affect the status of an organization. In this report, I provide ways in which our team members made logical decisions and how we utilized the balanced scorecard framework.
Decision Logic and What Supported the Decisions
The decisions that we embraced in the Capsim project was driven by the desire to generate a competitive advantage over other rivals. Therefore, we saw the need to take a closer look at the use of decision-making strategies within our business and operational environment. The main decisions that we made were associated with issues such as product development, research and development, innovation, marketing, as well as human resources and finance. There are various factors that made it possible for the team to make strategic decisions. First, having ready access to information, ranging from the details of the potential markets for the organization’s products and services, as well as estimates of next year’s labor requirements, is important. The more accurate and complete the information is, the more effective the strategic decisions we made. For instance, we relied on technological tools such as information systems to provide the team with accurate information about business intelligence issues (Spetzler, Winter & Meyer, 2016). Decision-making on production and product development functions heavily relied on technological tools such as spreadsheets and databases to calculate the efficacy of different machines, and to introduce new products in the production process. In order to support marketing decisions, we utilized Big Data technologies and analytics to determine the effects of different pricing strategies and to keep the records of consumer profiles. Introduction
Harvey and Sons Limited is a medium sized carpet manufacturing organization based in US and has several branches throughout the country. It operates both in the US and Canada. The organization only specialized in production, manufacturing and the distribution of fiber made and woven carpets. It is a manufacturer of some of the higher rated beautifully-designed carpets with the use of the latest technology, which has been made available to print carpets with the preferred resolution.
The company has a lot of color options and presents approximately 17 choices of the pure colors for choice. The branding strategy to be employed will be use of unique colors and design to market the organization’s name and quality (D'Angelo, 2010). The organization is to make use of reduced price for it pricing strategy. Being not well known company, the organization will be a price taker in the market but will have reduced prices for its products as compared to the prices of its competitors. The organization’s distribution strategy will be through a network of about 10 out bases throughout the US as well as Canada.
The available competition is intra competition with the main competitors being Mohawk, Daltile and Brumlow Carpet. Brumlow is well known in the US market and is considered to have the most color options in the entire industry. The only weakness is on its high pricing which is a way that the organization uses to reflect the quality. Mohwk and Daltile have strong financial statements and are also well known in the industry. The weaknesses for the two companies are mainly on pricing, reduced innovation and lack of creativity (Pinson, 2008).
The differentiation strategy to be made in relation to the closest competitor is trying to turn the plain as well as the dull colors and make them stunning which will highly transform the home appearance. The organization’s intention is to become the leader in the industry in the next five years and being able to provide the most flexible offers and most rated products in terms of quality.
The organization needs to be aware of the influence of the legal forces and realize that it needs to adhere to the rules and regulations on operating in different areas and opening business in the area. Since the organization is also dependent on the technological forces for the design and manufacture of the carpets, it needs to be aware of the technological transformations and advances in the industry. The organization also needs to make use of the available technology to improve on its innovation (Towill & Christopher, 2002).

Results of the Environmental Scan
From the environmental scan, it was discovered that marketing is a strength of any business since it l helps in creating awareness of the company’s products and services.
Management is also important since it deals with the way in which an organization is run and the activities that affect how it is ran (Champion, 2018).
Research and development is a weakness in any organization since different researchers may find out different things and since everyone want their research to be taken into consideration, it may lead to feuds within an organization.
Finance, accounting and management information systems are the strength of any company since they show how much is spent by an organization within a certain period of time.
Several things were learnt about the industry from the environmental scan.
The first is that the industry is strong and weak at the same time and it is the role of the management and the employees to ensure that the strength of the company surpasses the industry (Champion, 2018).
The other thing learnt was that an environmental scan is important for the industry since it tells the top management more of the where the company was and where it is heading to.

The results from the internal and external assessment tools was used in the decision making process.
They helped the company’s top management to manage their finances and account for the use of every shilling within an organization.
From the assessment, the company was also able to know its strengths and weaknesses and then to know where improvements should be carried out and where they are already doing well.
The internal and external assessment are have also helped the company to make contentious decisions with the help of the employees based on the results that had been found out.
The assessment has also helped in creating accountability and honesty with an organization hence helping the people make sober decisions.

During the assessment process, there were several things that were learnt.
The first is that everybody within an organization is responsible for all the things that happen within the company and they have to make positive contributions for the good of the firm (Machovec, 2018).
The assessment process is also important since it helps the employees to be open- minded.

The Relevance of Psychological Theories in Criminology
The engagement of an individual in criminal activities is often influenced by various underlying factors. As such various theories have been developed to explain the behavioral patterns of criminals and enable the criminal justice departments to operate effectively. Among the developed theories, the psychological theories are perhaps the most accurate in the field of criminology. Psychological theories are based on an interaction between biological and social-cultural factors that either promote or deter criminal behavior, (Walters, 2016). Classical theories of criminology did not account for the state of mind of criminals. As such, many criminals in the past were convicted of crimes they committed unknowingly. This has changed since the adoption of psychological theories. Both individuals as well as criminal justice officials now understand that psychological factors influence criminal behavior. Appropriate measures have been implemented to ensure that the criminal justice department treats all persons fairly by assessing underlying psychological factors. As such, psychological theories have not only promoted the work of the criminal justice department but also promoted individual awareness about underlying mental conditions that affect an individual’s behavior, (Byrne & Hummer, 2016).

Most studies in recent times have discovered that Korean dramas have come with a “Korean wave” in media in the global stage. Audiences have been reconceptualised due to the availability of internet and computer that have facilitated the digital revolution. Korean melodrama has earned more views than local melodrama, a result of its marketing its content without owning a means of distribution.

