It outlines two types of requirements that procuring authorities can set - conditions and criteria. Conditions must be met on a pass/fail basis, while criteria allow for evaluation on a scale. The document discusses how to balance conditions and criteria and provides examples of different types of criteria. It also summarizes the key legal obligations around disclosure, weighting, and application of criteria according to EU procurement directives. Finally, it provides strategies for selecting tenders, including minimizing costs, maximizing quality, and balancing price and quality. It discusses how to develop measurable and non-measurable criteria and score offers in an objective manner.

The document discusses the digitalization of public procurement in Portugal, highlighting it as a success case in Europe. It analyzes how e-procurement has been implemented in Portugal through the BASE portal, reducing bureaucracy and increasing transparency, competitiveness, and value for money according to surveys of public contracting authorities and economic operators. Going forward, further interoperability and flexibility from the new EU public procurement directives are needed to maximize the benefits of e-procurement.
The document discusses international cooperation on competition enforcement and policy. It notes that cooperation is essential for economic welfare benefits. Key questions addressed are how to advance cooperation given a changing global landscape, and where cooperation should go in the future. Cooperation should advance enforcement information exchange, procedural transparency, and policy standards. The OECD and ICN play a crucial role in creating frameworks and recommendations to strengthen bilateral, regional and multilateral cooperation. Industry supports cooperation and is willing to provide input to relevant international forums.
This document discusses the key requirements for independent and impartial review systems in public procurement according to EU directives and international agreements. It outlines that the remedies directives require that economic operators have access to clear, rapid, and effective review procedures of contracting authority decisions. Review bodies must be independent of contracting authorities, provide interim measures and set aside unlawful decisions. They must also order corrective actions like ineffectiveness of contracts, damages, or alternative penalties. International agreements also require independent review and interim suspension of procurement processes.

This document discusses establishing an independent review body for legal protection in public procurement. It recommends that countries develop a clear policy and legislative framework aligned with EU standards [1]. The institutional framework should enable effective implementation of procurement policy and law, with strong oversight bodies [2]. It also discusses Croatia's experience setting up its review body, noting challenges like limited budgets and staff, but also its proactive steps like education and developing case law [3]. Overall, it emphasizes the importance of transparency, education, and investing in human resources to ensure the successful operation of an independent procurement review system.

The Portuguese Public Procurement Case document discusses Portugal's national agency for public procurement (ANCP) and its efforts to implement e-procurement. It provides an overview of ANCP's mission to establish and manage Portugal's national public procurement system. It also describes ANCP's top priorities from 2008-2010, which included establishing framework agreements for common goods/services and developing an e-procurement technological model. The document outlines Portugal's mandatory use of e-procurement since 2009 and key results from 2010, the first year of mandatory e-procurement, including 75% of procurement conducted electronically. It concludes by discussing lessons learned and challenges in integrating procurement information and developing an end-to-end e-procurement system.
This document discusses e-procurement and provides details about its objectives, key stakeholders, technical architecture, new processes, governance issues, current status, issues and challenges, and best practices. The main points are:

It discusses that the CPO was established in 2010 to set up an effective central public procurement system. It started with up to 15 civil servants and now has 25 covering 20 procurement categories and serving over 550 clients. Key stakeholders impact the success of framework agreements and the CPO's internal organization has changed over time, engaging additional experts. Managing the procurement process requires cross-functional expert teams for each category. The CPO provides added value through template tender documents, technical consultations, and support for new clients. A SWOT analysis identifies strengths like resources and knowledge, but also weaknesses like lack of standards and IT,

The European Commission's priorities for public procurement focus on six key areas: wider use of strategic procurement, professionalizing public buyers, increasing access to procurement markets, improving transparency and integrity, boosting digital transformation, and cooperating to procure together. The goals are to guarantee competition, enable efficient use of public funds, and support societal goals. Recent developments include new green public procurement criteria, innovation procurement guidance, a competency framework for public buyers, and directives on e-procurement and whistleblowers. Guidance was also issued on third country access and quality standards in procurement. Progress has been made in some regions, but challenges remain around best price-quality ratio, professionalization, and enforcement.

Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.
