THE CONDITIONAL FINANCIAL
ASSISTANCE
• The conditional financial assistance will be implemented
on a pilot basis
• It forms part of the social assistance and welfare
component of the program which aims to support the
growth and development of poor adolescent mothers to
enable them to improve their health, psychosocial and
socioeconomic conditions despite their current
conditions and roles as young parents
• The conditional financial assistance is not a dole out
• The grant of the assistance is conditioned by
compliance to certain requirements
OBJECTIVES
• The approach promotes human capital development
through minimal financial assistance to indigent
adolescent mothers under certain conditions that enable
the beneficiaries to enhance their capacities and
wellbeing
• Improve access to preventive and reproductive health
care services including family planning and maternal,
infant and child health care;
• Support access to continuing or completion of
education and/or skills development;
• Increase capabilities to participate in employment and
economic activities;
OBJECTIVES
• Enhance capacities in parenting and planning their
family and prevent unintended pregnancies;
• Increase participation in community activities;
• Improve access to psychosocial services; and
• Improve access to protective services against sexual
abuse and other forms of violence among adolescent
mothers and their children.
TARGET BENEFICIARIES
• Adolescent mothers aged 18 and below
• Currently pregnant or with living
child/children
• Belonging to household with monthly
income below the regional poverty
threshold
• Willing to comply with the conditions set
in the oath of commitment and mutually-
agreed personal development plan (PDP)
or life plans
TARGET BENEFICIARIES
• Adolescent mothers who belong to the Pantawid
Program are eligible as beneficiaries for AHD-
SPPAMC (i.e., as additional benefit directly to be
provided the adolescent mothers), provided that
those listed in the Listahanan but are not currently
beneficiaries of Pantawid Program are prioritized
• Conditional benefits will be provided directly to the
adolescent mothers
• However, parental consent as to their participation
in the program will be required
CONDITIONS FOR FINANCIAL ASSISTANCE
• Health and nutrition (for pregnant mothers)
• Visit to local health center to avail of pre- and post-natal care
starting from the first trimester of their pregnancy and
undertake these activities:
• Have at least one (1) pre-natal consultation each trimester
during the course of the pregnancy;
• Have at least 1 blood pressure and weight monitoring
measurement in each trimester during the course of the
pregnancy;
• Attend at least 1 breastfeeding and family planning session
prior to delivery;
• Avail of appropriate delivery services by a skilled health
professional at the appropriate level of BEmOC/ CEmOC
services or delivery assisted by a skilled health personnel;
• Within the first six (6) weeks after childbirth, avail of at least 1
post-natal care service and attend the following sessions: - a
breastfeeding counseling session; and - a family planning
counseling session.
CONDITIONS FOR FINANCIAL ASSISTANCE
• Health and nutrition (for non-pregnant mothers)
• For non-pregnant beneficiaries, they are required to
visit local health center to avail of primary health
care including blood pressure and weight
monitoring measurement and other medical
consultations
CONDITIONS FOR FINANCIAL ASSISTANCE
• Health and nutrition (for 0-5 years old children)
• Visit to public health facilities to avail of the following
preventive health and nutrition services:
• Immunization for vaccine-preventable diseases as
prescribed by the Mandatory Infants and Children
Health Immunization Program of the DOH
• Monthly weight monitoring, applicable vaccination,
deworming and nutrition counseling for children 0-23
months old
• Bi-monthly weight monitoring for 24 months to 72
months old 4
• Deworming pills twice yearly
• Other services covered by Early Childhood Care and
Development (ECCD) program
CONDITIONS FOR FINANCIAL ASSISTANCE
• Education or Skills Development
• Children aged 3-4 years old are required to enroll in
CDCs or pre-school and maintain a class attendance
rate of at least 85% per month
• Adolescent mothers are required to be enrolled in
elementary or secondary school depending on their
current school level and maintain a class attendance
rate of at least 75% per month (based on the
remaining days of classes from the enlistment of the
beneficiary) either in a regular class or through an
alternative learning system (ALS) program
• Or completion of a short-term program on
technical and vocational courses/training
CONDITIONS FOR FINANCIAL ASSISTANCE
• Attendance of adolescent mothers in AYHD Sessions
• Beneficiaries shall attend the monthly AHD sessions
on the following topics, but not limited to:
• Basic sexual and reproductive health sessions;
• Gender-sensitivity;
• Life skills training or capacity development;
• Responsible parenthood and family planning;
• Maternal, newborn, child and adolescent health
care and nutrition;
• Youth development and participation
• Other relevant topics to be identified by the LGU
• Active participation in youth activities in the
community may be considered as compliance to this
condition
CONDITIONS FOR FINANCIAL ASSISTANCE
The participation of the parents of the adolescent
mothers in the following sessions may also optionally
comply with the conditions:
• Parent-teen talk or intergenerational dialogue
activities;
• Guiding adolescents on their sexual and reproductive
health;
• Effective parenting of adolescents;
• Responsible parenthood and family planning;
• Maternal, newborn, child and adolescent health care
and nutrition; and
• Other sessions for parents that can enable them to
support their adolescent child/children who are already
mothers
PROGRAM STRUCTURE
• Local POPDEV Office or a designated Office (by the
Mayor) shall initiate the coordination of the various
activities related to the AHD-SPPAMC in the locality
• Provide overall secretariat and coordinative functions
for the planning, implementation and assessment of
the AHD-SPPAMC in the locality;
• Coordinate with the local coordinative body or
AHD-SPPAMC Committee in setting and organizing
meetings, sending and follow-up of invitations;
• Document proceedings and follow-up agreements
during meetings and other coordinative activities;
and