Results of the Environmental Scan
From the environmental scan, it was discovered that marketing is a strength of any business since it l helps in creating awareness of the company’s products and services.
Management is also important since it deals with the way in which an organization is run and the activities that affect how it is ran (Champion, 2018).
Research and development is a weakness in any organization since different researchers may find out different things and since everyone want their research to be taken into consideration, it may lead to feuds within an organization.
Finance, accounting and management information systems are the strength of any company since they show how much is spent by an organization within a certain period of time.
Several things were learnt about the industry from the environmental scan.
The first is that the industry is strong and weak at the same time and it is the role of the management and the employees to ensure that the strength of the company surpasses the industry (Champion, 2018).
The other thing learnt was that an environmental scan is important for the industry since it tells the top management more of the where the company was and where it is heading to.

The Relevance of Psychological Theories in Criminology
The engagement of an individual in criminal activities is often influenced by various underlying factors. As such various theories have been developed to explain the behavioral patterns of criminals and enable the criminal justice departments to operate effectively. Among the developed theories, the psychological theories are perhaps the most accurate in the field of criminology. Psychological theories are based on an interaction between biological and social-cultural factors that either promote or deter criminal behavior, (Walters, 2016). Classical theories of criminology did not account for the state of mind of criminals. As such, many criminals in the past were convicted of crimes they committed unknowingly. This has changed since the adoption of psychological theories. Both individuals as well as criminal justice officials now understand that psychological factors influence criminal behavior. Appropriate measures have been implemented to ensure that the criminal justice department treats all persons fairly by assessing underlying psychological factors. Critical Evaluation of Four Articles On Note Taking
Note taking is the process of recording information from another source and is an integral part of university studies. Comprehensive studies have been conducted to underline the cognitive process of note taking. This essay aims to critique four research articles pertaining to the study of note taking namely by highlighting several pros and cons of certain methodologies used, to improve future researches done on the topic of note taking.
The first article aims to examine whether the use of laptops in note taking impairs learning compared to people who were using the longhand method (Mueller & Oppenheimer, 2014). They conducted three experiments to investigate whether taking notes on a laptop versus writing longhand would affect academic performance, and to explore the potential mechanism of verbatim overlap as a proxy for the depth of processing. They used an experimental design in order to achieve a quantitative result. Using five 15 minutes TED talks lectures, the use of either laptop or longhand method for note taking as a categorical variable, and 67 participant samples from different university research subject pools, they concluded that participants using laptops were more inclined to take verbatim notes than participants using the longhand method. An overlooked procedure of this methodology is that in their first study, either one or two students were placed in an enclosed room.Mueller & Oppenheimer (2014) unknowingly made this a variable in their experiment. Additionally, typical university lectures are done in an occupied lecture hall. Mueller and Oppenheimer (2014) should have had his experiments in a lecture hall with students while testing his participants, emulating an environment similar to the real world. Doing so would increase external validity without sacrificing internal validity. Participants were taken randomly from a pool of voluntary university students, which is a good representation of the larger population for their hypothesis of the experiment. Mueller and Oppenheimer (2014) did not account for how the participants usually took notes in their classes. Instructing the participants to take down notes in a medium they are not used to could have affected their implicit processing of information, affecting results. The experimenters should have divided the participants into two separate groups based on which medium they were more comfortable in using. A third control group whereby participants did not take notes would have been beneficial to this experiment, eliminating compromising factors such as selection threats (Trochim, 2006).

Both quantitative and qualitative methods play a pivotal role in nursing research. Qualitative research helps nurses and other healthcare workers to understand the experiences of the patients on health and illness. Quantitative data allows researchers to use an accurate approach in data collection and analysis. When using quantitative techniques, data can be analyzed using either descriptive statistics or inferential statistics which allows the researchers to derive important facts like demographics, preference trends, and differences between the groups. The paper comprehensively critiques quantitative and quantitative techniques of research. Furthermore, the author will also give reasons as to why qualitative methods should be regarded as scientific.
The overall value of quantitative and Qualitative Research
Quantitative studies allow the researchers to present data in terms of numbers. Since data is in numeric form, researchers can apply statistical techniques in analyzing it. These include descriptive statistics like mean, mode, median, standard deviation and inferential statistics such as ANOVA, t-tests, correlation and regression analysis. Statistical analysis allows us to derive important facts from data such as preference trends, demographics, and differences between groups. For instance, by conducting a mixed methods study to determine the feeding experiences of infants among teen mothers in North Carolina, Tucker and colleagues were able to compare breastfeeding trends among various population groups. The multiple groups compared were likely to initiate breastfeeding as follows: Hispanic teens 89%, Black American teens 41%, and White teens 52% (Tucker et al., 2011).
The high strength of quantitative analysis lies in providing data that is descriptive. The descriptive statistics helps us to capture a snapshot of the population. When analyzed appropriate, the descriptive data enables us to make general conclusions concerning the population. For instance, through detailed data analysis, Tucker and co-researchers were able to observe that there were a large number of adolescents who ceased breastfeeding within the first month drawing the need for nurses to conduct individualized follow-ups the early days after hospital discharge. These follow-ups would significantly assist in addressing the conventional technical problems and offer support in managing back to school transition (Tucker et al., 2011).

Byrne and Marx (2011) in their article reviews the topic in detail and gives insight in the role of technology in combating crime.
The key data that will be used in this research is secondary data from various peer-reviewed sources that review the topic of Crime Analysis Technology from various perspectives. Byrne and Marx (2011) presents various data on crime and the use of Information Technology in crime detection and prevention. For instance, it highlights that the percentage of schools in the United States that deploy metal detectors is approximately 2%. The article also approximates that as of 2006, one million CCTV cameras had been deployed in the United States, although the article does not provide current estimates on the same.
The article plays a great role in my final research. It gives a highlight of the various technological applications for crime prevention and detection. This can provide a background for further research, especially the technological innovations that are currently being developed. The article also presents figures about various elements of technology in crime prevention and detection such as the number of CCTV cameras, the crime rates such as the registered sex offenders, among others. Projections can therefore be made to the future.

