Data Stories: Using Narratives to Reflect on a Data Purchase Pilot Program

The Ohio State University Libraries, driven by campus demand, developed and implemented a data resource purchase pilot program that took place over one fiscal year. Having previously only prioritized the purchasing of subject-related data resources on a small scale, this initiative included large data resources, most of which can meet the research and teaching needs of a variety of academic disciplines. Beginning the pilot with very few criteria for selection and potential acquisition, the Collections Strategist and Electronic Resources Officer encountered various challenges along with way, each requiring additional exploration, research, and eventual resolution. As the pilot program proceeded, other criteria emerged as important considerations when examining data resources, particularly for content and licensing.
To best develop an understanding of what was learned over the year of this pilot program, the Collections Strategist and Electronic Resources Officer collaborated in writing "data stories," or narratives about each of the data resource options investigated for acquisition. Each narrative is structured similarly, from the requestor and initial stated need through the end result. Any pertinent details regarding content, access, or licensing were incorporated to complete the narratives. The data stories will be further analyzed to track commonalities among both the successful and unsuccessful acquisitions, with the proposed outcome of developing tested criteria for future acquisition of data resources.
Promoting Open Access and Open Educational Resources to Faculty

Student debt is a compelling issue and many institutions are investigating solutions to ease the financial burdens of their students. Increasing the use of open educational resources benefits students by reducing course costs. Adopting OER in the classroom allows faculty more freedom in choosing instructional tools. Faculty also benefit from open access publishing by increasing their exposure. However, on the campus of a small, private institution, attendance at workshops to spread awareness and increase the use of these materials was minimal. Faculty had the perception that free resources could not be the same quality as traditional resources. In order to dispel this myth, the Electronic Resources Librarian and Educational Technology Manager collaborated to create custom one hour sessions for individual departments, leveraging library/faculty liaison relationships and the expertise of the office of educational technology. In the session, faculty learn more about open access publishing options, the value of open educational resources, the quality of many open educational resources, and where to find these resources. The session uses the course management system to both disseminate the information shared in the session and create a forum for departments to share resources with each other. Through the CMS, faculty gain access to vetted resources. All attendants have editing privileges within the site after the workshop, allowing them to curate course-specific lists for sharing and future reference. Pilot sessions have been well received and wider implementation is planned for the next academic year.
Datavi$: Negotiate Resource Pricing Using Data Visualization

Ready to ask for a reduction in the annual increase of an e-resource product but unclear on how to make your case? Want to try some innovative strategies to avoid spending more than your budget? Want to reduce the amount of heavy renewal work falling right at fiscal close? Attend this presentation to learn techniques on all of that and more!
The speaker will use commonly collected data to show how to combine and visualize metrics to help make a library’s case for requesting reductions in pricing, adjusting service fees, and asking for changes to subscription periods to balance out the renewal workload. Attendees will learn which data to analyze and combine as it relates to pricing negotiations along with the steps involved to make that data come alive in Excel graphs and charts. Alternate data visualization products will also be discussed. The data visualization techniques, not outcomes, will be the focus of this presentation with the goal of attendees taking back which techniques might be worthwhile endeavors at their own institutions. Attendees will also learn about negotiation strategies and internal and external considerations when preparing to negotiate.
Growing an awareness of negotiation techniques and factors in play both inside and outside the library will help librarians make their cases for equitable pricing and models for library resources. The data visualization techniques shown in this presentation will serve as a stepping-off point for any librarian who wishes to use honesty, directness, and real-world scenarios to negotiate pricing for content and other library expenditures.
Beyond COUNTER Compliant: Ways to Assess E-Resources Reporting Tools

The need to continually evaluate electronic resources should not limited to a metric for how resources perform. The reporting tools that monitor and collect e-resource usage need to have their performance evaluated as well. This presentation will cover how vendor-provided systems -- designed to aid in the decision making process of the e-resources lifecycle -- can be assessed for reporting accuracy. Following this session, participants will have an understanding of what data points to review when assessing vendor-provided usage statistic tools, and will have a method to begin evaluating their own systems. In summer 2015, Yale Library brought up ProQuest’s 360 COUNTER Data Retrieval Service (DRS), a service in which COUNTER-compliant usage statistics are uploaded, archived, and normalized into consolidated reports twice per year. To date 360 COUNTER has freed up a significant amount of time for Yale's E-Resources Group, allowing for staff resources to be allocated elsewhere in the e-resources lifecycle. This extra staff time also allowed time to “kick the tires” of the system, which resulted in an assessment workflow using Microsoft Excel to compare how raw COUNTER data uploaded to the system was affected by title normalization in the knowledgebase. This assessment workflow helped to identify the volume of data available in the system, and also gave clarity to how the 360 COUNTER system works and what steps need to be taken–by both ProQuest and Yale Library–to improve reporting accuracy. Please note that this presentation will touch on issues found within the system, and how ProQuest worked with Yale to identify the source through title normalization decisions, and correct errors when possible. The primary purpose is to bring awareness for the need of reporting tool assessment, which can be applied to any assessment tool, not just 360 COUNTER.