• Coordinate with other local stakeholders for relevant
activities
• Coordinate and organize the conduct of planning and
program design workshop for the local AHD-SPPAMC
initiative which shall contain preventive and social
protection interventions;
• Consolidate, finalize and coordinate the implementation
of the approved AHD-SPPAMC Action and Financial
Plan;
• Monitor the implementation of the action plan;
• Gather and consolidate relevant data and information
for the selection of potential beneficiaries;

• Maintain the database on the profile of beneficiaries and
their households and their compliance to conditions;
• Set-up mechanism and mobilize stakeholders in the
monitoring and evaluation of compliance to conditions
by the beneficiaries;
• Coordinate with the service providers on the provision
of appropriate information services that are part of the
conditions for financial assistance;
• Gather and resolve emerging implementation issues that
are within the mandate and delegated power of the
Office and refer policy-determining issue to the local
AHD-SPPAMC Committee or any relevant body;

• Coordinate and organize the conduct of adolescent-
youth health and development (AHD) sessions are part
of the conditions for compliance;
• Facilitate and coordinate the provision of the
conditional financial assistance directly to the
beneficiaries;
• Prepare needed report and data to support planning
and enhancement of identified strategies for AHD-
SPPAMC in the locality; and
• Perform other functions as may be assigned by the
LCE or the AHD-SPPAMC Committee.
AHD-SPPAMC COMMITTEE
1. Develop and design the Action Plan for AHD-
SPPAMC for the locality with preventive and social
protection interventions;
2. Meet regularly for efficient planning, coordination
and implementation of the AHD action plan;
3. Review initial list of potential beneficiaries and
approve the final list that will be covered by the
program particularly the conditional financial
assistance;

4. Resolve emerging implementation issues including
those related to the eligibility of the beneficiaries,
compliance to conditions and provision of the
benefits; and
5. Pursue further enhancement and
mainstreaming/institutionalization of the identified
AHD-SPPAMC interventions in relevant
development plans and programs.
The concerned LGU may organize and mobilize an
AHD-SPPAMC Committee through an Executive Order
or Memorandum or similar local instrument. A sample
executive order is attached in ANNEX A for reference

SETTING-UP OF ARRANGEMENT FOR THE

• To ensure the compliance of the beneficiaries to the
conditions for the financial assistance, coordination
and arrangement with relevant facilities and
institutions that will provide the needed services and
certify the access of beneficiaries shall be undertaken

• After the selection of the barangay from where the
beneficiaries will be potentially selected, a team
from the Local POPDEV Office shall map the
services that are available within the locality

potentially provide the services included in the
conditions for financial assistance shall be

shall identify facilities or institutions within the city,
municipality or province that can provide such
services

• Based on the inventory or mapping of potential

• Based on the available data on the incidence of
adolescent pregnancies, the AHD-SPPAMC
Committee will identify specific households where
adolescent mothers belong
• This can be done through consultation with
Barangay Officials, community leaders and those
that have knowledge on the household
information of adolescent mothers to effectively
locate the concerned households

• Upon securing the consent of the household, the
baseline information may be generated from the
household head or an adult member who can
provide the needed information in Form 1 (ANNEX
B – Baseline Household Profiling)
• The data collected using the form shall be
encoded in the existing online database that can
be downloaded from popcom.gov.ph

• To generate inputs that can inform the
development of appropriate and responsive
strategies and services that can be extended to
them in addition to the conditional financial
assistance, the profiler can also conduct an
interview with the potential beneficiaries and their
parents/partner

• From the database of household profile and
information, a list of potential beneficiaries shall be
drawn for the final selection of beneficiaries.
• Specifically, the names of household members who
are aged 18 and below, currently pregnant or those
who have living children as indicated in Columns
No. Q5, Q14, Q15, Q16 and Q25 in Form No. 1
(ANNEX B) shall be transferred/entered in Form 3
(ANNEX D – List of Potential Beneficiaries for AHD-
SPPAMC)

• From the list of potential beneficiaries for AHD-
SPPAMC in Form 3, the AHD-SPPAMC Committee
shall then conduct the shortlisting based on the
criteria and available information
• The Secretariat will then conduct the validation of
potential beneficiaries to verify authenticity of
information provided
• Each potential beneficiary together with her parents
shall be interviewed to verify given information and
gather other pertinent information that can be used
by the AHD-SPPAMC Committee.