Introduction
The purpose of a flowchart is to graphically present information in a logical pattern according to whatis.com (2018), usually showing the progression within a process from beginning to end. This flowchart will illustrate the pattern of progression in the criminal justice systems of Canada and India. In most countries policing, the courts, and the correctional systems are interdependent in this relationship, the police are the first step and the other steps follow in a logical progression. The purpose of mapping the steps of these countries criminal justice systems is to give visual context to this progression.

Canada’s criminal justice system is not that different from other systems from around the world. The Canadian system comprised of the police who investigate crimes, collects evidence, and apprehend suspects for trial in the court system. Canada’s policing uses a decentralized multiple coordination model. In Canada, the federal government is constitutionally responsible for legislating in all areas that relate to criminal matters Braiden (2006), but legislating police activity is the responsibility of the provinces.
Each province has passed a Police Act to meet their responsibilities. Police forces in Canada deal with all types of crimes, from Crimes against Persons to Crimes Against Property according to the Canadian Department of Justice (2017). The crime being investigated will dictate the course of the investigation that will follow. To satisfy their role in the criminal justice flowchart the police must collect evidence and this evidence will be used at trial.
The gathering and preserving of evidence according to rules established within the Police Act and federal legislation spelled out in the Canadian Constitution Canadian Department of Justice (2017). Once an investigation occurs with the collection of evidence, and this evidence obtained through interviews and legally issued search warrants the police will develop a most likely and viable suspect and the police will request an arrest warrant for the suspect spelling out who they are looking to arrest and for what crime they wish to arrest them for.

The arrest is one of the final steps for the police in this matter and the beginning of the court process. The first step in this process is to put the person in custody into a holding cell usually at a detention center, the person is typically seen by a judge or a justice of the peace as soon as possible, this is usually done in twenty-four hours according to the Canadian Department of Justice (2017). At this point, the judge determines a pre-trial date in some cases will release the party on bail.

It has experienced growth currently with approximately 13, 500 workers and an annual revenue of $14 billion as of December 2017. Smartphones and personal computers form its major source of revenue which currently comprises 45% of all the revenues. Starting 2009, the company expanded to the international market and has since experienced a growing revenue due to the expanding market share. More so, due to benefits such as cheap and readily available labor, the organization moved some of its manufacturing processes to Indonesia, Bhutan and Hong Kong which has greatly impacted the operational cost enabling it to provide goods at competitive prices.
In 2016, the company faced issues related to labor management as it was established that some of its suppliers employ underage workers and also utilizes bonded labor. It has been an ethical issue faced by the organization whether it should cut ties with the suppliers and find other suppliers. The company did not have any policies that controlled labor management practices by the suppliers hence it was not likely for the organization to act with speed. On the other hand, in the established manufacturing plants in Asian countries, it emerged that some workers received wages lower than the minimum wages in the said countries. Whistleblower incentives and protection refers to the monetary reward as well as protection which the United States Government offers to the individuals who exposes certain wrongdoings in the community more especially in government institutions. The Federal law requires the government to reward the whistleblowers a certain percentage of money that is recovered following their tips of exposing the wrongdoing acts. This percentage may go up to 30 percent of the total recovered money. In this paper, I will critically analyze whether Whistleblower Incentives and Protection are ways of applying investment banking incentives to control management unethical and illegal practices. And maybe are the whistleblowers rewarded accordingly in terms of security and money.

The Problem statement, which will be addressed in this paper, is that, whistle blowers are not given adequate incentives and protection resulting in the difficulty of reporting wrongdoing, misconduct and unethical behaviors. According to Andon, et al., (2018), Lack of whistle blower incentives and protection makes it difficult for whistle blowers to report wrongdoing, as they feel insecure. “The current whistle blowing system is not effective and therefore does not provide the basis for investigation of corruption cases and any misconduct within a company (Ballan, 2017). In support of Ballan’s views on the whistle blowing system, Keith, Todd & Oliver, (2016) indicated that the managers aren’t empowered to sanction employees involved in unethical behaviors because of lack of whistle blower incentives which are reinforced by the Federal laws.
Specifically, failure of finance department to offer adequate whistleblowers incentives as well as protection within the investment – banking sector in the United States. As per Keith, Todd & Oliver, (2016), in their recent research, they recommended that the finance department in any organization is a very critical area that can determine the overall performance of an organization. Conceptual Framework

Introduction
Plato’s allegory of the cave is a notion about human perception. Plato argued that knowledge acquired through the senses is just an opinion but for one to acquire knowledge then it must be through philosophical cognitive. Plato gives an analogy of the prisoners tied to some rocks in a cave since they were born. They cannot see anything except shadows of objects carried by people walking in the walkway. Since the prisoners had not seen the real objects ever since they were born, they believe that these shadows are real. Fortunately, one prison escapes from the cave and meets the real world and recognizes that his perception of reality was mistaken. He goes back to the cave and informs the other prisoners what he found. Unfortunately, they don’t believe him (Alam 5).
Overview of Gogol’s Overcoat and Lahiri’s Namesake
The overcoat is a story written by Nikolai Gogol about Akaky Akakievich, an underprivileged government clerk in Russia. Though he is devoted to his work, his hard work goes unrecognized by his colleagues who joke about his overcoat. When his overcoat is worn out he decides to get it fixed but his tailor advises him to get a new one because the old one was beyond repair. His tailor finally makes a new coat for Akaky which makes his colleagues celebrate him by throwing a party for him. His coat does not last long because it is stolen and Akaky’s efforts to get it back do not bear fruit. He dies of fever (Yilmaz 195).
Namesake is a story about Indian immigrants who settle in the US. Soon after, they get a baby boy who is given a temporal pet name by his father: Gogol. When he starts kindergarten Gogol is given his good name, Nikhil, which he rejects and clings to his pet name. But when he grows up Gogol knows the meaning of his name and starts to despise it. At the age of eighteen, he changes his legal name to Nikhil. He becomes acculturated and adopts the American way of life. That way he feels comfortable around his friends and especially the girlfriend. It was after his father’s death that he knew the true meaning of his name and changed it again to Gogol (Jaya 158).

