Key Accomplishments before being a Member of Parliament:
• As DGP, Rajasthan, was a Member of Police Medal Committee of Home Ministry, Govt. of India for award of various police medals for
contribution & achievements in the functioning of police.
• Remained Director General Police (Police Chief), Rajasthan from 2009 to 2013 which is a record so far
• An independent Police University (Sardar Patel Police University, 2012), was set to study the challenges of modern day policing and meet the needs
to professionalize police working.
• Set up an Independent Training Institute for imparting dedicated/specialized training to Rajasthan Police Intelligence Branch, at Jaipur in 2013.
• A dedicated Commando Training Institute was set up at Jodhpur to meet the challenges of modern day terrorism in 2013.
• Introduced new transparent process of recruitment of Police Constables in Rajasthan which was completely computerized and monitored online.
This process has been replicated by many services as a best case practice.

CENTRAL SCHEMES &
PRIVATE SECTOR
KEY INITIATIVE 1 : ESTABLISHING CENTERAL SCHOOLS
Context: Despite being located very near to the state capital, Dausa is backward in many aspect. Education is one such area. Dausa
has been a separate district since 1991 but it didn’t have any central schools ( Kendriya Vidyalayas). Hence, people in Dausa had very
limited access to educational institutions of higher standards till 2014.
Initiative: The Hon’ble Member of Parliament ( MP ) himself raised the matter with the then
Minister of Human Resource Development, Shri Smriti Irani in 2014. After his personal
intervention, the ministry fast tracked the process of setting up central schools for Dausa.
One Central School is already functional in Dausa with 285 students and 14 staff members.
Another central school has been sanctioned in Bandikui and will be functional in the academic
session of 2018.
KEY INITIATIVE 2 : ESTABLISHING PMKK
Context: As per census of 2011, 41 % males and 13 % females from Dausa seek employment in sectors other than cultivation, labor
and house-hold service. As only a fraction of the population gets selected in government service, there is a big need for jobs in the
private sector. However, there is a mismatch between the demand and supply. This is primarily due to the skill deficit.
Initiative: The Hon’ble Member of Parliament through his initiative got a Pradhan Mantri Kaushal Kendra ( PMKK ) opened in
Dausa through the consultative committee on Skill Development. Only 31 PMKKs have opened in the country and Dausa is one of
the few districts to have them. Also, the PMKK in Dausa is the only one in India that has opened at a Gram Panchayat level.
Hence, it has a higher outreach in the rural areas. This PMKK is also one of the highest performing PMKKs in the country, where
students have already signed up for the courses in advance. Following are the key updates from the PMKK.
Total Enrollment: 401 students
Course Completed: 150 students
Students employed through placements: 75
5 courses available: Asst. Electrician, Filter Fabrication, Filter
Electrical Assembly, Animal Health worker, Security Guard.
All Students are also trained in digital and financial literacy. The
courses are completely free. The remuneration of students being
placed is above minimum entry wage prescribed by the state. Some
students also get entry level wage upto Rs 15,000.
KEY INITIATIVE 3 : DELIVERY OF HIGH-DEMAND INFRA. PROJECTS
Context:
1. There were 3 rail-road cross section in Bassi, Bhankari and Dhauli Gumti which were a
big cause of inconvenience for road travelers. The average waiting time for letting the
trains pass was 30 mins to 1 hour. Citizens around the area raised high concerns
especially regarding the adverse effect on such waiting during medical emergencies.
2. From Bandikui tri-junction in Dausa there were very limited train options for Delhi in
the evenings. Only 1 train was available for travel to Delhi after 6 pm and that too only 3
days a week. There was a high demand for an evening train that went regularly.
3. With increase of inter-village connectivity and availability of motorized vehicles, there
is an ever growing demand for increasing the network of roads.
Initiative: Following interventions were made through the efforts of the Member
of Parliament
1. 3 Over-bridges are being constructed in Bassi, Bhankari and Dhauli Gumti which
will facilitate smooth transportation above railway lines. Hence, reducing the
traveling time drastically.