• Other evidentiary documents such as birth
certificate, baptismal certificate, photographs,
identification cards and other pertinent documents
for purposes of identity and eligibility verification.
• After the validation, the Secretariat shall prepare
Form No. 5 (ANNEX E - Summary List of AHD-
SPPAMC Beneficiaries) for final selection
• Based on the validated list, the Secretariat shall
prepare the shortlist of beneficiaries and shall
convened the members of the AHD-SPPAMC
Committee to finally approve the list

• All selected beneficiaries including their parents shall
be invited and convened to be oriented on the
following:
• Overview, objectives and strategies of the AHD-
SPPAMC;

• Other arrangements or clarifications from the
beneficiaries

• The orientation may be done during the launching of
the AHD-SPPAMC in the locality
• The launching generally aims to generate public and
community support

• For the registration of the beneficiaries, those
selected by the AHD-SPPAMC Committee shall be
required after the orientation to fill-up or
accomplished the Beneficiary Registration Form (Form
No. 6, ANNEX H) with the assistance of their parents,
if necessary
• Upon submission of the registration form to the
Secretariat, the beneficiaries shall be convened again
for the Secretariat to discuss and explain the content of
the oath-taking or Panunumpa at Kasunduan (ANNEX
I) before they are requested to sign the document

• The parents of beneficiaries who are minors shall
likewise execute an oath-taking through the
Panunumpa at Kasunduan for Parents (ANNEX J)
• The beneficiaries shall likewise be given their

• Moreover, the beneficiaries will also be provided with
enough copies of the various “Certificate of
Compliance” which they will use to secure proof for
their availment of necessary services

• The Secretariat shall then encode the information
from the accomplished registration forms in the
database of beneficiaries

• After the submission of all necessary forms and
documents, the Secretariat or assigned personnel
shall then distribute to each beneficiary the initial
financial assistance (first month) through allowable
mechanisms under the existing accounting rules and

• Necessary forms such as acknowledgement
receipt, payroll, and other official forms and
documents shall be prepared and used to
document the provision of the financial assistance

• If the financial assistance shall be coming from the
POPCOM transferred funds or grant, the distribution

• Necessary institutional arrangements shall be formally
established with concerned facilities and institutions
for the provision of necessary services that are
included as conditionalities for the financial assistance
• Upon the registration of the final beneficiaries, the list

availing of specific services shall be provided by the
Secretariat to the service providers
• They shall be finally oriented on the program and the
necessary forms to be complied by the beneficiaries
as they access relevant services

• After two months following the provision of the non-
conditional financial assistance during the orientation or
registration, the beneficiaries shall present signed
certificate of compliance to the Secretariat before they are
given the succeeding monthly financial assistance
• The certificate of compliance shall be signed by the service
providers to be validated by the Secretariat
• Failure to validate, however, shall be not be made as
reason for not releasing the financial assistance
• The beneficiary will be given a warning and may provide
the certificate of compliance during the succeeding
meeting with the Secretariat

• The AHD Session is both a program condition and
major intervention within the Program to address the

beneficiaries identified through the assessment and

• It is also a very important intervention to effect
behavioral change towards the attainment of the life
goals identified in the individual life plans and the

• It empowers them in accessing other programs and
services that they rightfully deserve

• The AHD Session can also be an entry point to case
management and life coaching where the participants
can freely and confidently share their own
experiences in their families and communities which
can be the basis for other possible interventions
• As a condition, the AHD session shall be conducted
per month or more frequent depending on the
available support mechanism for the beneficiaries to
be able to attend and participate in such sessions

• The attendance of the beneficiaries to these sessions
should incur no or minimal cost from their part
• As such, as much as possible, these sessions are to
be conducted within their community or they are
provided with transportation support if conducted
outside their community or barangay
• The topics to be discussed shall be scheduled based on
the themes provided above
• Other topics may be provided as long as they are part of
the development needs of adolescent mothers or their
family as reflected in their assessment and life plan

• The Secretariat shall identify and coordinate with
possible partner offices, facilities or agencies for the
organization and conduct of the different AHD
sessions
• It shall likewise coordinate with the Barangay
government for the coordinative and logistics
requirements of the sessions
• To determine the effectiveness of the AHD sessions
specifically in increasing knowledge of participants on
various topics and information, pre- and post-test
questionnaires related to the topic to be discussed
and session evaluation shall be administered

• The beneficiaries shall personally attend in the AHD
sessions
• No substitution shall be allowed. However, the
organizer shall ensure that the schedules of the
sessions will allow the participation of all or most of
the beneficiaries
• The beneficiary who will not be able to attend the
AHD sessions shall notify the Secretariat
• In case the reason for the non-attendance is
justifiable, the Secretariat shall organize another
batch or assign another session for the beneficiary
to comply with the requirement during the month