As far as the definition to my words is concerned, metacommunication can be defined as all nonverbal cues experienced by different people. Some of the metacommunications experienced by people include; tone of voice, gestures, facial expression and body language. On matters related to the facial expression, it can be used to show the feelings of the people involved in an incident. However, different people should be encouraged to understand the use of the metacommunication in ensuring that the society is able to operate in an effective manner. Again, gestures can be used in ensuring that communication is enhanced amongst different people. The use of gestures plays important roles in ensuring that different ideas are shared in the best way possible (Hazari, 2019).
On the other hand, evaluative communication can be used for the purposes of causing defensiveness by ensuring that judgment is passed. It is through that whereby majority of the people are enabled to focus on the problem experienced hence making it easy for the right solution to be found. The ability of people to focus on the problem can be used in ensuring that the required solution is identified therefore reducing the issues experienced by the people. However, majority of people should be encouraged to engage in evaluative communication for the purposes of ensuring that the solution to the issues experienced is found (Ma, 2020).

Introduction
In this paper, I will argue that “Intimate Partner” is used to represent any inclusive romantic or sexual relationship between two non-biologically-related people. Ideally, these kinds of relationships show lots of love and support for each other. Unfortunately, some people do not act like the ideal condition and abuse their partners cause considerable emotional or physical pain and injury (Belknap, Chu, & Deprince, 2012). Sometimes abusing behavior brings violence and makes the worse situation ever. Different type of abuses such as emotional abuse, economic abuse, social isolation, physical abuses takes place in case of creating intimate partner violence. One partner verbally threats his/her partner through using emails, text messaging, and social network Internet sites. In 2012, 4th February, a 21-year-old California boyfriend had bound legs of his girlfriend with tape and threatened her with pointing a gun towards her and beaten her, and kept her for nine days. This situation occurred as the girl received a text message from another man on her cellphone (Belknap, Chu, & Deprince, 2012). It is clear that technology can lead to intimate partner abuse. In this paper, I will argue that technology in terms of electronic devices can be used as the trigger for more intimate partner violent abuse. To be a successful counselor and abide within the ethical and legal guidelines, counselors must take into consideration what is involved in providing sound and ethical judgements. Being a counselor should not be taken lightly, someone is trusting us to provide them with the best care possible and assist in finding solutions that will possibly work for the betterment of their livelihood. Counselors must ensure that their clients confidentiality will not be misused and counselor’s guarantee that appropriate measures are in place to provide a professional, safe, nonjudgmental environment.

Principles of Ethical Practice
There are five key principles of ethical practices, and Davis and Miller (2014), references Kitchener (2000) models on the following five principles:
a.) Autonomy addresses the concept of independence. Counselors should make sure they are not pushing their own values and beliefs onto clients, but rather encourage them to make their own decisions and act within their values. He/She would ensure clients fully understand how their differences may affect others whether positive or negative. He/She would also ensure they are competent to understand the choices they are making are theirs without any other influences. Clients who are children or persons with mental limitations, he/she need to make sure they have a well-informed, competent adult making decisions in their best interest.
b.) Nonmaleficence is the concept of not causing harm to others. Professionals should ensure clients are positively engaged during sessions and are not misconstruing information given to them.
c.) Beneficence shows the responsibility of the counselor contributing to the safety of the client. Incorporate positive outlooks and thinking in sessions. Periodically asking clients about their feelings, depending on the circumstances to make sure they have no intentions on harming themselves and be proactive when necessary.
d.) Justice in counseling means “treating equals equally and unequals unequally” (Davis & Walker, 2016). If I am providing services to two clients who are depressed. One is depressed and suicidal and the other client is not, more attention would be devoted to the client who is suicidal, and the proper steps would be taken to ensure the client does no harm to himself.
e.) Fidelity includes being, loyal, faithful and committed. Maintaining and having trust within the client-counselor relationship is crucial to successful progress, once that trust is broken, the client may leave and seek treatment elsewhere, or worse harm themselves or others. Clients need to be able to talk to about their feelings no matter how bad they think their situation is.

Abstract
The homeless population in communities across the United States is vulnerable to physical and mental illnesses, largely due to a lack of medical treatment resources and harsh environmental conditions. Rehabilitation centers and programs aimed at closing the gap between this population’s lack of resources and medical needs can help address many of the problems this population faces. Social programs aimed at reducing homelessness or intervening in the lives of homeless populations do not necessarily extend beyond providing food, shelter, and a means to economically transition from being homeless to being a non-homeless member of society. Mental illness is one of the barriers to economic sustainability and sustenance that have been recorded in this population. The aim of the proposed program is to offer a means of treatment for this population, using a sample size of 20. Another vital aim of the program is to examine the correlation between the homeless population, their environmental circumstances, and mental illness. It is the program leaders’ hope that the program’s analyzation of the data will lead to new intervention, treatment methods, and deep understanding of how mental illness plays a role in homelessness.

