Edwin Chadwick s hard work produced a mass of evidence supporting public health reforms. In
1842 his report that was published ( Report on the Sanitary Conditions of the Labouring Population

would reduce the impact of cholera. However, the 1848 Act was not compulsory. Only 103 towns
set up local Boards of Health. Many more did not, and the National Board of Health, set up to
oversee reforms, was abolished after only six years in 1854.

membership increases, we would also expect women in roles of union leadership to also
increase. This is an important metric to examine, as there are several gender specific work
related issues that women would benefit from being prioritized. Women consistently see lower
wages for the same work, fewer promotion opportunities, and the added stress of childcare
responsibilities typically relegated to mothers. It is possible, therefore, that women look to
union leadership to account for these needs. It is also then likely that these needs are more
consistently prioritized by union leadership where women are adequately represented. There are

Statistics 2013 report, Women in the Labor Force, 76% of the labor force were mothers with