• Upon submission of all necessary forms and
documents, the monthly financial assistance shall
distribute be distributed to each beneficiary through
allowable mechanisms under the existing accounting
rules and regulations of the concerned local
government unit
• Necessary forms such as acknowledgement receipt,
payroll, and other official forms and documents shall be
prepared and used to document the provision of the
financial assistance

• If the financial assistance shall be coming from the
POPCOM transferred funds or grant, the distribution of
the financial assistance shall not be in anyway
associated with the political leaders such as provision of

• The Secretariat shall verify and gather substantial
information on the reasons or factors attendant to the
non-compliance of certain beneficiary
• These information shall be consolidated and
reported to the AHD-SPPAMC Committee which
shall deliberate and decide on their continuing
eligibility

• During the distribution of the financial assistance,
beneficiaries shall also be consulted as to the issues
they encountered and insights that they have gained
while under the project
• This information shall also be used to enhance the
program particularly on other needs that should be

• The Secretariat shall then update the status of
compliance of each beneficiary in a database (to be
provided by POPCOM)
• The database shall be used for the continuing
deliberation of the AHD-SPPAMC Committee for the

Enabling Adolescent Mothers towards
Graduation to the Program
• Continuing guidance and assistance to the beneficiaries
particularly to the adolescent mothers shall be provided
through case management
• The program shall essentially adopt the case
management mechanism of the Pantawid Program
with some modifications to consider the common
needs of adolescent mothers
• The LSWDO and the Local POPDEV Office shall
come-up with implementing mechanism for the
case management to include the involvement of
trained peer educators and support group
Enabling Adolescent Mothers towards
Graduation to the Program
• Case management aims to enable the beneficiaries not
only to comply with the conditions of the program but,
more importantly, enable them to improve their
capabilities towards the attainment of their aspirations,
well-being and potential
• Specifically, it aims to assist the beneficiaries with
the support of their households in identifying their
needs, addressing the hurdles impeding their ability
to comply with the program conditions, and
connecting them to appropriate resources and
services so they could build and attain resilience in
preparation for their eventual exit from the Program
Enabling Adolescent Mothers towards
Graduation to the Program
• All beneficiaries will be engaged in a participatory case
management process based on a mutually agreed plan
from entry to exit to improve their level of well-being
from survival to self-efficiency and capacity to protect
themselves from other risks and vulnerabilities
• The Program shall emphasize the importance of
self-determination and efficacy of the beneficiaries
for them to claim ownership of their improvement
and wellbeing
Enabling Adolescent Mothers towards
Graduation to the Program
• The first six months of the beneficiary’s program
exposure shall focus on identifying their strengths to
empower themselves with various life skills and
opportunities within and outside their community
• The process shall involve the identification of risks,
threats, and vulnerabilities to provide them with
appropriate supportive interventions
• Moreover, support groups and other relevant activities
shall be organized and implemented with the maximum
participation of the beneficiaries to ensure the
operationalization of their individual development plan

• As the first group activity of all beneficiaries in a
locality, they will gathered in a one-day life planning
session
• The life planning session generally aims to enable
adolescent mothers to create a vision for
themselves and concrete steps to achieve such
vision in view of their currently realities. The
session specifically aims to:

• The session specifically aims to:
• Develop their personal vision, goals and aspirations;
• Discover and appreciate their current realities (i.e.,
strengths, weaknesses, needs, risks and
vulnerabilities and opportunities);
• Design and identify concrete actions that they can
do to achieve their life goals within a given period
and possible sources of help, services and assistance;
and
• Identify life milestones that they can use to
determine their improvement

• The life planning session among beneficiaries shall be
organized by the Local POPDEV Office as program
Secretariat in collaboration with LSWDO and other relevant
departments in the LGU including existing CSOs
• Technical support shall also be provided by POPCOM
particularly in the training of facilitators and educators [The
Module in ANNEX O (Module on Life Planning for
Adolescent Mothers) may be used to guide the
organization and conduct of the session]

• The life plans as well as the results of the individual
assessment of the adolescent mothers shall serve as a
guide for the life coaches or personnel who will be
providing the continuous coaching and case management
among the beneficiaries and as well as for referral to
appropriate facilities and services
• It shall serve as areas for discussion, monitoring and
dialogue with the beneficiaries during periodic home
visits
• The life plan and the results of the individual
assessment shall be treated with utmost confidentiality

Adolescent Mothers with Special Needs
• For adolescent mothers with special needs (e.g.
protective services for potential and continuing sexual
abuse identified during the individual assessment or
during the program implementation period) the
beneficiary shall be referred to proper service provider
or facility.

Designation of Life Coaches
• The Local POPDEV Office in collaboration with the
LSWD and POPCOM Regional Office shall develop a
structure and mechanism for the provision of life
coaching to the beneficiaries who will provide
continuous life guidance to the beneficiaries
• The life coaches will specifically perform the following
functions:
• Enable the beneficiaries to execute or implement
their individual life plans;

Designation of Life Coaches
• The life coaches will specifically perform the following
functions:
• Guide them in addressing barriers and issues that
they encounter that have an impact on their life
plan and in complying with the program
conditions;
• Guide them in making informed decisions in
relation to their life plans; and
• Refer them to appropriate services for emerging
health, education and other concerns that affect
their wellbeing and that of their children.