2. Stoppage of Shatabaddi express in bandikui railway junction
3. Through Pradhan Mantri Gram Sadak Yojana 117.54 Kms of roads have been
constructed with an investment of 147 crores.
KEY INITATIVE 4 : SANCTIONING CFC & SANDSTONE CLUSTER
Context: For the villages in Dausa-Sikandra belt falling on Jaipur-Agra National Highway, the main activity relates to sawing, cutting,
and polishing of 3 varieties of sandstones namely Banshi Pink, Dholpur Beige and Agra-Red varieties. They also manufacture value
added products, landscaping and various temple parts. These three deposits are unique in India and all the three varieties are fine
grain and are supplied by units located mostly in Sikandra and some in Dausa. No stone cluster exists in the Dausa-Sikandra belt at
present. Four lane Jaipur-Agra road is in excellent condition. Most of the tourists coming and going to Agra/Jaipur/Ajmer stop on
the highway to purchase artefacts made of sandstone by local artisans kept on road side. While there is a strong need for setting up a
cluster for providing land to local artisans to set up their own artifact manufacturing units, it is also felt necessary that a Common
Facility Centre (CFC) may also be set up so that operations which are not presently performed in units can be carried out in CFC.
Intervention: Through the efforts of Hon’ble MP from Dausa the government of India has sanctioned a
sandstone cluster with a CFC between Dausa-Sikandra. Following will be the activities done in the cluster:
• Provide small plots of say 100 sqm. 200 sqm.300 sqm. or 500 sqm. to individual local artisans free of charge.
• Special machines would be installed in the CFC so that it extends a helping hand to the artisans.
• Some of the special machines shall also be installed in CFC so that special artefacts may be prepared.
• A show-room shall be developed along with facility area and a restaurant where passers-by who go through by
car/bus may stop and visit the show-room and buy artefacts.
• There will be facility of providing necessary packing and forwarding services to Indian and foreign tourists
for purchased artefacts.
• Different courses on stone sculpting, machines for stone craft, stone enterprise development, making of
mosaics, operation of block cutters, safety in operation of machines, reduction in air-pollution from cutting
operations etc. shall also be conducted.
• Through Rashtriya Madhyamik Shiksha Abhiyan ( RMSA ), construction of 407 rooms in 85 schools
• Through Deen Dayal Gram Jyoti Yojana 2090 transformers of 16 k.v.a got installed in 682 villages
and 1606 Dhanis
• Constructing roads worth 6.5 crores through central reserve fund and ”Gaurav Path "scheme in the
Manpur Cross Street, Hingwa, Bhandeda, Tikriya, Karodi, Nandari, NH 11 to Lavan, Gandsala, NH
11 to Sikrai, Lingwa & Dubbi to Pilwa.
• Organsing UBER Camp aimed at providing avenues to people interested in becoming entrepreneurs
by partnering with UBER and providing transportation service.
• Got the Sarpanch of Didwana awarded for making his panchayat ”Open Defecation Free "by
UNICEF at Rajasthan Legislators Meet on Sanitation and Nutrition in 2015.
OTHER SIGNIFICANT INITIATIVES
FACILITATING GRIEVANCE
REDRESSAL AT DISTRICT
LEVEL
Following are the different ways through which Hon’ble MP receives grievances of pubic and facilitates their
redressal:
• Gram Sabhas: During the days when the parliament is closed, the MP visits different villages of his
constituency every 10-12 days in a month. Village meetings are organized after the main event. Either
people submit their application or the ones with verbal griviences are requested to visit the MP’s office.
• Office Meetings: During the days when the parliament is closed, the MP sits in his office for 12 -14 days
per month. Per day, about 40 – 80 people visit the MP office with their grievances. Mostly, the redressal is
facilitated by the MP by contacting the responsible government official and sending the concerns citizens
to them. The MP issues request/ desire letters as well. On an average, 30 letters are issued on an ordinary
office day.
