Professors in Government First Grade Colleges in the State of Karnataka. Accordingly
applications are invited from the eligible candidates as per the provisions laid down in
“Karnataka Education Department Services (Collegiate Education Department) (Recruitment)
(Special) Rules, 2014”. Applicants have to appear for the Competitive Examination to be
conducted by the Karnataka Examinations Authority.
Recruitment will be conducted for the posts of ‘Assistant Professors’ in the following

1. Age Limit: the candidates must have attained the age of 22 years and but not have
attained the age of,-
a. Forty-five years in case of candidates belonging to Scheduled Caste and
Scheduled Tribes and Category-1 of other Backward Classes;
b. Forty-three years in case of candidates belonging to Category-II(a), II(b),
III(a) and III(b) of other Backward Classes; and
c. Forty years in case of any other persons.
Provided that the maximum age limit prescribed above shall be enhanced by
five years to (Ex-serviceman, In-service, NCC Instructor, Village Group
Inspector, Bonded Labourer, Census and Widow) those categories, except for
differently abled, eligible for age enhancement as in sub-rule (3) of rule 6 of
the Karnataka Civil Services (General Recruitment) Rules, 1977. In case of
differently abled, the maximum age limit prescribed above shall be enhanced
by ten years,
as on the last date fixed for receipt of ‘online’ application.
2. Qualification:
a. Candidate should have passed a Master’s Degree in the concerned subject with
at least 55% marks or its equivalent grade; (50% in case of Scheduled Caste /
Scheduled Tribe / Differently abled (Physically and visually differently abled)
categories).
NOTE: The eligibility marks of 55 % marks (or an equivalent grade in a point
scale wherever grading system is followed) and the relaxation of 5% to the
categories mentioned above are permissible, based on only the qualifying
marks without including any grace mark procedures.
b. Applicant should have been declared successful in the “National Eligibility Test”
or “State Level Eligibility Test”.
c. Applicants possessing Ph.D Degree through Course Work and Evaluation
Process in the concerned / relevant discipline are exempted from appearing for
“National Eligibility Test” or “State Level Eligibility Test”.
Note: The educational qualifications prescribed by the University Grants
Commission (UGC) in regulations / guidelines issued from time to time will be
applicable in deciding the eligibility.

As per above prescription, the qualifications for the posts of Assistant Professors
shall be Master’s degree in concerned subjects along with additional qualification
prescribed above, that is, for Assistant Professor (Kannada) qualification is Master’s
degree along with pass in NET/SLET/Ph.D through course work in Kannada only and
same applies to other Posts. The qualifications for the post of Assistant Professors in
subjects granted equivalency for recruitment purposes along with those subjects for
which qualification has been prescribed by the Government in ED 246 DCE 2011
dated: 16.05.2014 is given below:

The candidates who do not possess the above mentioned qualification will not be

3. Eligibility Conditions Prescribed Under KCS (General Recruitment) Rules, 1977.
a. Candidate should be a Citizen of India.
b. No man who has more than one wife living and no woman who has married a man
already having another wife, shall be eligible for appointment to a state civil service:
Provided that the Government may, if satisfied that there are special grounds for
doing so, exempt any person from the operation of this sub-rule.
c. The candidate must be physically and mentally fit and should be able to discharge his
/ her duties confidently for the post to which he / she is selected.
d. The candidate who attempts to obtain extraneous support by any means for his
candidature from officials or non-officials is not eligible for appointment to the post/s
specified in this recruitment.
e. The candidate who is or has been convicted of an offence involving moral turpitude
or who is or has been temporarily debarred or disqualified by the Union or any State
Public Service Commission from appearing for examinations or selections conducted
by it shall ordinarily be appointed to the State Civil Services is not eligible to the posts
specified in this recruitment, unless the Government after a review of all the
circumstances consider him / her suitable for such appointment.
f. The candidate
I. who is or has been a member of, or has associated himself or herself
with, anybody or association after such body or association is declared
as an unlawful body or association; or

i. aimed at subversion of the Constitution of India;

community, feelings of enmity or hatred between different
sections of the people; or
v. is dismissed from service under the Government of India or any
State Government; or
vi. is or has been permanently debarred or disqualified by the Union
or any State Public Service Commission from appearing for any
examinations or selections conducted by it.