Designation of Life Coaches
• The following may be trained and mobilized as life
coaches :
• Case Managers
• Trained Peer Educators
• Parents/Guardians
• Educators/Trainers/Community Service Providers

Interventions
• To enable the provision of comprehensive services for
adolescent mothers not only for the conditions they
need to comply with but also for other services that
can help them improve their wellbeing
• For this purpose, the following strategies may be
organized and conducted:

• In compliance to Executive Order No. 141 series of
2021, which adopted as a national priority the
prevention of the adolescent pregnancies in the
country, the Sangguniang Kabataan (SK) are enjoined
to develop and implement interventions that prevent
adolescent pregnancies and support adolescent
mothers which shall be included in their Local Youth
Development Plans (LYDPs) to be funded by their SK
fund. Some of the interventions that SK may
implement as indicated in the EO include the
following:

• Providing youth-friendly and rights-based measures to
support pregnant girls and adolescent mothers to
continue and complete their education;
• Formulating retention strategies and life skills programs
for pregnant girls and adolescent mothers which may
include vocational training opportunities; and
• Following-up on pregnant girls or adolescent mothers
who have dropped out of school through targeted
outreach and support programs; and

Interventions
• Strengthening the functionality of the Barangay Anti-
Violence Against Women and Children desks.
• As such, it is important that SKs are mobilized towards the
institutionalization or sustainability of the AHD-SPPAMC.
• The Local POPDEV Office and the AHD-SPPAMC
Coordinating Committee may likewise partner with other
development partners, civil society organizations and the
private sector for the development and implementation of
support programs that can facilitate the attainment of the
objectives of the AHD-SPPAMC programs
Graduation to the Program
• Regular assessment shall be conducted to determine the
improvement on the conditions and capacities of the
beneficiaries using the compliance reports and
documentation of the life coaching sessions. Each LGU
can have a dashboard or tracking system on how near
or far the beneficiaries are from graduation for easy
reference.
• The beneficiaries shall graduate from the program upon
attainment of most of the following improvement in
their conditions:
Graduation to the Program
• The beneficiary is currently using family planning methods
based on her choice;
• She has completed at least junior high school level of
education or alternative learning system or completed a skills
development course certified by appropriate agency;
• Her child is currently enrolled in school;
• She is currently employed or has a source of income;
• Her child has been provided with primary health care services;
• She has been protected from potential or ongoing gender-
based violence;
• She has demonstrated effective life skills that can protect her
from the risk of early motherhood; and
• She was able to achieve most of the objectives under her life
plan
Graduation to the Program
• Upon assessment of their readiness for graduation, a
debriefing session shall be conducted among beneficiaries
eligible for graduation. The debriefing session shall be
conducted on one-on-one basis or as a group depending
on the number of beneficiaries that will graduate from the
program
• The session shall include the following activities:
• Reflection on their personal vision and their life plan and
how the program was able to help them;
• Reflection on life’s learning while they are enrolled in the
program;
• Their planned actions after the program to sustain
improvement in their lives; and Orientation on the services
that adolescent mothers can continue to avail from public
facilities.
Graduation to the Program
• As beneficiaries graduate from the program, the
Secretariat shall update the database of beneficiaries.
OTHER ARRANGEMENTS
• Management of Grievances
• Grievances related to the Program may include non-
inclusion as a beneficiary, eligibility, financial assistance-
related issues, problems emanating from access to
services as conditions, and fraud or fabrication of
documents among others
• Grievances may be expressed verbally or in writing to the
Secretariat which shall consolidate and initially process
or resolve the issues
• Those that can be resolved by the Secretariat and has
major program and operational implications shall be
elevated to the AHD-SPAMMC Committee
OTHER ARRANGEMENTS
• Distribution of Financial Assistance
• The distribution of the financial assistance shall be made
directly to the beneficiaries regardless of age
• Parental consent shall not required in the receipt of the
assistance
• Moreover, the distribution shall be in accordance with
existing accounting rules and regulations of the
implementing LGU
• Program Management and Reporting System
• The provision of the financial assistance to the
beneficiaries is just a part of the various interventions
under the AHD-SPPAMC
OTHER ARRANGEMENTS
• Program Management and Reporting System
• The Local POPDEV Office and the AHD-SPPAMC
Committee shall ensure that this element relates to the
overall strategies and objectives of the Program
• A regular meeting of the Secretariat and the Committee
shall be conducted to ensure that all components of the
Program are being implemented efficiently
• A reporting system shall likewise be established to
gather information that are needed for the continuing
enhancement of Program implementation
• The POPCOM shall provide an Excel-based information
system needed for the management of the AHD-
SPPAMC which shall be operated and processed by the
Secretariat