• Meetings during parliament session: To solve large level issues, the MP facilitates the meeting of
delegations from the district with the concerned cabinet/ union minister. These meetings are held in the
office of the Ministers in the Indian parliament.
• Ratri Chaupal: Occasionally, locations are selected and late night panchayat level gatherings are organized.
Here government representatives of various departments are present and citizens raise their issues one by
one. Consensus is built through the facilitation of the MP and hence, feasible action plans are decided. So
far 4 Ratri Chaupals have been organized.
SYSTEM OF GRIVIENCE REDRESSAL THROUGH THE MP

THE MP’S KEY AGENDA FOR

RATIONALE
There is wide consensus over the fact that education is one of the best
means to ensure better quality of life and proper avenues of
employment. As per ASER report, more than half children a in Class V
of rural India can’t read a Class II level text and only 43.2 % Class VIII
students in rural India can divide a three-digit number by a single-digit.
Such statistics have only worsened in the past few years. Hence, it evident
that India is struggling to provide good education to its citizens.
Mr Meena personally comes from a rural background. He was born and
brought up in a village called Bamanwas. However, his village had some
local role models back then. These people had qualified prestigious
government examinations. Such examples inspired many from his village
to excel in education and get highly respectable jobs. Mr Harish Meena
himself is from the Indian Police Service cadre. It is only through
education that he could achieve such a feat. Hence, he strongly believes
that education has a great potential to transform individuals, enable them
to support others and develop them as nation builders.
EFFORTS TO MAKE EDUCATION AS THE COMMUNITY’S 1ST PRIORITY
1. Most public meetings organized by Mr Meena are held inside a school.*
2. The maximum share of MPLAD has been invested in education. More than 6
crores have been invested in education which make up 63 % of the MPLAD
funds invested.
3. He has proactively got the central government to invest on educational
development in the district. This includes establishing central schools and
investment on infrastructure development by RMSA.
4. In all his speeches Mr Meena speaks about the significance on education.
5. The MP has launched his own flagship program on girl child development.

GIRL CHILD DEVELOPMENT
PROGRAM
A FLAGSHIP PROGRAM BY HON’BLE MEMBER OF
PARLIAMENT,
DAUSA
According to 4th National Family Health Survey, 30.8 % women in rural Dausa are malnourished, which is statistically 7.9 %
higher than the national average. The survey also shows that only 22.9 % women in rural Dausa complete 10 or more years of
schooling, which is statistically 12.8 % lower than the national average. Hence, such an abysmal state of women education, health
and nutrition in the district calls for some determined action. It's my endeavour to contribute strongly in this area and create an
environment that mobilizes numerous stakeholders to act. While most of my public discussions and local area development fund is
targeted towards education, I have decided to put a focused effort in the area of girl child development. Hence, I have initiated my
own flagship program which aims to holistically impact more than 1000 girls and their families from across the district.
We will set well-defined goals, engage numerous stakeholders and qualitatively develop government girls’ schools so as to make the
impact sustainable. Through such an initiative, we humbly hope to transform the living standards of thousands of families in Dausa
and bring such pressing issues of human development at the forefront of the popular public discourse.
MESSAGE FROM THE HON’BLE MP

The program aims to holistically impact a girl child's education, health, and nutrition while sensitizing their families on their
welfare.
Under the program, the Hon’ble Member of Parliament would be selecting Government Senior Secondary Girls School from
different blocks of the district. In the 1st phase, we will select 4 schools from 4 blocks respectively. Through 4 schools we will
be able to impact more than 1000 girls and their families. By developing these institutions as education hubs we aim to
create sustainable impact in education, health and nutrition.
This program is aligned to the National Nutrition Strategy launched by NITI Ayog.
In the phase 1 of the program ( 1st 60 days ), following activities would be initiated:
1. A fund of 15 lakhs would be released for initial infrastructural development and resource acquirement. Based on its
progress, a school can get upto Rs. 1 crore by the last phase.