An estimated 500,000 individuals are homeless in our community and are at risk of developing serious, uncontrollable health issues (Rogers, 2018). Our grant proposal’s main objective is to improve the well-being of the homeless population within our community. Besides physical ailments and diseases that may impact the homeless population, mental health issues and challenges will need to be addressed as part of this proposal. Specifically, our project seeks to reduce the prevalence of drug addiction and substance abuse amongst the homeless.
Utilizing a case study research design, our project will aim to analyze data pertaining to the relationship(s) between our community’s homeless population and drug addiction/substance abuse. A sample size of 20 will be selected from the Homeless Health Education Group. The projected timeline for the project is three years. It will focus on providing psychiatric intervention, reduce health problems, and provide mental health care. A rehabilitation center will be established to meet these objectives. Technology assets will be necessary to enhance efficiency and collect data reports from the 20 members of the sample population (Gitilin & Lyons, 2014; Marchewka, 2014).

There are very many issues that determine whether an
organization is going to fail or succeed in a given environment.
Competition keeps increasing and the dynamics of doing
business change with time. Consumer demands and preferences
as well as government’s laws and regulations for doing business
also change with time. An overall organizational success
encompasses the inclusion of all the stakeholders such as
employees and shareholders, and the harmonization of its goals
and missions. With all these in mind, an organization ought to
develop an effective structure, a powerful strategy and a good
culture since its success or failure heavily depends on these
factors more than anything else.
The Organizational Structure
2. This is the arrangement or the framework by which different
activities are laid out and how individual or team work are
coordinated in an organization. To achieve goals and different
objectives of the organization all the activities and roles in an
organization should be well coordinated, controlled and
managed. The organization structure is a tool that should never
be neglected. It helps to show who does what and who reports to
whom (Thompson, 2018). These reporting relationships are very
valuable and result to unity of command.
A good organization structure eases the flow of formal
communications within the organization. This is because it
outlines the channels of communication and how different
actions of the stakeholders are related or linked together.
Structure helps different personnel in the organization to work
together for a common goal.
There is no structure that can be said to be the best. For
example, an organization needs to consider its strategy and have
clearly outlined responsibilities and roles, clear communication
channels and defined procedures in order to select a good
structure. A good structure helps the business to:
· Improve staff morale.
· Avoid excessive meetings
· Make quick and effective decisions
· Reduce conflict among teams and departments
· Have coordination
· Reduce costs
· Be responsive to changes
The Strategy
This is a combination of all the plans, ideas and actions that an
organization intends to take in order to achieve set goals. The
strategic plans may be for short term, medium term or even
long-term goals. The strategy maps the route that the business
will take in order to achieve its goals and visions.
With time the strategy of a business can change even if the
goals remain the same. It does not have to be inflexible. This
allows the business to incorporate changes in the internal and
3. external environment and also take advantage of new
opportunities that may arise in the course of running the
organization. An organization needs a strategy for various
reasons as situations may demand (Katzenbach, Oelschlegel, &
Thomas, 2016). For example, a growth strategy for helping the
business to expand or a market entry strategy for penetrating
into a new market.
The strategies should be SMART. This means that they should
be very specific in a way that eliminates uncertainties,
measurable, achievable, realistic and time-bound. Measurability
helps to quantify what has been achieved. Being achievable
makes it possible to believe in them. Realism means that one
has to consider what is reasonable and viable. It helps to avoid
wastage of resources on unrealistic things.
Having time bound strategies helps one to know what should be
done and at what time. The organization can increase its speed
if it is lagging behind. With these characteristics the strategy
becomes very effective.
The Organizational Culture.
It refers to the shared assumptions, different ways of
interacting, systems, values, assumptions, symbols, developed
behaviors, any jargons and beliefs that make the organization’s
environment (Needle, 2004). This defines the relationship
between people, their interaction and way of doing things (The
Tipster, 2018). A culture gives the stakeholders in an
organization a sense of belonging.
Organizational culture develops with time. It is not a thing that
happens overnight. Its change is also gradual. A culture
determines the productivity of the workforce and the way an
organization responds to environmental factors. A good one
ensures that the organization is more productive, has a
conducive environment for the employees and a positive lasting
effect in the society.
Nike’s Assessment
Nike is a multinational enterprise that focuses mainly in the
research, designing, improvement, manufacturing, marketing
4. and sale of goods and services related to footwear, clothes,
fitness gadgets and accessories. The headquarters of Nike are in
Beaverton. Currently Nike is one the leading companies in the
apparel and footwear line of business. It has a strong presence
in several markets in the world.
The company has made tremendous achievements and growth
since its incorporation in the 1964by Bill Bowerman with his
business partner Phil Knight. The share price has increased, and
the revenues have more than doubled. Through the ever-
changing environment, the business has continued to evolve and
outsmart the competitors. Nike has become one of the famous
brands in the world. This has been as a result of a good
combination of an effective global strategy, a well-defined
structure and a reasonable organizational culture.
The Business Strategy and Global Competitive Plan
When it started its operations, the company’s major goal was to
serve the American populace with shoes of low cost yet of high
quality by buying and later distributing Japanese athletic shoes.
The American shoe industry was largely dominated by German
products. The company operated this way until they were able
to start a local manufacturing plant.
In the strategic plan, the main target market for Nike has always
been the athletes (Enderle et al., 2000). They supply them with
shoes, clothing, various fitness and sporting equipment. The
strategy has always proven to be fruitful because the demand
for sporting goods and equipment in the world has been
increasing steadily over the years. The athletes have also gained
trust in the brand and recognized it as one that offers high
quality. The main market is the United States where many
people buy the footwear and related merchandise.
Another noticeable strategy is the establishment of a global
presence. Nike has opened stores in many nations in different
continents in the world. It has also signed business contracts
with many suppliers and distributers in the world. This has
enabled it to reach many people and its sales. The company has
even online channels where consumers can access different
5. products. Availability is key in any business and Nike has
mastered the art.
Nike has also put emphasis on constant research, development
and innovation. This strategy enables the business to keep up
with market trends. It conducts research on consumer trends and
behavior in order to beat competition. For instance, it developed
Nike+ to deliver a high technology experience to consumers.
Therefore, the consumers find this brand to be relevant and hard
to do without.
Having meaningful partnerships is a vital strategy. Nike
partners with different marketing, manufacturing and service
companies in order to deliver a first-class experience. The
Nike+ running sensor for instance, was a collaboration with
Apple, which is a leading technological company. This strategy
has enabled the company to overcome barriers in fields where it
does not have enough knowledge or experience.
Market segmentation as a marketing strategy. Nike has
segmented its market into different segments based on
demographical, psychographic and geographical factors. For
long, this has helped the company to serve the needs, demands
and preferences of the customers. What one market needs may
not be what the other one needs and therefore, segmentation
proves to be a useful strategy.
In addition, Nike has target strategies. These include having a
robust marketing to ensure that the target consumers are aware
of the products and even product customization (Jain, 2018).
For instance, Michael Jordan got a chance to have Jordan shoes.
The customers find it easy to associate with the brand and also
relate success with it.
Outsourcing strategies. It relies on different countries and
manufacturing companies to get different services done and
products delivered. These contracts are essential in helping the
business to enter new markets, get raw materials and conduct
research. It also helps to avoid having a huge operational cost
burden.