  • 1. SOCIAL PROTECTION PROGRAM FOR ADOLESCENT MOTHERS AND THEIR CHILDREN PHILIPPINE POPULATION AND DEVELOPMENT PROGRAM
  • 2. BASIC IMPLEMENTING MECHANISM FOR THE CONDITIONAL FINANCIAL ASSISTANCE
  • 3. THE CONDITIONAL FINANCIAL ASSISTANCE • The conditional financial assistance will be implemented on a pilot basis • It forms part of the social assistance and welfare component of the program which aims to support the growth and development of poor adolescent mothers to enable them to improve their health, psychosocial and socioeconomic conditions despite their current conditions and roles as young parents • The conditional financial assistance is not a dole out • The grant of the assistance is conditioned by compliance to certain requirements
  • 4. OBJECTIVES • The approach promotes human capital development through minimal financial assistance to indigent adolescent mothers under certain conditions that enable the beneficiaries to enhance their capacities and wellbeing • Improve access to preventive and reproductive health care services including family planning and maternal, infant and child health care; • Support access to continuing or completion of education and/or skills development; • Increase capabilities to participate in employment and economic activities;
  • 5. OBJECTIVES • Enhance capacities in parenting and planning their family and prevent unintended pregnancies; • Increase participation in community activities; • Improve access to psychosocial services; and • Improve access to protective services against sexual abuse and other forms of violence among adolescent mothers and their children.
  • 6. TARGET BENEFICIARIES • Adolescent mothers aged 18 and below • Currently pregnant or with living child/children • Belonging to household with monthly income below the regional poverty threshold • Willing to comply with the conditions set in the oath of commitment and mutually- agreed personal development plan (PDP) or life plans

TARGET BENEFICIARIES • Adolescent mothers who belong to the Pantawid Program are eligible as beneficiaries for AHD- SPPAMC (i.e., as additional benefit directly to be provided the adolescent mothers), provided that those listed in the Listahanan but are not currently beneficiaries of Pantawid Program are prioritized • Conditional benefits will be provided directly to the adolescent mothers • However, parental consent as to their participation in the program will be required
  • 8. CONDITIONS FOR FINANCIAL ASSISTANCE • Health and nutrition (for pregnant mothers) • Visit to local health center to avail of pre- and post-natal care starting from the first trimester of their pregnancy and undertake these activities: • Have at least one (1) pre-natal consultation each trimester during the course of the pregnancy; • Have at least 1 blood pressure and weight monitoring measurement in each trimester during the course of the pregnancy; • Attend at least 1 breastfeeding and family planning session prior to delivery; • Avail of appropriate delivery services by a skilled health professional at the appropriate level of BEmOC/ CEmOC services or delivery assisted by a skilled health personnel; • Within the first six (6) weeks after childbirth, avail of at least 1 post-natal care service and attend the following sessions: - a breastfeeding counseling session; and - a family planning counseling session.
  • 9. CONDITIONS FOR FINANCIAL ASSISTANCE • Health and nutrition (for non-pregnant mothers) • For non-pregnant beneficiaries, they are required to visit local health center to avail of primary health care including blood pressure and weight monitoring measurement and other medical consultations

CONDITIONS FOR FINANCIAL ASSISTANCE • Health and nutrition (for 0-5 years old children) • Visit to public health facilities to avail of the following preventive health and nutrition services: • Immunization for vaccine-preventable diseases as prescribed by the Mandatory Infants and Children Health Immunization Program of the DOH • Monthly weight monitoring, applicable vaccination, deworming and nutrition counseling for children 0-23 months old • Bi-monthly weight monitoring for 24 months to 72 months old 4 • Deworming pills twice yearly • Other services covered by Early Childhood Care and Development (ECCD) program

CONDITIONS FOR FINANCIAL ASSISTANCE • Education or Skills Development • Children aged 3-4 years old are required to enroll in CDCs or pre-school and maintain a class attendance rate of at least 85% per month • Adolescent mothers are required to be enrolled in elementary or secondary school depending on their current school level and maintain a class attendance rate of at least 75% per month (based on the remaining days of classes from the enlistment of the beneficiary) either in a regular class or through an alternative learning system (ALS) program • Or completion of a short-term program on technical and vocational courses/training

CONDITIONS FOR FINANCIAL ASSISTANCE • Attendance of adolescent mothers in AYHD Sessions • Beneficiaries shall attend the monthly AHD sessions on the following topics, but not limited to: • Basic sexual and reproductive health sessions; • Gender-sensitivity; • Life skills training or capacity development; • Responsible parenthood and family planning; • Maternal, newborn, child and adolescent health care and nutrition; • Youth development and participation • Other relevant topics to be identified by the LGU • Active participation in youth activities in the community may be considered as compliance to this condition
  • 13. CONDITIONS FOR FINANCIAL ASSISTANCE The participation of the parents of the adolescent mothers in the following sessions may also optionally comply with the conditions: • Parent-teen talk or intergenerational dialogue activities; • Guiding adolescents on their sexual and reproductive health; • Effective parenting of adolescents; • Responsible parenthood and family planning; • Maternal, newborn, child and adolescent health care and nutrition; and • Other sessions for parents that can enable them to support their adolescent child/children who are already mothers
  • 14. PROGRAM STRUCTURE • Local POPDEV Office or a designated Office (by the Mayor) shall initiate the coordination of the various activities related to the AHD-SPPAMC in the locality • Provide overall secretariat and coordinative functions for the planning, implementation and assessment of the AHD-SPPAMC in the locality; • Coordinate with the local coordinative body or AHD-SPPAMC Committee in setting and organizing meetings, sending and follow-up of invitations; • Document proceedings and follow-up agreements during meetings and other coordinative activities; and