2. A rural bilingual debating conclave would be organized in Dausa.
3. Additional volunteers and teachers would be appointed to start remedial educational classes for 10th class girls.
4. Health cards would be made of all the students.

BIO Key Accomplishments before being a Member of Parliament: • As DGP, Rajasthan, was a Member of Police Medal Committee of Home Ministry, Govt. of India for award of various police medals for contribution & achievements in the functioning of police. • Remained Director General Police (Police Chief), Rajasthan from 2009 to 2013 which is a record so far • An independent Police University (Sardar Patel Police University, 2012), was set to study the challenges of modern day policing and meet the needs to professionalize police working. • Set up an Independent Training Institute for imparting dedicated/specialized training to Rajasthan Police Intelligence Branch, at Jaipur in 2013. • A dedicated Commando Training Institute was set up at Jodhpur to meet the challenges of modern day terrorism in 2013. • Introduced new transparent process of recruitment of Police Constables in Rajasthan which was completely computerized and monitored online. This process has been replicated by many services as a best case practice.   • 8. WORK DONE THROUGH CENTRAL SCHEMES & PRIVATE SECTOR
  • 9. KEY INITIATIVE 1 : ESTABLISHING CENTERAL SCHOOLS Context: Despite being located very near to the state capital, Dausa is backward in many aspect. Education is one such area. Dausa has been a separate district since 1991 but it didn’t have any central schools ( Kendriya Vidyalayas). Hence, people in Dausa had very limited access to educational institutions of higher standards till 2014. Initiative: The Hon’ble Member of Parliament ( MP ) himself raised the matter with the then Minister of Human Resource Development, Shri Smriti Irani in 2014. After his personal intervention, the ministry fast tracked the process of setting up central schools for Dausa. One Central School is already functional in Dausa with 285 students and 14 staff members. Another central school has been sanctioned in Bandikui and will be functional in the academic session of 2018.
  • 10. KEY INITIATIVE 2 : ESTABLISHING PMKK Context: As per census of 2011, 41 % males and 13 % females from Dausa seek employment in sectors other than cultivation, labor and house-hold service. As only a fraction of the population gets selected in government service, there is a big need for jobs in the private sector. However, there is a mismatch between the demand and supply. This is primarily due to the skill deficit. Initiative: The Hon’ble Member of Parliament through his initiative got a Pradhan Mantri Kaushal Kendra ( PMKK ) opened in Dausa through the consultative committee on Skill Development. Only 31 PMKKs have opened in the country and Dausa is one of the few districts to have them. Also, the PMKK in Dausa is the only one in India that has opened at a Gram Panchayat level. Hence, it has a higher outreach in the rural areas. This PMKK is also one of the highest performing PMKKs in the country, where students have already signed up for the courses in advance. Following are the key updates from the PMKK. Total Enrollment: 401 students Course Completed: 150 students Students employed through placements: 75 5 courses available: Asst. Electrician, Filter Fabrication, Filter Electrical Assembly, Animal Health worker, Security Guard. All Students are also trained in digital and financial literacy. The courses are completely free. The remuneration of students being placed is above minimum entry wage prescribed by the state. Some students also get entry level wage upto Rs 15,000.
  • 11. KEY INITIATIVE 3 : DELIVERY OF HIGH-DEMAND INFRA. PROJECTS Context: 1. There were 3 rail-road cross section in Bassi, Bhankari and Dhauli Gumti which were a big cause of inconvenience for road travelers. The average waiting time for letting the trains pass was 30 mins to 1 hour. Citizens around the area raised high concerns especially regarding the adverse effect on such waiting during medical emergencies. 2. From Bandikui tri-junction in Dausa there were very limited train options for Delhi in the evenings. Only 1 train was available for travel to Delhi after 6 pm and that too only 3 days a week. There was a high demand for an evening train that went regularly. 3. With increase of inter-village connectivity and availability of motorized vehicles, there is an ever growing demand for increasing the network of roads. Initiative: Following interventions were made through the efforts of the Member of Parliament 1. 3 Over-bridges are being constructed in Bassi, Bhankari and Dhauli Gumti which will facilitate smooth transportation above railway lines. Hence, reducing the traveling time drastically. 2. Stoppage of Shatabaddi express in bandikui railway junction 3. Through Pradhan Mantri Gram Sadak Yojana 117.54 Kms of roads have been constructed with an investment of 147 crores.