operations. There are high international trading tariffs, many
requirements for multinational company’s employees and also

Nike’s expansion program.
Economic factors
There are periods of recession and booms in different markets.
The purchasing power of some customers is low is some
markets due to adverse economic conditions like inflation.
Nike’s products are highly taxed in some markets, making them
to be very expensive and unaffordable. In some emerging
markets, the company gets tax reliefs and incentives.
Social factors
The cultural norms, demographical factors, attitude of the
people towards a commodity and customers tastes are very
essential to any business. Nike is sometimes seen as a product
of the rich by some. This makes it try to create low cost
products too. Where Nike has a bad reputation, the customers
have a negative attitude towards it.
Technological factors
Nike has always stayed a step ahead in technological
advancement. The emergence of new technology has the ability
to keep a business out of operation. Processes like automation
and ecommerce have greatly changed how customers behave.
Nike devotes a lot of funds into research and development.
Legal issues
The major issues to do with legislature involve customers and
employee’s protection, meeting health and safety standards and
licensing. Nike has sometimes been criticized for overpricing its
products and also underpaying some of its workforce. These
legal issues tarnish a brand’s name. They also lead to losses in
legal battles.
Ecological or environmental factors
Every business has to refrain from polluting the environment.
The organization has to adopt green practices and observe waste
management rules. Failure to do this not only destroys the
environment but also leads to huge penalties to the company for

The business process design is concerned with coming up with a
cost-effective way of performing different business tasks
(Bryce, 2015).
Nike has a new product development team. The explore team
understands the needs of the consumer and tries to come up with
something that best fits that. This helps to meet the needs of
target markets (Liu, 2016).
Product innovation leaders make sure they come up with new
designs. They also keep up with trends in the market. The new
product has to meet set standards in order to compete
effectively. The product is then given to some athletes for
testing. If the process meets standards and is fit, it is launched
in the market. They keep checking the areas that need
improvement.
Potential Ethical Issues.
The business has been criticized severally because giving poor
payments to employees. This makes the staff to have low morale
and they may fail to execute their duties effectively. The
company should clear the air and tell the public that indeed they
pay their employees well.

1990, it was accused of child labor. It was later connected to the

A Systems Approach: The Preparedness Cycle
As an academic field as well as an applied practice in the public
and private sector, emergency management is still in the early
stages of its establishment. As such, it has thus far drawn
heavily on existing external fields including emergency
medicine, fire suppression, public health, business risk
management, and law enforcement for many of its foundational
elements and core competencies. However, these disciplines are
steeped in their own traditions, methods, and cultures, and they
were not developed with the same goals as those in the
emergency management field. Without its own foundation
joining academia and structured analytic methodologies with the
practices and competencies required of emergency management
professionals in all sectors, advancement outside of the
government sector will fall behind. The management of major
emergency events and disasters requires navigation through
extreme complexity and often requires coordination among
12. hundreds to thousands of individuals and dozens of agencies
and organizations. It is out of this need that a systematic
approach for the preparedness function of emergency
management must take such a prominent position today, not
only for emergency managers and the traditional emergency
services but for all emergency management stakeholders
(including individual private citizens).
Fig. 4.1, which was developed by the FEMA National
Preparedness Directorate, shows the planning process,
beginning with planning for the range of hazards that exist and
working in a systematic approach toward a cyclical process to
establish and improve preparedness. This cycle recognizes the
importance of the four major components of any preparedness
effort: planning, equipment, training, and exercise. This cycle
also represents preparedness not only for government
jurisdictions at all levels but also the preparedness actions taken
by individuals, businesses, nongovernmental organizations, and
other entities.