PROGRAM STRUCTURE • Coordinate with other local stakeholders for relevant activities • Coordinate and organize the conduct of planning and program design workshop for the local AHD-SPPAMC initiative which shall contain preventive and social protection interventions; • Consolidate, finalize and coordinate the implementation of the approved AHD-SPPAMC Action and Financial Plan; • Monitor the implementation of the action plan; • Gather and consolidate relevant data and information for the selection of potential beneficiaries;
  • 16. PROGRAM STRUCTURE • Maintain the database on the profile of beneficiaries and their households and their compliance to conditions; • Set-up mechanism and mobilize stakeholders in the monitoring and evaluation of compliance to conditions by the beneficiaries; • Coordinate with the service providers on the provision of appropriate information services that are part of the conditions for financial assistance; • Gather and resolve emerging implementation issues that are within the mandate and delegated power of the Office and refer policy-determining issue to the local AHD-SPPAMC Committee or any relevant body;

PROGRAM STRUCTURE • Coordinate and organize the conduct of adolescent- youth health and development (AHD) sessions are part of the conditions for compliance; • Facilitate and coordinate the provision of the conditional financial assistance directly to the beneficiaries; • Prepare needed report and data to support planning and enhancement of identified strategies for AHD- SPPAMC in the locality; and • Perform other functions as may be assigned by the LCE or the AHD-SPPAMC Committee.
  • 18. AHD-SPPAMC COMMITTEE 1. Develop and design the Action Plan for AHD- SPPAMC for the locality with preventive and social protection interventions; 2. Meet regularly for efficient planning, coordination and implementation of the AHD action plan; 3. Review initial list of potential beneficiaries and approve the final list that will be covered by the program particularly the conditional financial assistance;
  • 19. AHD-SPPAMC COMMITTEE 4. Resolve emerging implementation issues including those related to the eligibility of the beneficiaries, compliance to conditions and provision of the benefits; and 5. Pursue further enhancement and mainstreaming/institutionalization of the identified AHD-SPPAMC interventions in relevant development plans and programs. The concerned LGU may organize and mobilize an AHD-SPPAMC Committee through an Executive Order or Memorandum or similar local instrument. A sample executive order is attached in ANNEX A for reference

Enabling Adolescent Mothers towards Graduation to the Program #MalayaAkongMaging Session (Life Planning Session) • The life planning session among beneficiaries shall be organized by the Local POPDEV Office as program Secretariat in collaboration with LSWDO and other relevant departments in the LGU including existing CSOs • Technical support shall also be provided by POPCOM particularly in the training of facilitators and educators [The Module in ANNEX O (Module on Life Planning for Adolescent Mothers) may be used to guide the organization and conduct of the session]
  • 68. Enabling Adolescent Mothers towards Graduation to the Program #MalayaAkongMaging Session (Life Planning Session) • The life plans as well as the results of the individual assessment of the adolescent mothers shall serve as a guide for the life coaches or personnel who will be providing the continuous coaching and case management among the beneficiaries and as well as for referral to appropriate facilities and services • It shall serve as areas for discussion, monitoring and dialogue with the beneficiaries during periodic home visits • The life plan and the results of the individual assessment shall be treated with utmost confidentiality
  • 69. Enabling Adolescent Mothers towards Graduation to the Program Adolescent Mothers with Special Needs • For adolescent mothers with special needs (e.g. protective services for potential and continuing sexual abuse identified during the individual assessment or during the program implementation period) the beneficiary shall be referred to proper service provider or facility.
  • 70. Enabling Adolescent Mothers towards Graduation to the Program Designation of Life Coaches • The Local POPDEV Office in collaboration with the LSWD and POPCOM Regional Office shall develop a structure and mechanism for the provision of life coaching to the beneficiaries who will provide continuous life guidance to the beneficiaries • The life coaches will specifically perform the following functions: • Enable the beneficiaries to execute or implement their individual life plans;
  • 71. Enabling Adolescent Mothers towards Graduation to the Program Designation of Life Coaches • The life coaches will specifically perform the following functions: • Guide them in addressing barriers and issues that they encounter that have an impact on their life plan and in complying with the program conditions; • Guide them in making informed decisions in relation to their life plans; and • Refer them to appropriate services for emerging health, education and other concerns that affect their wellbeing and that of their children.
  • 72. Enabling Adolescent Mothers towards Graduation to the Program Designation of Life Coaches • The following may be trained and mobilized as life coaches : • Case Managers • Trained Peer Educators • Parents/Guardians • Educators/Trainers/Community Service Providers
  • 73. Enabling Adolescent Mothers towards Graduation to the Program Building Networks of Service Providers and AHD Interventions • To enable the provision of comprehensive services for adolescent mothers not only for the conditions they need to comply with but also for other services that can help them improve their wellbeing • For this purpose, the following strategies may be organized and conducted:

