In 10 years of producing the emissions gap report, the gap between what we should be doing and what we actually are is as wide as ever.
On the brink of 2020, we now need to reduce emissions by 7.6 per cent every year from 2020 to 2030. If we do not, we will miss a closing moment in history to limit global warming to 1.5°C. If we do nothing beyond our current, inadequate commitments to halt climate change, temperatures can be expected to rise 3.2°C above pre-industrial levels, with devastating effect.
The IEA’s Energy Efficiency market report tracks the size of the global energy service company (ESCO) market. In 2018, the IEA conducted a survey of over 25 national ESCO associations to inform a more in-depth analysis of the global ESCO market. The survey covered ESCO financing models, energy performance contracting, and related policy measures.
Overall, the survey covers 80% of the major emerging economies (Brazil, China, India, Indonesia, Mexico and South Africa), 80% of the G20, and 60% of IEA membership. The global ESCO association analysis and country pages will be regularly updated to reflect market growth and relevant policy changes.

The OECD's new work program would fundamentally change the way multinationals are taxed in the digital age, raising numerous questions of economic effects, compliance costs, and coordination between countries.
The four elements necessary for the OECD to be successful:
1.Identification of the scope and magnitude of the issues being addressed and how they are left unresolved by previous BEPS efforts.
2.A clear set of recommendations on both taxing rights and anti-base erosion policies that do the least amount of harm to economic growth.
3.Economic assessment of the potential impact of the policies on cross-border investment, cost of capital, foreign direct investment, compliance and administration costs, and countries’ tax revenue.
4.Commitment from countries to remove policies that conflict with the recommendations
Over the years, tax competition has led some countries to adopt more neutral, pro-growth business tax policies. This project could directly undermine that progress.

Presentation: Economic impact assessment of the Two-Pillar Solution (January ...OECDtax
The OECD provided an update on its ongoing work to assess the economic impact of the Two-Pillar Solution to Address the Tax Challenges Arising from the Digitalisation of the Economy, including new estimates of the revenue impacts of implementing Pillar One and Pillar Two. These estimates are based on updated data and incorporate many recently agreed design features of Pillar One and Pillar Two, many of which have not been accounted for in other studies.
As the COVID-19 crisis continues to affect people's lives and force governments to take action, the international tax agenda remains highly relevant. Work has continued throughout the crisis on the pressing issue of reaching a multilateral, consensus-based solution to the tax challenges arising from the digitalisation of the economy, and in other areas of the OECD's tax agenda. With a number of recent and upcoming developments in the OECD's international tax agenda, experts from the OECD Centre for Tax Policy and Administration gave an update on our work.

• This theme would examine the policy response,
institutional and regulatory implications across levels of
government resulting from technological change, as related
to fiscal decentralisation and public finance.
• Likely synergies: OECD horizontal initiative on
digitalisation (esp. CTP and STI); RDPC work on the
impact of digital technologies on multi-level governance
arrangements.

Mega-trends #2: Labour markets, demographics and
fiscal decentralisation issues
– Globalisation, technological progress and demographic change
are having a profound impact on OECD labour markets, both in
the quantity and quality of jobs that are available, as well as

• This theme would examine how fiscal frameworks can
support demographic changes and guide the policy co-
ordination to promote resilience and fiscal sustainability.
Also dealing with regions in decline and concentration of
ageing populations (e.g., pension funds and elderly care).
• Likely synergies: RDPC/CFE work on regional mobility,
local policies/training, and regional productivity and
inclusiveness; CTP work on labour taxation; the 2018

Inter-governmental policy co-ordination and
environmental risks
– Showing how national frameworks and legislation can give

between central and sub-national governments will play,
and could play, in addressing environmental risks through
improved co-ordination or second-best solutions to policy
challenges.
• Likely synergies: CTP work on carbon pricing; RDPC/CFE
work on multi-level governance of climate investment and
subnational green financing; related EPOC/ENV work on

and underpin financial sustainability at all levels.