Step 1: Planning
In Fig. 4.1, the preparedness cycle begins with the creation of
various plans through which disaster response and recovery
become possible. Planning is an ambitious effort in and
of itself, and it requires significant effort to achieve the many
tasks involved. Planning most often begins with the hazards risk
assessment process described in Chapter 2, Natural and
Technological Hazards and Risk Assessment, wherein all
applicable hazards are identified and assessed for prioritization.
While it is true that modern emergency management philosophy
proclaims plans are most effective when they address all
hazards risks, it is important to be aware that all-hazards
preparedness is most effective when it takes into account, and
therefore places a general focus on, those hazards that are
13. actually likely to occur. Each community makes the best of the
limited funds they have, so their full spectrum of equipment,
resources, and trained staff need to focus on what actually
might happen. This is why, for instance, communities in North
Dakota might dedicate significant funds for the capabilities and
resources to manage snow removal equipment, while
communities in Florida spend the same effort and funding on
conducting evacuation plans, even though both involve an “all-
hazards” focus.
Planning also involves a scoping of community vulnerability. In
the planning phase, vulnerability helps planners understand why
disasters occur, where they are most likely to have the greatest
impact, and, thus, what the appropriate response should be.
Vulnerability assessment for a jurisdiction, business,
organization, or individual also includes an assessment of
current preparedness levels to determine the capabilities and
resources that may be counted on and therefore planned for.
This always includes the outside resources that may be called
upon in times of need, such as mutual aid partners (e.g., town-
to-town, business-to-business), emergency management
assistance compacts (e.g., state-to-state assistance), inter-
jurisdictional assistance (e.g., federal assistance, state-to-local
assistance), contracts with private businesses and resource
suppliers (e.g., debris removal companies, hazmat remediation
businesses), and others. Statutory authorities—the foundation of
emergency management actions—must be understood, since
government practice and authority is always dictated by law,
even (or especially) in times of emergency.
Emergency planning is what often fills the majority of time
spent by emergency management officials and those individuals
tasked with the management of emergencies at businesses or
in organizations. Luckily, as stated in Chapter 2, Natural and
Technological Hazards and Risk Assessment, most events that
occur on a daily basis fall within what is considered “normal”
and are therefore managed with little or no problem. The
product of planning is, of course, the plan, which is often called
14. the emergency operations plan or the emergency plan.
Step 2: Organization and Equipment
Preparedness is limited by several factors, two of which include
actual possession or access to the equipment needed to manage
response requirements and the organization of people and
agencies through which the necessary response and recovery
tasks will take place. Emergency management is technical in
practice, and its various functions rely more and more on the
use of equipment. There are several categories of equipment in
the emergency management profession, including, e.g.,
personnel protective equipment (PPE), which protects
responders from the effects of the hazards; communications
equipment, which allows responders to talk to one another both
within and between different organizations; and special search
and rescue equipment, which allows responders to enter
compromised buildings, navigate hazardous waters, or detect
signs of life.
Equipment is primarily dictated by the hazards that exist and
the functions laid out in the emergency operations plan. The
purchase and maintenance of emergency management equipment
have always been a challenge for communities because of
limited funds available. Clearly, though to a limited degree, the
more equipment a jurisdiction can acquire in order to manage
the consequences likely to befall that jurisdiction, the more
prepared they will be to meet the needs of people and property
when the time comes. However, as that ideal will likely never
be reached, and so many competing demands exist in the
community for those same funds, difficult decisions must be
made. In recent years, however, a few solutions have emerged
that help communities to better meet their equipment needs.
These include a great expansion of federal funding for which
equipment is eligible, expansion in mutual-assistance practices
wherein equipment that is rarely used is shared among several
communities, and the development of cheaper and more
effective technologies, wherein equipment that was once
considered “out of reach” is now more realistically accessible.
15. Step 3: Training
Training of emergency response officials is paramount to their
ability to conduct the tasks required of them. Contemporary
practice recognizes that it is not only the officials involved with
the traditional emergency services who must participate in
emergency management training but also the elected officials
responsible for key disaster-specific decisions, the businesses
and nongovernmental organizations operating in the community
that will be called upon to provide products or services, and the
individuals whose responsibility it is to decrease their own
vulnerability and assist in the overall community response. This
is a lofty goal but one that has expanded at a rate that rivals
most other disciplines. Training is conducted both at technical
institutes, such as fire and police academies at the national,
state, and local levels, and at the various universities, colleges,
and community colleges around the country and the world.
Training is also conducted by nongovernmental organizations,
like the American Red Cross, by private companies that
specialize in training for profit, and in the communities
themselves, as is the case with the ever-popular
Community Emergency Response Team (CERT) courses that are
offered in all US states and territories. And finally, the goal of
enabling a trained public is one that continues to grow in
importance in the writings and words of practitioners and
scholars alike.
Step 4: Exercise
The adage that “practice makes perfect” is certainly true with
emergency management. Training is even more so a critical
component of preparedness efforts because the rare nature of
emergency events means that few officials have experienced
them firsthand and thus have little applicable experience to rely
on when these events do occur. Through a regimen of training,
including drills, tabletop exercises, functional exercises, and
full-scale exercises, a much better understanding of the realities
of response is achieved, as well as the identification of
shortfalls or failures in planning, training, organization, or
16. equipment.
Step 5: Evaluation and Improvement
The final step in the preparedness cycle takes the lessons
learned and applies them to future iterations. Evaluation and
improvement are generally the product of two sources. The first
is that of exercise. By examining how the plans, equipment, and
trained staff respond to imagined scenarios it is possible to
identify where changes in planning, purchases of more or better
equipment, and more comprehensive training should be applied.
Evaluation and improvement is also the result of actual disaster
experience. Disasters show us in bold fashion the full limits of
an emergency management organization’s capabilities and
identify the highest benefit to cost ratio for future spending and
dedication of time and staff resources. Through the use of after
action reporting (AAR), disaster experiences become lessons
learned and the foundation of future planning cycles.
Many of the topics described here are expanded upon in the
remainder of this chapter. The cycle of preparedness is one that,
as its cyclical nature dictates, is ongoing. Moreover, all steps
are occurring at all times, in a constant state of evolution and
improvement as information, budgets, staff, political will, and
perceptions change.
Mitigation Versus Preparedness
Despite their unique definitions and both being distinct
emergency management functions, significant confusion often
arises over what constitutes mitigation and preparedness (and to
what extent these two functions overlap). At the federal level,
mitigation and preparedness are highly defined, with FEMA
maintaining two completely distinct directorates (mitigation and
national preparedness) to manage these functions. However, at
the state, local, organizational, and private levels, there is much
less of a defined boundary between the two. The major
distinction between these two functions at every level is best
characterized by the mission of the actions themselves, which
calls into play the definitions that have been provided for
mitigation and preparedness. In most simple
17. terms, mitigation attempts to eliminate hazard risk by reducing
either the likelihood or the consequences of the risk associated
with the particular hazard. Associated activities, devices, or
actions try to prevent a hazard from ever manifesting into a
disaster in the first place, or they try to make the disaster much
less damaging to humans, property, or the environment if an
emergency or disaster situation arises. Typically, these actions
are taken prior to the instance of an emergency
event. Preparedness, on the other hand, seeks to improve the
abilities of agencies and individuals to respond to the
consequences of a disaster event once the disaster event has
occurred. Preparedness assumes the occurrence of an event,
whereas mitigation attempts to prevent the event altogether.
Preparedness: The Emergency Operations Plan
The emergency operations plan (EOP) is the playbook by which
emergency management response operations are conducted.
However, the development of an EOP is not just a
documentation of what will be done and by whom, but rather it
is the process by which these factors are determined. The
planning process, like the preparedness process, is a cyclical
one dependent on each of the subsequent steps on the
preparedness cycle, and each determines how the other changes
periodically. Planning must be dynamic to be effective to meet
the changing character and needs of the jurisdiction or
organization for which it is conducted.
Emergency plans literally come in all shapes and sizes and in all
manner of quality. These plans, however, are designed by a
standard paradigm. Through an evolutionary process of lesson
sharing, doctrine, and guidance, select components now appear
in almost all emergency plans. These components have formed
because they are the most logical presentation through which
the response and recovery needs of jurisdictions and agencies
may be represented and therefore relied upon in times of need.
These components include the following:
• The Base Plan: Contains the most comprehensive information
about the community, its risks, its statutory authorities, and the
18. general concept by which emergency operations are conducted
(including the officials responsible and the tasks for which they
will be held accountable). This section also includes the
assumptions according to which the plans were created and the
process by which the plans are updated and distributed.
• Functional Annexes: Describe in more detail the different
types of assistance that the responsible agencies and officials
will provide, assigning responsibility for more task-oriented
information. The functional annexes tend to be more operational
in nature than what is found in the base plan.
• Hazard or Situational Annexes: Hazard annexes recognize that
despite the all-hazards nature of base plans, some of the factors
are unique to specific hazards that must be described in detail
and communicated to emergency management and related
officials when the need arises. Using hazard annexes keeps
situation-specific information out of the base plan, which can
make the base plan more concise and more effective in the time-
constrained period of disaster response.
The planning process and the emergency operations plan both
depend heavily on all of the steps in the preparedness cycle.
Planning both dictates and accounts for the equipment that must
be purchased to treat the disaster consequences that are planned
for and to carry out the tasks assigned. Planning also becomes
the basis of training and exercise, and responders train to the
capabilities laid out in the plan and rely upon the assumptions
captured by the plan to determine those core competencies that