Enabling Adolescent Mothers towards Graduation to the Program Building Networks of Service Providers and AHD Interventions • In compliance to Executive Order No. 141 series of 2021, which adopted as a national priority the prevention of the adolescent pregnancies in the country, the Sangguniang Kabataan (SK) are enjoined to develop and implement interventions that prevent adolescent pregnancies and support adolescent mothers which shall be included in their Local Youth Development Plans (LYDPs) to be funded by their SK fund. Some of the interventions that SK may implement as indicated in the EO include the following:

Enabling Adolescent Mothers towards Graduation to the Program Building Networks of Service Providers and AHD Interventions • Providing youth-friendly and rights-based measures to support pregnant girls and adolescent mothers to continue and complete their education; • Formulating retention strategies and life skills programs for pregnant girls and adolescent mothers which may include vocational training opportunities; and • Following-up on pregnant girls or adolescent mothers who have dropped out of school through targeted outreach and support programs; and
  • 76. Enabling Adolescent Mothers towards Graduation to the Program Building Networks of Service Providers and AHD Interventions • Strengthening the functionality of the Barangay Anti- Violence Against Women and Children desks. • As such, it is important that SKs are mobilized towards the institutionalization or sustainability of the AHD-SPPAMC. • The Local POPDEV Office and the AHD-SPPAMC Coordinating Committee may likewise partner with other development partners, civil society organizations and the private sector for the development and implementation of support programs that can facilitate the attainment of the objectives of the AHD-SPPAMC programs
  • 77. Graduation to the Program • Regular assessment shall be conducted to determine the improvement on the conditions and capacities of the beneficiaries using the compliance reports and documentation of the life coaching sessions. Each LGU can have a dashboard or tracking system on how near or far the beneficiaries are from graduation for easy reference. • The beneficiaries shall graduate from the program upon attainment of most of the following improvement in their conditions:
  • 78. Graduation to the Program • The beneficiary is currently using family planning methods based on her choice; • She has completed at least junior high school level of education or alternative learning system or completed a skills development course certified by appropriate agency; • Her child is currently enrolled in school; • She is currently employed or has a source of income; • Her child has been provided with primary health care services; • She has been protected from potential or ongoing gender- based violence; • She has demonstrated effective life skills that can protect her from the risk of early motherhood; and • She was able to achieve most of the objectives under her life plan
  • 79. Graduation to the Program • Upon assessment of their readiness for graduation, a debriefing session shall be conducted among beneficiaries eligible for graduation. The debriefing session shall be conducted on one-on-one basis or as a group depending on the number of beneficiaries that will graduate from the program • The session shall include the following activities: • Reflection on their personal vision and their life plan and how the program was able to help them; • Reflection on life’s learning while they are enrolled in the program; • Their planned actions after the program to sustain improvement in their lives; and Orientation on the services that adolescent mothers can continue to avail from public facilities.
  • 80. Graduation to the Program • As beneficiaries graduate from the program, the Secretariat shall update the database of beneficiaries.
  • 81. OTHER ARRANGEMENTS • Management of Grievances • Grievances related to the Program may include non- inclusion as a beneficiary, eligibility, financial assistance- related issues, problems emanating from access to services as conditions, and fraud or fabrication of documents among others • Grievances may be expressed verbally or in writing to the Secretariat which shall consolidate and initially process or resolve the issues • Those that can be resolved by the Secretariat and has major program and operational implications shall be elevated to the AHD-SPAMMC Committee
  • 82. OTHER ARRANGEMENTS • Distribution of Financial Assistance • The distribution of the financial assistance shall be made directly to the beneficiaries regardless of age • Parental consent shall not required in the receipt of the assistance • Moreover, the distribution shall be in accordance with existing accounting rules and regulations of the implementing LGU • Program Management and Reporting System • The provision of the financial assistance to the beneficiaries is just a part of the various interventions under the AHD-SPPAMC
  • 83. OTHER ARRANGEMENTS • Program Management and Reporting System • The Local POPDEV Office and the AHD-SPPAMC Committee shall ensure that this element relates to the overall strategies and objectives of the Program • A regular meeting of the Secretariat and the Committee shall be conducted to ensure that all components of the Program are being implemented efficiently • A reporting system shall likewise be established to gather information that are needed for the continuing enhancement of Program implementation • The POPCOM shall provide an Excel-based information system needed for the management of the AHD- SPPAMC which shall be operated and processed by the Secretariat
