2. I. BACKGROUNG OF VIETNAM’S AGRICULTURE
AND RICE PRODUCTION
1.1. Agriculture in Vietnam
Vietnam’s population: over 94 mils
household in agriculture: 15.99 mils (8.5 mils in farming
production)
Area: 331,212 km2 (327,480 km2 inland, 4,200 km2
continental sea)
Agriculturea area: 26,823 mils ha
Rice area: 3.8 mils ha
Area per household: 0.41 ha.
3. 1.2. challenges of Vietnam’s agriculture
Small scale of farming is the huge challenge in
developing agriculture with high quality, productive,
competitive products
Climate change: hot weather in North, flood in North
Central; drought in Highland and South; salt water
intrusion in Mekong Delta.

4. II. RESTRUCTURING IN AGRICULTURE SECTOR
10/6/2013, the Prime Minister issued Decision
899/QD-TTG approving the project “Agricultural
restructuring towards raising added values and
sustainable development.
5. III. RESTRUCTURING INAGRICULTURE SECTOR
23/5/2016, the Minister of Agriculture and Rural
Development promulgated the Decision No. 1898/QĐ-
BNN-TT approving program of rice industry
restructuring in Vietnam to 2020 and vision to 2030
objective:
To increase efficiency of rice production to ensure
food security, generate more jobs, increase income,
protect environment, sustain development and
access global market.
6. SOME SPECIFIC TARGETS

Ensure profit of 30% or more for farmers
in commercial rice production areas.
Use certified seed for more than 75% of
specialized area in Mekong Delta; reduce
seed volume for sowing in Southern
provinces to 80kg/ha.

Apply IPM to more than 75% of farming
area; apply sustainable farming practices
(1 must 5 reductions, 3 reductions 3
gains, shallow–open-dry irrigation, SRI,

12. IV. VIETNAM - SUSTAINABLE
AGRICULTURE TRANSFORMATION (VNSAT) PROJECT, 2015-
2020
The project aims to support agricultural restructuring scheme by
enhancing capacity of the sector and reorganize production of 2
key commodities (rice and coffee) in 2 major production areas
(Mekong Delta and Central Highland).
The project components:
A – Enhancement of institutional capacity for agricultural
restructuring;
B – Support for sustainable rice developemnt;
C – Sustainable coffee development;
D – Project management.
13. PROJECT LOCATION
5 provinces in Central Highland: Đắk Lắk, Đắk Nông, Gia Lai,
Kon Tum, Lâm Đồng (component C)
8 provinces in Mekong Delta: An Giang, Cần Thơ, Đồng Tháp,
Hậu Giang, Kiên Giang, Long An, Sóc Trăng, Tiền Giang
(component B).
7 provinces for restructuring pilot: Vĩnh Phúc, Nam Định, Thanh
Hóa, Hà Tĩnh, Bình Định, Đồng Tháp, Lâm Đồng (component
A) .
