schools to keep learners safe and healthy.

▪The 40 Standards are translated to operational
indicators that are laid out in a 3-level rubrics
▪Step-wise approach: Three levels are milestones
for incremental achievement towards national
standards
▪Integrated system: QA + Monitoring + Merit
System