KEY INITATIVE 4 : SANCTIONING CFC & SANDSTONE CLUSTER Context: For the villages in Dausa-Sikandra belt falling on Jaipur-Agra National Highway, the main activity relates to sawing, cutting, and polishing of 3 varieties of sandstones namely Banshi Pink, Dholpur Beige and Agra-Red varieties. They also manufacture value added products, landscaping and various temple parts. These three deposits are unique in India and all the three varieties are fine grain and are supplied by units located mostly in Sikandra and some in Dausa. No stone cluster exists in the Dausa-Sikandra belt at present. Four lane Jaipur-Agra road is in excellent condition. Most of the tourists coming and going to Agra/Jaipur/Ajmer stop on the highway to purchase artefacts made of sandstone by local artisans kept on road side. While there is a strong need for setting up a cluster for providing land to local artisans to set up their own artifact manufacturing units, it is also felt necessary that a Common Facility Centre (CFC) may also be set up so that operations which are not presently performed in units can be carried out in CFC. Intervention: Through the efforts of Hon’ble MP from Dausa the government of India has sanctioned a sandstone cluster with a CFC between Dausa-Sikandra. Following will be the activities done in the cluster: • Provide small plots of say 100 sqm. 200 sqm.300 sqm. or 500 sqm. to individual local artisans free of charge. • Special machines would be installed in the CFC so that it extends a helping hand to the artisans. • Some of the special machines shall also be installed in CFC so that special artefacts may be prepared. • A show-room shall be developed along with facility area and a restaurant where passers-by who go through by car/bus may stop and visit the show-room and buy artefacts. • There will be facility of providing necessary packing and forwarding services to Indian and foreign tourists for purchased artefacts. • Different courses on stone sculpting, machines for stone craft, stone enterprise development, making of mosaics, operation of block cutters, safety in operation of machines, reduction in air-pollution from cutting operations etc. shall also be conducted.
  • 13. • Through Rashtriya Madhyamik Shiksha Abhiyan ( RMSA ), construction of 407 rooms in 85 schools • Through Deen Dayal Gram Jyoti Yojana 2090 transformers of 16 k.v.a got installed in 682 villages and 1606 Dhanis • Constructing roads worth 6.5 crores through central reserve fund and ”Gaurav Path "scheme in the Manpur Cross Street, Hingwa, Bhandeda, Tikriya, Karodi, Nandari, NH 11 to Lavan, Gandsala, NH 11 to Sikrai, Lingwa & Dubbi to Pilwa. • Organsing UBER Camp aimed at providing avenues to people interested in becoming entrepreneurs by partnering with UBER and providing transportation service. • Got the Sarpanch of Didwana awarded for making his panchayat ”Open Defecation Free "by UNICEF at Rajasthan Legislators Meet on Sanitation and Nutrition in 2015. OTHER SIGNIFICANT INITIATIVES

Following are the different ways through which Hon’ble MP receives grievances of pubic and facilitates their redressal: • Gram Sabhas: During the days when the parliament is closed, the MP visits different villages of his constituency every 10-12 days in a month. Village meetings are organized after the main event. Either people submit their application or the ones with verbal griviences are requested to visit the MP’s office. • Office Meetings: During the days when the parliament is closed, the MP sits in his office for 12 -14 days per month. Per day, about 40 – 80 people visit the MP office with their grievances. Mostly, the redressal is facilitated by the MP by contacting the responsible government official and sending the concerns citizens to them. The MP issues request/ desire letters as well. On an average, 30 letters are issued on an ordinary office day. • Meetings during parliament session: To solve large level issues, the MP facilitates the meeting of delegations from the district with the concerned cabinet/ union minister. These meetings are held in the office of the Ministers in the Indian parliament. • Ratri Chaupal: Occasionally, locations are selected and late night panchayat level gatherings are organized. Here government representatives of various departments are present and citizens raise their issues one by one. Consensus is built through the facilitation of the MP and hence, feasible action plans are decided. So far 4 Ratri Chaupals have been organized. SYSTEM OF GRIVIENCE REDRESSAL THROUGH THE MP