This document summarizes the research of Ludo Waltman on the field of research on research. It discusses algorithms and tools developed by Waltman's group like the Louvain and Leiden algorithms for community detection in networks. It also summarizes Waltman's work analyzing the landscape of science through Dimensions data and identifying the subset of publications focused on research on research. Pairwise comparisons reveal millions of citations that are unique to each source. The causes of discrepancies include reference inaccuracies, versioning issues, and different matching algorithms. Examples demonstrate problems caused by group authors and supplements in Web of Science.

This document discusses using library circulation data to surface underused "long tail" library materials through search. Specifically:
1) Circulation data from research libraries could be aggregated to power discovery tools that recommend related materials based on usage, helping researchers find relevant sources in unique collections.
2) An initial pilot would test this approach using data from the John Rylands University Library to examine relationships between borrowing frequency and relevance.
3) Broader adoption could surface hidden collections, provide new discovery routes based on context over classification, and enable serendipitous research - but issues around data integration, ownership, and sustainability would need addressing.

Presentation at the 18th International Conference of the International Society for Scientometrics and Informetrics, July 12-15, 2021.
Several initiatives have been taken to promote the openly availability of bibliographic metadata of scholarly publications in Crossref. We present an up-to-date overview of the availability of six metadata elements in Crossref: reference lists, abstracts, ORCIDs, author affiliations, funding information, and license information. Our analysis shows that the availability of these metadata elements has improved over time. However, it also shows that many publishers need to make additional efforts to realize full openness of bibliographic metadata. To illustrate the value of open metadata, we use the metadata in Crossref to construct and visualize a large citation network of scholarly journals.

Key points include that open citations improve transparency and reproducibility in research evaluation and scientometrics. I4OC is working with Crossref to make citation metadata openly available, though large publishers like Elsevier still do not support open citations. Countries like Sweden and the Netherlands have taken a leading role in supporting open citations through signing an open letter in support of I4OC.
The quick & the dirty harker -kizhakkethil
Given the decreasing budgets for collections at many libraries, librarians are looking at abstracting and indexing (A&I) resources and full-text databases with a more skeptic eye. In addition to traditional evaluation measures, such as costs, usage and faculty input, we looked at the overlap of indexing and/or full-text coverage. Those who have conducted such overlap studies have approached it at either the journal or article level. Article-level overlap studies demonstrate coverage of selected articles in the databases under study. Conversely, journal-level studies examine the extent of indexing of journals among the selected databases. Both methods are very time-consuming and require extensive resources. A simplification of the journal-level method is to compare lists of journals indexed. Two tools, Cufts and JISC's Academic Database Assessment Tool (ADAT) are very useful for this purpose, but do not include all databases. Many databases need to be manually collected. This presentation will describe the background to such a project, the specific tools and procedures used, how the results were used to address budget reductions, and the limitations of the results. Members of the audience will be able to consider using this method for evaluating their own abstract and index databases for budgetary purposes.

Collections metrics have always been an important component of effectively managing libraries. But today they are more important than ever before as user-focused libraries and information centers attempt to adjust their collections to current and future library user needs. Frequently this requires sharp turns, smart traffic control, and even drafting behind other libraries who might be in the lead at any given stretch in order to achieve ultimate success. In this presentation, perspectives from a corporate library context and a liberal arts college library will be presented. What are the key metrics today vs. five years ago? What factors are at work that create changes in metrics value over time? What changes might we expect to see in the future? These and other questions will be addressed.

Resources for college libraries what do the numbers mean
Sue Beidler from Lycoming College discusses how the college uses Resources for College Libraries (RCL) and Bowker's Book Analysis System (BBAS) to analyze its collection. Lycoming has a collection of around 155,000 volumes and uses RCL and BBAS to evaluate gifts, aid in weeding decisions, assess collection strengths/weaknesses by discipline, and track changes in holdings over time. While useful, the analyses can only be compared to the current RCL database and exported statistics cannot be manipulated. Beidler discusses how comparison data from similar size/type libraries could provide additional context for the numbers.

