2. Capital Improvement Plan
• The Capital Improvement Plan (CIP) is required by the
City Charter.
• The CIP is a planning document, not a funding source.
• Annual plan with a five-year horizon.
• Includes improvements to land, facilities, parks,
streets, infrastructure, technology equipment and other
items of value from which the community derives
benefit.
• Does not include vehicles, software, annual
maintenance/warranty costs, other ongoing costs
3. CIP Process
• Nov. 20th City Council discuss FY13 funding
• Dec. 3rd Budget staff send preparation instructions to
divisions
• Dec. 4th City Council discuss 2013-2018 CIP prep
• Dec. 17th Divisions submit CIP projects
• Jan. 15th – 16th CIP Committee reviews submitted
projects
• Jan. 24th & 29th CIP public meetings
• Jan. 22nd City Council update on prep
• Feb. 5th City Council discussion
• Feb. 19th City Council approve CIP resolution
8. Ambulance Fees
• New fee schedule approved by Council on 11/6/12
• $480,000 in new revenue
• Council must approve the use of this money
• Estimated cost for replacement of all fire trucks within
the next 15 years is $300,000 per year
• $170,000 of new revenue is being considered to be
used for bond payment for new training center
• This would free-up the $170,000 set aside in the
general fund reserve for this bond repayment
9. 2012 Project Update
• In the FY12 budget, the following projects were
approved:

19th Street from Bryant to Concho River – currently in
design
14th Street from Chadbourne to Main St. – currently in
design
Main St from Houston Harte to 19th – currently in design
• Drainage Remediation
W. Ave. P downstream of Bryant Blvd – currently in design