  • 16. EDUCATION THE MP’S KEY AGENDA FOR CONSTIUENCY DEVELOPMENT
  • 17. RATIONALE There is wide consensus over the fact that education is one of the best means to ensure better quality of life and proper avenues of employment. As per ASER report, more than half children a in Class V of rural India can’t read a Class II level text and only 43.2 % Class VIII students in rural India can divide a three-digit number by a single-digit. Such statistics have only worsened in the past few years. Hence, it evident that India is struggling to provide good education to its citizens. Mr Meena personally comes from a rural background. He was born and brought up in a village called Bamanwas. However, his village had some local role models back then. These people had qualified prestigious government examinations. Such examples inspired many from his village to excel in education and get highly respectable jobs. Mr Harish Meena himself is from the Indian Police Service cadre. It is only through education that he could achieve such a feat. Hence, he strongly believes that education has a great potential to transform individuals, enable them to support others and develop them as nation builders.
  • 18. EFFORTS TO MAKE EDUCATION AS THE COMMUNITY’S 1ST PRIORITY 1. Most public meetings organized by Mr Meena are held inside a school.* 2. The maximum share of MPLAD has been invested in education. More than 6 crores have been invested in education which make up 63 % of the MPLAD funds invested. 3. He has proactively got the central government to invest on educational development in the district. This includes establishing central schools and investment on infrastructure development by RMSA. 4. In all his speeches Mr Meena speaks about the significance on education. 5. The MP has launched his own flagship program on girl child development. *Only if the meetings are scheduled to be before 2 pm as the school closes after that.
  • 19. GIRL CHILD DEVELOPMENT PROGRAM A FLAGSHIP PROGRAM BY HON’BLE MEMBER OF PARLIAMENT, DAUSA
  • 20. According to 4th National Family Health Survey, 30.8 % women in rural Dausa are malnourished, which is statistically 7.9 % higher than the national average. The survey also shows that only 22.9 % women in rural Dausa complete 10 or more years of schooling, which is statistically 12.8 % lower than the national average. Hence, such an abysmal state of women education, health and nutrition in the district calls for some determined action. It's my endeavour to contribute strongly in this area and create an environment that mobilizes numerous stakeholders to act. While most of my public discussions and local area development fund is targeted towards education, I have decided to put a focused effort in the area of girl child development. Hence, I have initiated my own flagship program which aims to holistically impact more than 1000 girls and their families from across the district. We will set well-defined goals, engage numerous stakeholders and qualitatively develop government girls’ schools so as to make the impact sustainable. Through such an initiative, we humbly hope to transform the living standards of thousands of families in Dausa and bring such pressing issues of human development at the forefront of the popular public discourse.   • 21. The program aims to holistically impact a girl child's education, health, and nutrition while sensitizing their families on their welfare. Under the program, the Hon’ble Member of Parliament would be selecting Government Senior Secondary Girls School from different blocks of the district. In the 1st phase, we will select 4 schools from 4 blocks respectively. Through 4 schools we will be able to impact more than 1000 girls and their families. By developing these institutions as education hubs we aim to create sustainable impact in education, health and nutrition. This program is aligned to the National Nutrition Strategy launched by NITI Ayog. In the phase 1 of the program ( 1st 60 days ), following activities would be initiated: 1. A fund of 15 lakhs would be released for initial infrastructural development and resource acquirement. Based on its progress, a school can get upto Rs. 1 crore by the last phase. 2. A rural bilingual debating conclave would be organized in Dausa. 3. Additional volunteers and teachers would be appointed to start remedial educational classes for 10th class girls. 4.