Nationwide planning efforts are currently guided by the FEMA-
produced Comprehensive Planning Guide-101 (CPG-101) 2.0.
This federal document was created to provide general yet
standardized guidelines on developing EOPs and the
terminology used in planning efforts and emergency
management in general. The purpose of this guide was to
promote a common understanding of the fundamentals of
19. planning and decision making, which in turn would foster a
more coordinated response when multiple agencies responded in
concert to large-scale, multijurisdictional events. Given the
pressures on communities to adopt the National Incident
Management System (NIMS) and the contingencies placed on
federal grant programs, it is understandable that communities
would require such guidance. CPG-101 is not the first instance
of the federal government providing guidelines. In fact, as long
as 50 years ago, the Federal Civil Defense Guide was released
for the same purpose. The Civil Preparedness Guide1-8, Guide
for the Development of State and Local Emergency Operations
Plans, and State and Local Guide (SLG) 101, Guide for All-
Hazards Emergency Operations Planning followed, and they

CPG 101 by providing a one-page matrix to track the

existing plan. The tool also captures the planning elements
contained in CPG 101 to support the analysis by a jurisdiction
of its existing plans.

Second Edition provides communities additional guidance for
conducting a Threat and Hazard Identification and Risk

coordination. Rather, it outlines the information sharing roles of
fusion centers and EOCs while identifying the planning and
coordination considerations each entity must take into account.

recommendations in the development of plans not only to
respond to an emergency but, also, outlines how organizations
can plan for preventing, protecting against, mitigating the
impact of and recovering from these emergencies. The guide
introduces houses of worship to a new approach to planning that
includes walking through different emergency scenarios to
create a course of action for each objective the team is trying to
accomplish. The guide emphasizes that successful planning
requires all stakeholders be engaged in the planning process
from the start—including community partners such as local law
enforcement, fire officials, emergency medical services, and
emergency management staff.

Many states guide EOP planning efforts through the release of
standard planning guidelines. Some states even provide
templates for EOP development, which allow for
standardization of not only content but of structure as well.
From a state-level coordination perspective this makes perfect
sense because a unified command response will call upon some
form of synchronization from the various agencies involved.
Such templates ensure that responders are referring to the same
functions and using the same terminology, among other needs.
