This document describes four methods for carrying forward budget balances from one fiscal year to the next: 1) encumbrances only, 2) encumbrances and encumbered budget, 3) funds available, and 4) a combination of methods 2 and 3. It provides screenshots and explanations of how balances are treated under each method at year-end and displayed in the subsequent year. It also addresses some common questions about the carry forward process, flexibility of rules, and impact of additional transactions.

The past few years have seen central banks use unconventional tools to stimulate an economy that has kept on struggling since the 2008 crisis. In order to avoid deflation and other economic turmoil, the FED launched a massive bond-buying program called the Quantitative Easing (QE). After the American “experiment”, the ECB launched a similar program early march 2015 as an emergency stimulus to a weakened economy. Such unconventional monetary policy has an impact on interest rates, and therefore, requires a closer monitoring of the Interest Rate Risk in the Banking Book (IRRBB). In such a context, this white paper focuses on understanding how current market conditions (low interest rates) can affect banks’ revenues and profitability while discussing and analyzing the impacts of any changes of the term structure of yield curves on the Net Interest Income. Additionally, as regulators are taking a closer look on how to capture (and cover) the IRRBB, this white paper provides a methodology for measuring the IRRBB and analyzes, via simulations on a real portfolio, the impacts of interest rate moves on the Economic Value of Equity and the Earnings at Risk.

Providing Globus Services to Users of JASMIN for Environmental Data AnalysisGlobus
JASMIN is the UK’s high-performance data analysis platform for environmental science, operated by STFC on behalf of the UK Natural Environment Research Council (NERC). In addition to its role in hosting the CEDA Archive (NERC’s long-term repository for climate, atmospheric science & Earth observation data in the UK), JASMIN provides a collaborative platform to a community of around 2,000 scientists in the UK and beyond, providing nearly 400 environmental science projects with working space, compute resources and tools to facilitate their work. High-performance data transfer into and out of JASMIN has always been a key feature, with many scientists bringing model outputs from supercomputers elsewhere in the UK, to analyse against observational or other model data in the CEDA Archive. A growing number of JASMIN users are now realising the benefits of using the Globus service to provide reliable and efficient data movement and other tasks in this and other contexts. Further use cases involve long-distance (intercontinental) transfers to and from JASMIN, and collecting results from a mobile atmospheric radar system, pushing data to JASMIN via a lightweight Globus deployment. We provide details of how Globus fits into our current infrastructure, our experience of the recent migration to GCSv5.4, and of our interest in developing use of the wider ecosystem of Globus services for the benefit of our user community.

8. Some Basic FAQs on Carry Forward:
a) Can Encumbrance carry forward be done more than once?
Ans: It depends on the method you choose.
a.1.If you carry forward encumbrances only or encumbrances and encumbered budget, it
will carry forward these balances only once.
a.2. If after carrying forward encumbrances or encumbrances and encumbered budget,
you posted additional transactions that have not been carried forward, and then run the
carry forward process, it will carry forward only those additional balances (once, as
before).
a.3.If you carry forward funds available (which essentially becomes a budget in the next
year), it will carry forward the same balances every time you run the carry forward
program. You therefore need to be careful not to repeat this process.
b) Can Encumbrance carry forward done a second time with a different rule?
Ans: If you made a mistake in the carry forward process, for example you carried forward
encumbrances only, and then remembered that you need to add the appropriate budget to
cover for those encumbrances, you will have to adjust the budget manually
c) What happens to the Incremental Transactions (new transactions) after the carry
forward is done?
Generally, it is advised that Carryforward should be the last activity of the Year.
However depending on the rule of carryforward, the issue differs. If you are using only
one rule, it should not be a problem. If you are combining two different rules, it may lead
to problems. It is advisable to pass manual adjustments in the new year
d) Does carryforward create a journal?
No, Carry forward does not create a Journal. It will only update the appropriate
gl_balances table.
