Federal mandates for sharing the products of federally funded research drive scholars to rethink traditional scholarship models. The OA movement has been bedeviled by questions and misconceptions about intellectual property and copyright, peer review and quality control, predatory publications and other issues. This panel will address these concerns and help equip the AACP community with the resources to understand how Open Access can serve their scholarly endeavors.
This session offers the results of a study that tests the assertion that the online dissemination of theses has a positive impact on the research profile of the institution. Based on a combination of primary and secondary research, with some fascinating statistical comparative information, the study outlines the types of metrics an institution may use to measure the impact of its corpus of digitised dissertations and examines how these metrics may be generated. It is the result of a year-long study undertaken with the London School of Economics which focuses on the outcomes achieved through its programme of theses digitisation, disseminated simultaneously through its institutional repository and through the ProQuest Dissertations and Theses Database (PDTD). Results achieved by the LSE will be compared with metrics gathered globally by ProQuest via its PDTD. The session will be of interest to all librarians and academics involved in the use of digitised theses as a research resource, digitisation projects (retrospective or ongoing) and university rankings.

The West Coast of Washington and the NE and SW corners of Wyoming are regions of the contiguous United States where NEXRAD coverage is incomplete. One approach to addressing these gaps is to install additional NEXRAD-class radars. Another potential approach is to install small radar networks of the type being investigated in the CASA project. This paper compares these two approaches. We provide a meteorological and user-need assessment of present radar coverage in these regions (based on a recent feasibility study led by J. Brotzge [1]) as well as an objective assessment of the radar-coverage that would be achieved using the large radar and small radar approaches.

The different types of research can be classified as Theoretical, Empirical, and Evaluation. Theoretical research is focused on explaining phenomena through the logical analysis and synthesis of theories, principles, and the results of other forms of research such as empirical studies. Empirical research is focused on testing conclusions related to theories. Evaluation research is focused on a particular program, product or method, usually in an applied setting, for the purpose of describing, improving, or estimating its effectiveness and worth.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The objective of this paper was to propose a human expert-based approach to electrical peak
demand management. The proposed approach helped to allocate demand curtailments (MW) among
distribution substations (DS) or feeders in an electric utility service area based on requirements of
the central load dispatch center. Demand curtailment allocation was quantified taking into account
demand response (DR) potential and load curtailment priority of each DS, which can be determined
using DS loading level, capacity of each DS, customer types (residential/commercial) and load
categories (deployable, interruptible or critical). Analytic Hierarchy Process (AHP) was used to model
a complex decision-making process according to both expert inputs and objective parameters.
Simulation case studies were conducted to demonstrate how the proposed approach can be
implemented to perform DR using real-world data from an electric utility. Simulation results
demonstrated that the proposed approach is capable of achieving realistic demand curtailment
allocations among different DSs to meet the peak load reduction requirements at the utility level.

This paper presents and assesses a framework for an engineering capstone design program. We
explain how student preparation, project selection, and instructor mentorship are the three key
elements that must be addressed before the capstone experience is ready for the students. Next,
we describe a way to administer and execute the capstone design experience including design
workshops and lead engineers. We describe the importance in assessing the capstone design
experience and report recent assessment results of our framework. We comment specifically on
what students thought were the most important aspects of their experience in engineering capstone
design and provide quantitative insight into what parts of the framework are most important.

The review process is straight forward starting with the receipt of the paper and ending with the review decision. For fully OA topical journals and hybrid journals, the review process allows for some engagement between reviewer comments and author to improve the paper. Once again, a more novice author may benefit from a more interactive review process.
The IEEE peer review process is designed to ensure the high quality of every article submitted to and published by IEEE.

The Publication Recommender helps authors discover which IEEE periodical and/or conference best fits the scope and content of their research. Authors can enter keywords or an entire abstract into the tool, decide whether they want to publish in a periodical, a conference proceeding, or both, and then they receive a list of recommendations. Another offering in Collabratec is the AuthorLab, which is a community specifically for journal authors. It is free to join and is a great place to ask questions about authoring and the production process. It is moderated by several IEEE staff and contains thousands of researchers interested in publishing. We try to seed it with questions or useful information a few times a week.

Overleaf is a third-party cloud-based scientific authoring platform based on LaTeX. LaTeX is a document preparation and markup language that handles equations and math better than word processing programs like Microsoft Word so LaTeX is popular in the subject areas covered by IEEE, although Overleaf as a specific LaTeX editor is less well-known.
Authors in Collabratec can create LaTeX files or work with their co-authors on these files in real time via Overleaf, just like they can work on a Word doc together via Microsoft. Collabratec users get a free Overleaf Pro account, which offers additional storage and unlimited users. LaTeX templates for IEEE periodicals are easily available in Overleaf.
The submission process is easy through IEEE Xplore.
To submit an article to an IEEE periodical or transaction, go to that publication’s homepage in IEEE Xplore.
Click on “Submit a Manuscript” and follow the prompts to set up an account.
Now you are in the author center. To submit an article, follow the on-screen directions through the process. The progress bar on the side of the page shows when each step of the submission process is complete.
The IEEE ScholarOne author center will guide you through seven steps to submission. The first two are:

Unlike periodicals that are managed by IEEE, the process for submitting papers to IEEE sponsored conferences varies from conference to conference.
