This document outlines the roles and responsibilities of various officials involved in implementing the Sabla Scheme at different administrative levels - district, block, sector and village level. It describes their responsibilities related to guiding, monitoring and supervising scheme implementation, ensuring convergence of services, training of staff, supply of nutrition and healthcare provisions, and generating community awareness.

2.  Provide overall guidance for implementation of the
Scheme in the district
 S/he will be a part of the committee at the district
level and will be the channel between the
implementers at the field level and the State
 Ensure availability of a suitable location for the
AGs to meet with required support from CDPO
and Panchayat members
 Monitor and ensure uninterrupted nutrition
provision

3.  Ensure convergence with other departments and
programmes for AGs at the district level
 Identify NGOs/CBOs/Resource
persons/Institutions at district level for imparting
various training programmes
 Ensure supply of IFA to block level
 Conduct vertical training programme of CDPOs,
Supervisors, AWWs, ASHA, Sakhi and saheli on
regular basis

4.  Monitor and Supervise all activities including
expenditure regarding implementation of the
scheme at district level
 Ensure collation of the Progress reports to be sent
timely to the State level.

5.  Provide guidance to Supervisors and AWWs for
implementation of the Scheme in the project areas
 Chalk out plan to generate awareness among the
community about SABLA
 Plan convergence at field level with other
departments
 Identify NGOs/CBOs/Resource
Persons/Institutions at block level for imparting
training
 Ensure supply of IFA tablets to supervisors

6.  Identify locally viable vocational trades for AGs
 Ensure convergence with other departments
 Monitor and supervise all activities including
expenditure regarding implementation of the
Scheme in the project
 Submission of prescribed reports to the DPO in a
time bound manner
 Ensure the training of sakhi saheli in the project

7.  Ensure the availability of a suitable location for the
AGs to meet with required support from Panchayat
members
 Ensuring smooth conducting of Kishori Diwas
 Facilitate in imparting non-formal education to AGs
by establishing linkages with education
departments- SSA,TLCs, VECs, and primary
Schools
 Monitor and ensure uninterrupted nutrition
provision

8.  Plan out the activity time table for non nutrition
intervention at the AWC level and also deciding
the pooling of resources if required like holding
some sessions for two or more AWCs together

9.  Conduct the baseline survey if the AWW is not
qualified enough
 Check and authenticate 20% of the entries in the
survey to ensure that AGs are not left out
 The Supervisors along with the AWWs will facilitate
enrolment of AGs
 Assist the CDPO in identifying the NGOs/CBOs/
resource persons working on AG issues in their
field areas
 Ensure convergence with various departments at
the sector level

10.  Ensure supply of IFA tablets to each AWC
 Facilitate training of Sakhi and Saheli and
supervise the peer training activities conducted at
village or sector level at regular intervals
 Plan the functioning of Kishori Diwas and its
activities
 Draw out the timetable for non nutrition
components
 Random checking on 10% of AGs during visit to
AWCs

11.  Conduct survey and register all AGs within the
jurisdiction of that AWC
 Encourage all AGs to avail services under SABLA
 Oversee all the activities conducted on Kishori
Diwas with the assistance of Sakhi and saheli
 Maintain register and adolescent health cards at
AWC with the assistance of Sakhi.
 Facilitate organization and distribution of nutrition
provisions to the AGs with assistance of sakhi and
saheli

12.  Address issues related to AGs during home vists.
Two or three Ags at a time may accompany AWW
during home visits.
 Assist the health staff in carrying out health
related activities for AGs.
 Assist the AGs to select sakhi and saheli

13.  Motivate and assist all AGs to fill up and maintain
their kishori health card
 Assist the AWW in maitaining the registers
 Assist in distribution of THR
 May accompany AWW on home visits

14.  Sakhi would work as the head of Kishori samooh for
four months. She will be assisted by two sahelis in
each AWC.
 They will work as peer educators for kishori Samooh
after receiving requisite training as per the prescribed
module
 Take on lead role in motivating the AGs to join the
Scheme supported by AWW
 Facilitate activities to be conducted at AWC on day to
day basis and on Kishori Diwas

15. Department of Health & Family Welfare
• Supply of IFA Tablets to all AWCs will be ensured by
CDPOs/Supervisors in coordination with the PHC.
• A general health checkup of all Ags at least once in
three months will be done by ANM and other health
functionaries
•ANM/ASHA may be used for weighing AGs
•ANM/ASHA would ensure discussion on health and
Hygiene
•MO/ANM will provide de-worming tablets to AGs as per
state guidelines.
•Medical Officer would refer AGs in case of specialized
treatment

16.  DPO will be in-charge of implementation of the
scheme at district level, CDPO at Project level,
Supervisors at sector level and AWWs & AWHs at
the village level
 DPO in consultation with the Director, ICDS at the
Statelevel will recruit the contractual staff at the
district level.
 Field visits should be undertaken by
DPO/CDPO/Supervisors as per the supervision
schedule under ICDS

17.  Ensure early registration and fulfillment of conditionalities of
each beneficiary in close coordination with ASHA and ANM
 Support the beneficiaries in opening bank/post office
accounts
 Motivate the beneficiaries in fulfillment of conditionalities
 Ensure along with the health functionaries that the required
supplies/services for fulfilling conditionality are available
 Ensure that beneficiaries are regularly counseled

18.  Establishing linkages with the health functionaries
 Assist in conducting VHND
 Ensure that the children are weighed in every
month
 Maintain the record in the IGMSY register
 Send the list of beneficiaries with account number
to the Supervisor in every month for receiving
payment

19. Health Department
•Ensuring health related services and
counselling on VHND
•Promoting early initiation of breast feeding,
colostrums feeding and exclusive breast
feeding for first six months
•Ensuring availability of IFA tablets and
vaccine supply
•Ensuring availability and uses of MCP Card
•Organize sensitization training on IGMSY for
all concerned staff
