It connects a reference flow meter inline to compare readings. This allows determining a water meter's accuracy for disputes or routine calibration, reducing costs compared to removing and transporting meters. The WMTK provides automated testing and generates electronic records of tests in about 15 minutes for processing results.

Therefore, AND gate based digital electronic water sensor is invented and used in this proposed not only manual water level control but also PLC based automatic water level control by dividing in eight steps. Induction motor is used to drive the pump as a one set package. So, induction motor starting method is selected according to the power rating of motor, type of motor and nature of application. Star delta starting method is used to reduce the starting current of induction motor. For PLC based automatic water level control, Siemens S7 1200 PLC is used to control the desire water level. There are 10 inputs and 10 outputs in the proposed automatic water level control. Ladder diagram programming is used for this control. 1. PORTABLE WATER METERS TEST KIT АС-П
Portable water meter test kit (WMTK) provides everything needed to
accurately test domestic water meters at the place of their installation
without dismantling tested water meters.
1.1 Remote Calibration: Removal of the flow-meter from its location and
sending it to be calibrated against flow standards. Once calibrated, the
new
calibration factors are entered to the existing data acquisition system (a
tablet computer in our case). The remote calibration against primary
standards seems to offer
higher accuracy. However, from a “system” approach this assumption is
not necessarily true. Moreover, this is an expensive and labor intensive
practice.
1.2 In-line connecting a “reference flow meter” with the unit under test
typically is used. This approach gives the user a better understanding o
the “system” performance, as the calibration is performed with the same
liquid used, at similar flow conditions.
2. APPLICATION AREA
Testing accuracy of cold and/or hot water meters (DN15, DN20) on-site
without displacing them from the pipeline.
1. It allows to determine accuracy of water metering unit for the purpose of
expert evaluation when resolving disputes between suppliers and
consumers.
It solves issue of the credibility of a particular water meter, while taking into
account all influencing factors caused by location and method of installation.
2. It allows for routine calibration of the water meter (after recalibration
interval) without displacing from the pipeline.
It considerably reduces the cost of works on routine testing by eliminating
the costs of dismantling, installation and transportation. It shows to municipal
water supply companies actual water loss due to inaccuracy of the meter at
the end of recalibration interval.
3. Comparison of the tested water meter readings with the
readings of portable in-line connected reference flow-meter at
the place where the tested meter is installed.

4. 1. Cost effectiveness – while using WMTK in the place of water meter location
we significantly reduce testing cost for dismantling, transportation/logistics
and installation cost. As example, testing cost of local water supply company
were decreased for more than 50%.
2. Mobility - compact size, low weight, self-contained power.
3. High accuracy - the core of the water meter test kit is a flow meter
manufactured by SIEMENS with a relative error in the main range of ± 0,25%.
4. Versatility – system data pickup based on photographic images allows to test
any meters that have registers. A set of adaptor connectors allows to connect
the WMTK at any point of water distribution.
5. Easy to use –Easy to connect and complete automation of the measurement
process does not require special staff training and education. And this fact
also decreases your testing costs as you do not need highly qualified staff for
on-site testing.
6. Speed– the testing process of one water meter is in the range of 10 ... 15
minutes.

8. Ease of data processing– the electronic record is transmitted via Internet to the
relevant authority, where specialists process, store and systematize the received
data using our specially developed software. Based on the received electronic
records they make their decision whether the water meter passed the test.

known manufacturers.
10. Innovation– the testing method is protected by patent on the territories of
Ukraine, Russia, Kazakhstan. Same patent applications are prepared for filing for
Canada, USA, Germany and France.

WMTK is assembled on the base of SEIMENS microprocessor-based transmitter SITRANS
F M MAG 5000 with measuring accuracy of ± 0.4% of the flow rate and SITRANS F M
MAG 1100 sensor (DN10 or DN6)
In the original transmitter case are installed the following additional components:
1. Processor board on the base of microcontroller, which is in charge for the WMTK
operation in fully autonomous mode. Board is featured with 4 lines LCD screen, removable
nonvolatile memory, backup battery for current time timer and Bluetooth transmitter for
tablet computer connecting.
2. Backplane, which is in charge for charging storage batteries as well as for the
commutation between WMTK components and reference meter.
3. Bluetooth transceiver for the communication with WMTK video camera.
4. Set of Li-Polymer batteries, which ensure fully autonomous WMTK operation for 10
hours.
5. Charger connector for batteries.
6. Power button.

Reference meter is installed at calming section.
WMTK is stocked with special video camera with Bluetooth transceiver and a stand.
After assembling, systematic errors of WMTK are determined on 10 flow rates (on fixed
calibration equipment).
Data on systematic errors are saved in processor’s board memory. Such systematic
errors are taking into account by the processor of WMTK while measuring reference
water volume.

WMTK is stocked with a tablet computer with preinstalled software on the base of
Android 4.1 operation system or later.
WMTK is packed into a carrying case.
WMTK weight with carrying case, batteries and connectors – 7,2 kg.
WMTK is stocked with installation disk for special software for PC based on Windows
7/8, which processes electronic records, keeps and maintains the electronic records
database.
12. ADDITIONAL SOFTWARE
For the time being we are in the process of finalizing official All-Ukrainian database for
ALL cold/hot water meters.
Municipal companies will be able to synchronize their billing systems with our database
and therefore be able to apply only readings of calibrated water meters and avoid
mistakes when invoicing their clients.
