2. Context
The impact of the COVID-19
pandemic on SY 2020-2021:
Change in the demand for
teaching and learning
Shift to distance learning
delivery modalities
Development of learning
resources for distance
learning
Need to upskill and retool
teachers on the new learning
delivery
3. Context
As the learning delivery changes, so do the duties of teachers to their
learners and the performance expected of them.
The expectations of teachers must be captured in their performance
assessment through a more contextualized Results-based Performance
Management System (RPMS).
4. Context
Modifications in RPMS, its tools, processes, and protocols, for
SY 2020-2021 were made on the following:
Objectives taken from the PPST priority indicators
Means of verification
Performance indicators
Classroom observation processes and protocols
(alternatives)
Timeline in the RPMS cycle (adjusted)
5. PPST Priority Indicators
11 PPST priority indicators chosen as RPMS
objectives for SY 2020-2021
Selected based on being more responsive and
appropriate to the current context of the teachers,
learners, and the learning environment
8. Understanding the Role of the
Philippine Professional Standards
for Teachers (PPST) in RPMS
9. DepEd Order No. 42, s. 2017
Secretary Briones
signed into policy the
DO 42, s. 2017, The
National Adoption and
Implementation of the
Philippine Professional
Standards for Teachers.
10. What is PPST?
• It sets clear expectations of teachers.
• It provides a framework of uniform measures to
assess teacher performance.
• It is a public statement of professional
accountability.
• It has four career stages: Beginning, Proficient,
Highly Proficient, and Distinguished.
• It has seven Domains, 37 Strands, and 37
indicators for each career stage.
13. Is PPST part of RPMS?
Or is RPMS part of the PPST?
PPST is not part of the RPMS. PPST is a
stand-alone document.
Same way, RPMS is not part of the PPST. It
is a pre-existing system requirement from the
Civil Service Commission (CSC).

21. In summary:
The PPST is the core document being used by
DepEd to anchor its systems and processes. It is not
solely for the RPMS.
RPMS is just a
portion, but it is an
important part to how
the PPST could link
all other systems.
22. Are teachers
performing based on
the expectations of
the PPST?
How do we help teachers reach
the expectations of the PPST?

1. RPMS Tool for Teacher I-III (Proficient Teachers); and
2. RPMS Tool for Master Teacher I-IV (Highly Proficient
Teachers)
Take Note: Ratees and raters
must use this version of the
RPMS tool for SY 2020-2021
which states “RPMS Tool…in
the time of COVID-19”.
27. There are two (2) types of means of
verification (MOV):
Main MOV
This refers to the non-negotiable MOV needed
to demonstrate the attainment of the Objective.
Supporting MOV
This refers to the list of MOV ratees can choose
from to support the Main MOV in the attainment
of the Objective.
For RPMS SY 2020-2021, only
Objective 11 for both RPMS tools has
Main MOV and Supporting MOV.
43. The PPST-based COT is used to assess all
classroom observable indicators.

51. Electronic Self-Assessment Tool (e-SAT)
The e-SAT is
an electronic
version of the
SAT for RPMS.
The tool supports schools in analyzing school-wide SAT
data of teachers to help plan for teachers’ professional
development.
52. The summary results of teachers’
data can provide you an overall
picture of your teachers’
strengths and needs.
This can help you prepare the
school and division development
plans and other various
development interventions in
preparation for the next school year.
Why do you need the summary results
of teachers’ data?
53. Why should you take the e-SAT?
The e-SAT is a self-assessment
tool that helps teachers reflect
on the different objectives related
to their professional work.
The results of the self-
assessment will guide teachers
on which RPMS objectives they
must improve and the areas
where they need coaching and
mentoring.