I4OC is working with Crossref to make citation metadata openly available, though large publishers like Elsevier still do not support open citations. Countries like Sweden and the Netherlands have taken a leading role in supporting open citations through signing an open letter in support of I4OC.
The quick & the dirty harker -kizhakkethil
Given the decreasing budgets for collections at many libraries, librarians are looking at abstracting and indexing (A&I) resources and full-text databases with a more skeptic eye. In addition to traditional evaluation measures, such as costs, usage and faculty input, we looked at the overlap of indexing and/or full-text coverage. Those who have conducted such overlap studies have approached it at either the journal or article level. Article-level overlap studies demonstrate coverage of selected articles in the databases under study. Conversely, journal-level studies examine the extent of indexing of journals among the selected databases. Both methods are very time-consuming and require extensive resources. A simplification of the journal-level method is to compare lists of journals indexed. Two tools, Cufts and JISC's Academic Database Assessment Tool (ADAT) are very useful for this purpose, but do not include all databases. Many databases need to be manually collected. This presentation will describe the background to such a project, the specific tools and procedures used, how the results were used to address budget reductions, and the limitations of the results. Members of the audience will be able to consider using this method for evaluating their own abstract and index databases for budgetary purposes.

Collections metrics have always been an important component of effectively managing libraries. But today they are more important than ever before as user-focused libraries and information centers attempt to adjust their collections to current and future library user needs. Frequently this requires sharp turns, smart traffic control, and even drafting behind other libraries who might be in the lead at any given stretch in order to achieve ultimate success. In this presentation, perspectives from a corporate library context and a liberal arts college library will be presented. What are the key metrics today vs. five years ago? What factors are at work that create changes in metrics value over time? What changes might we expect to see in the future? These and other questions will be addressed.

Sue Beidler from Lycoming College discusses how the college uses Resources for College Libraries (RCL) and Bowker's Book Analysis System (BBAS) to analyze its collection. Lycoming has a collection of around 155,000 volumes and uses RCL and BBAS to evaluate gifts, aid in weeding decisions, assess collection strengths/weaknesses by discipline, and track changes in holdings over time. While useful, the analyses can only be compared to the current RCL database and exported statistics cannot be manipulated. Beidler discusses how comparison data from similar size/type libraries could provide additional context for the numbers.

It is not new to say that the scholarly communication system is sick. One way to put it is that the publishers have built a paywall around the papers written by our faculty and make us librarians pay for it.
For years, Open Access via the green and gold route have been touted as a joint solution. To this end, as academic librarians, we focused on building institutional repositories and getting open access mandates. However, recently, many prominent members of the open access community have begun to express doubts about the viability of institutional repositories as a solution given the lack of success.
Some, like Stevan Harnad self-dubbed “Open Access Archivangelist” for Green Open access, claim to have given up, while others, like Eric Van de Velde, suggest that we rethink other ways to accomplish Green Open access beyond just institutional repositories. In this webinar, we will summarise all the arguments and attempt to give a librarian’s point of view about the future of IRs.Institutional Repositories

The confluence of various technologies and Open Access (OA) initiatives make it easy to share research outputs via social media and assess the reach and impact of dissemination. The Library at Leeds Beckett utilises LibGuides as our CMS and supports the institutional research management infrastructure comprising Symplectic Elements and EPrints, and we have developed a dedicated series of LibGuides around selected themes comprising a range of relevant information and including institutional research outputs. For World Diabetes Day, for example, we curated a collection of research outputs and utilised the Elements API to display a date ordered list of citations including, where available, links to author versions, self-archived and openly accessible in EPrints alongside an embedded Twitter feed from @WDD, the Official Twitter account of the campaign from the International Diabetes Federation. The page was disseminated via Twitter from accounts operated by the Library, @BeckettLibrary and @BeckettResearch, including targeted tweets to @WDD and individual academics. With over 4,500 and 1,500 followers respectively these accounts are well subscribed and received several "retweets". The guide, whilst highlighting and strengthening the role of the library as a tool for researchers, was also an advocacy tool to engage academics in OA. This paper will explore the context and technology of this initiative and present data from Twitter analytics and so called "altmetrics" as a means of visualising how research is shared and disseminated online and which are potential indicators of impact beyond the traditional readership of scholarly material, especially in conjunction with OA.
