This document discusses an approach called CHiLOs for improving peer-to-peer learning on large scale online courses by focusing on "lurkers", or learners who do not actively participate. CHiLOs involves micronizing course content into short 1-minute video lectures, organizing them into e-books, and integrating user authentication, quizzes and communities to provide a personalized learning experience. The implementation of CHiLOs includes developing an API control server and modules for learning management systems to distribute the micronized content across different devices.
