This document discusses trends in higher education such as the rise of open educational resources and e-textbooks. It notes that students are increasingly viewed as consumers, and their experience with educational technologies should mirror consumer technologies. Platforms are presented as a solution to connect students with learning materials. The merging of library and educational technologies is expected to better integrate resources like reading lists and e-textbooks. Aligning resources to courses and disaggregating content are seen as ways to improve the student experience.

Open education has been gaining visibility and momentum as part of open government initiatives — from open licensing of publicly-funded educational materials, to transparency in education funding, to leveraging open technologies and practices to increase the efficiency and efficacy of instruction. One important avenue for advancing these conversations is the Open Government Partnership (OGP), a multilateral initiative of more than 60 countries through which national governments make commitments to being more open, accountable and responsive to citizens. At least three countries involved in OGP have specifically adopted commitments to open education in their open government plans, the United States, Slovakia, and Spain, and numerous others are considering moving in this direction through an informal working group formed during the 2015 OGP Summit. Leading examples of OGP commitments in education include three international OER pilot programs run by the U.S. Department of State, and an initiative in the Slovak government to develop a procurement process for openly licensed educational resources. Alongside OGP, open education has also emerged in other international policy conversations, including the United Nations 2030 Sustainable Development Goals. This lightning talk will explore the connection between open education and open government, and opportunities for civil society members and government officials alike at the local, national and international levels.

The cost of college textbooks has grown to a point that virtually every campus is now seeking solutions. While many colleges and universities have successfully reduced costs through stop-gap measures such as rental programs and textbook reserves, the greatest potential for permanently solving the problem lies in Open Educational Resources (OER), which are academic materials that are freely available online for everyone to use, adapt, and share. Institutions across the country have begun to leverage OER to reduce textbook costs, expand access to information, and enable faculty to better tailor materials to their courses. This talk will provide an overview of the OER movement to date, how it is playing out on campus, and research showing the impact on students. It will also help frame opportunities in the open, digital environment to improve teaching, learning and research for the advancement of society.

This talk addresses a significant gap in researcher training. The ‘craft’ of the research process encompasses the skills and knowledge beyond discipline specificity and despite being an essential aspect of research success is not addressed in a systematic and strategic way across the sector. Often the responsibility for this type of training falls on the shoulders of librarians - but who is responsible for training the trainers?
Without an agreed curriculum of what skills and knowledge should be included in this type of researcher training, it is very difficult to develop training programs. And if libraries are at least partly responsible for providing this training, it is difficult to identify the skills to recruit for in our staff.
The number of advertised library positions directly associated with scholarly communication has exponentially increased in the US and UK over the past decade. However, in Australia, until very recently many of these skills were not acknowledged as an essential part of librarianship by ALIA. A recent study of Australasian librarians indicated that scholarly communication skills are primarily obtained through self-directed learning. The oversubscription to the recent OA101 course from OA Australasia speaks to the huge need.
We need to strategically identify what should be teaching our emerging researchers ‘beyond their discipline’. In doing so we can also identify the skills and knowledge our library community should possess to ensure we are able to meet these needs and future-proof the profession.
This issue reaches beyond the library, and is an opportunity to engage with colleagues in the research office and bind the cords of community groups such as AIMOS, ANZORN and OA Australasia. We cannot enable a modern curriculum until we identify one, and this poses an opportunity for libraries to lead our sector towards a more strategic coherent and successful future.

Explores how library collections have been, are and will be built in the context of changing information-seeking behavior, changes in the nature of collections, the social web, and new enabling technology.
Although library collaboration is common and many libraries collaborate through many organizations, it is a relatively unexamined aspect of library work. Many descriptions exist, but little from the point of view of organization and motivation. We will present a framework for thinking about library collaboration and draw out some of the challenges successful collaborations face. We will also consider how collaboration is evolving and how trends may be accelerated. We will emphasize that collaboration is a set of strategic and tactical choices, that it is very influenced by people and politics, and that collective action poses problems.
These dynamics are very much alive in questions around collective collections. We will look at collections as an example of the consolidation vs autonomy dynamic we observe in consortia generally. We also try and provide some guidance about how a collective collections initiative would be shaped – to identify points where decisions and commitments need to be made. We consider retrospective collection coordination (digitization, resource sharing, shared print) which currently tends to be layered over relatively autonomously developed collections, optimized at the institutional level, and prospective collection development (where libraries work together to optimize at the system level through collaborative collection development, licensing and so on). We consider some different dynamics with licensed and purchased materials, as well as institutionally created materials (research outputs, …).