Editor's Notes
Purpose of the slide: To address some confusion or misconception in the field
Notes to the Presenter:
Clarify some misconceptions
by explaining that the PPST is a stand-alone document. It is a set of standards. It is not a rubric or an assessment tool.
by clarifying that the RPMS is a pre-existing requirement by the CSC.
Purpose of the slide: To further clarify that DepEd’s RPMS is in accordance with CSC’s Memorandum Circular No. 6, s. 2012
Notes to Presenter:
Emphasize that
All the other government department and agencies like DSWD, DPWH, DENR to name a few also have a Strategic Performance Management System (SPMS).
For DepEd, it is called RPMS.
Purpose of the slide: To show screenshot of DO No. 2, s. 2015
Note to the Presenter:
Say that DO No. 2, s. 2015 is responding to the CSC circular.
Purpose of the Slide: To introduce D.O. 42, s. 2017
Note to Presenter:
Say that in August 2017, DepEd issued an order to adopt and implement the Philippine Professional Standards for Teachers (PPST) nationwide.
Purpose of the Slide: To show the clear relationship of among CSC MC No. 6 s. 2012, DO No. 2, s. 2015, and DO No. 42, s. 2017 that resulted in the PPST-aligned RPMS
Notes to Presenter:
Say that this diagram summarizes the 3 previous slides.
In 2015, DepEd issued DO No. 2, s. 2015 following CSC MC No. 6 s. 2012.
In 2017, DepEd adopted PPST. With the demand that RPMS be aligned with PPST, PPST-aligned RPMS was developed.
Purpose of the Slide: To show the alignment of RPMS with the PPST
Notes to Presenter:
Emphasize that
Key Results Areas in RPMS are Domains in the PPST;
Objectives in the RPMS are Indicators in the PPST.
Purpose of the Slide: To show the alignment of RPMS to PPST, particularly the Key Results Areas and Objectives
Notes to Presenter:
Lead participants to the RPMS Tools’ KRAs and PPST’s Domains.
Emphasize that:
Key Results Areas in RPMS are Domains in the PPST;
Key Results Areas in RPMS are Domains in the PPST;
Objectives in the RPMS are Indicators in the PPST.
Purpose of the slide: To summarize the link between PPST and RPMS
Notes to the Presenter:
Emphasize that PPST is the ‘mother document’ where DepEd aligns its systems and processes.
Note that some teachers may only see PPST in relation to RPMS, so emphasize that RPMS is just one of the processes being aligned with the PPST.
Use the next slides to emphasize why the RPMS is important in terms of DepEd’s goal in aligning its systems and processes with a set of standards.
Purpose of the slide: To present the key questions that could be addressed by the data that we can gather from the PPST-aligned RPMS
Notes to the Presenter:
Through the data from the RPMS, the above listed questions could be addressed.
Are teachers performing based on the expectations of the PPST? – The RPMS should be able to identify teachers who are performing according to the standards of the PPST. This is possible because the objectives of the RPMS are based on PPST.
Which indicators/competencies do we need to target for teachers’ professional development? – From the RPMS data, school heads, SDOs, ROs, and DepEd could find out in which indicators the teachers have performed outstandingly or poorly. This data could serve as a needs assessment to identify their strengths and weaknesses.
How do we help teachers reach the expectations of the PPST? – In relation to the previous question, once we have identified the ‘priority’ indicators, DepEd could design more targeted professional development plans for teachers (from school, division and national level trainings).
Purpose of the slide: To graphically show how the PPST-aligned RPMS serves as a base/foundation towards further improving teacher quality and education
Notes to the Presenter:
Data from the RPMS could feed into teachers’ L&D, Rewards and Recognition, and Career Progression because they are all anchored to the same standards – the PPST.
More targeted professional development programs mean that we help teachers on areas where they really need assistance, and not just based on trends or what is in.
Going from documents-based to competency-based rewards and recognition and career progression means that we are after ‘quality’ and not ‘quantity’.
Purpose of the slide: To introduce the two types of Means of Verifications (MOV)
Notes to the Presenter:
Emphasize that there are two types of means of verification (MOV).
Focus on the difference between the two: the Main MOV is a non-negotiable evidence that is supported by the Supporting MOV.
Say that for RPMS SY 2020-2021 in the context of the COVID-19 pandemic, only Objective 11 for both RPMS tools has Main MOV and Supporting MOV.
