THE CALL
The new intra-EU job mobility scheme called “Reactivate” is a preparatory action.
The scheme aims to support unemployed citizens in the 35+ age group, including long-term
unemployed, to help them finding a job, traineeship or apprenticeship with at least 6 month
duration in another Member State.
The objective of the call is to support the development of actions under the “Reactivate” scheme
for the placement of EU citizens over 35 years in jobs, traineeships or apprenticeships in an EU
country other than their country of residence.
• The actions are targeted to citizens in a vulnerable situation in the labour market, such
as unemployed people.The action supported by the projects shall
– deliver a comprehensive, tailor-made package of mobility services, combining customized activation
measures with direct financial support to both the target group of EU citizens over 35 years of age and
employers (in particular SME’s);
– include at least information and assistance with offers and vacancies, matching these with candidates
and the preparation of the placement /recruitment in a number of Member States involving jobs,
apprenticeships and/or traineeships;
– provide one or more items of direct financial support to both the target group of EU citizens over 35
years of age and employers (in particular SME’s).

MAIN PRINCIPLES
• Universal Access. Any eligible individual should be able to
contact a Reactivate advisers and receive services called core
services, to assist in making decisions about what career to pursue
and in the actual job search or about recruitment process
• Streamlining services. Employment and training programs for all
people should be brought together, and be easily accessible via
online Reactivate Jobcentre .
• Increased accountability.The Reactivate system is being
evaluated based on how many people get jobs and the satisfaction
of the customers.
• Empowering individuals. Customers should be given more
information about services in order to make informed choices and
have more control of their services
REACTIVATE
ONLINE JOB AND CAREER CENTRE
• Reactivate project is that job seekers and job changers need more tailored information and support, especially in regards to securing
employment.
• The online job and career centre is a key resource for jobseekers, job changers and employers to obtaining information on jobs,
employers, career services, workshops, events, programs, employer information sessions, and other topics of interest
• It is also a hub for support and advice; the site features lots of true stories about people with Reactivate experience, creating a strong
sense of community and inclusion.
• The site provides accessible tools and resources, to help jobseekers and job changers succeed, alongside training, assessment tools and
videos.
• A crowdsourcing approach will be used to reuse open source tools, and materials in a connected way supporting open innovation and
co-creation and facilitating seamlessly connection with the right competences and resources.
• The Reactivate advisers will support employer in job posting, screening, shortlisting, interviewing, training suitable candidates.
• Designed to work on smart phones and tablets.

– Vacancy builder - Easy job, apprenticeships, traineeships posting; the job profile can be enriched with a company profile, to help companies
better reach their target.
– Applications storage - Application can be received and stored directly on the portal
– Applications and interviews management - Employers can create and manage their own applications’ database, schedule interviews, access to
shortlisting service, etc.
– Recruitment and Placement of Pre-screened Candidates - Reactivate advisers assist employers to identify their staffing skills requirements
and then match the position and workplace requirements to participants' skills, capabilities, interests and experience. Reactivate also offers
support with on-the-job training development plans