Misconduct: Further, a candidate found guilty of impersonation or of submitting
fabricated documents or documents which have been tampered with or of making
statements which are incorrect or false or of suppressing material information or of using
or attempting to use unfair means in an examination conducted for purposes of
recruitment of otherwise resorting to any other irregular or improper means in
connection with his recruitment may, in addition to rendering himself liable to a criminal
prosecution and to disciplinary action be debarred either permanently or for a special
period,-
(A) By the commission or other recruiting or examining authority from
admission to any examination or appearing for interview for selection of
candidates; and
(B) By the Government from employment under it.

4. Competitive Examination – Papers:
All eligible candidates should appear for the Competitive Examination conducted by
Karnataka Examinations Authority.
i. Compulsory Papers:-
a. Paper – I - Kannada 100 Marks Two Hours
(Equivalent to First Language Kannada of SSLC Level) - Descriptive
b. Paper – II - English 100 Marks Two hours
(Equivalent to First Language English of SSLC Level) -
c. Paper – III - General Knowledge 100 Marks
(Topics of Current events, general science, humanities and matters of every day
observations and practical knowledge as may be expected of a person who has
passed the prescribed qualifying examination – Multiple Choice Questions either in
English or Kannada)
ii. Optional Papers:-
Paper – IV - Optional Subject Paper 200 Marks - Three Hours
(Multiple Choice Questions either in Kannada or in English to measure the
knowledge in the respective subject at Post Graduate Level)
Syllabus: The subject-wise syllabus for Paper IV (Optional Subjects) as designed by the
Subject Expert Committee Constituted by the Department of Collegiate Education is hosted on
the KEA Website http://kea.kar.nic.in for the information of the candidates.
Note: (1) The marks obtained in compulsory papers i.e., in Kannada and English shall be of
qualifying nature. For qualifying in these papers a minimum of 30% in each paper and 35%
aggregate is prescribed. The marks obtained in these 02 papers shall not be considered for
determining the merit for selection. The standard of compulsory papers i.e., Kannada and
English shall be that of 1st

(2) The standard of Paper IV shall be that of Post Graduate Level.

Candidates have to apply only ‘online’ by browsing the URL: “Assistant Professors
Recruitment - 2015” in the KEA Website http://kea.kar.nic.in There is no pen and paper
method of applying.

6. Submission of Original Certificate
At the time of verification of documents candidates must submit all the relevant original
certificates issued by the Competent Authority in the prescribed formats in support of
their claim in the online application. All the relevant certificates should be obtained
as on the last date fixed for receipt of application.

Candidates seeking reservation benefit should obtain a Caste Certificate in
Form ‘D’ in case of Scheduled Castes and Scheduled Tribes; in Form ‘E’ in
case of Category -1; a Caste Income Certificate in Form ‘F’ for Other Backward
Classes such as 2A, 2B, 3A and 3B, issued by the concerned Jurisdictional
Tahasildar, in accordance with the Government orders. (Caste certificate should
contain Tahasildar Signature & Seal or Barcode, Halogram and Watermark)
Caste certificates issued to the Scheduled Caste, Scheduled Tribes and Category –I, are
valid, unless they are cancelled by the Government for any reason.
Caste Certificates issued to 2A, 2B, 3A and 3B categories are valid only for five
years from the date of issue of such certificates.
Rural Study
Certificate
The candidates who claim reservation under rural category will have to obtain a
Rural Study Certificate from the respective School / High School issued by the
head of the institution which should be countersigned by the concerned Block
Educational Officer (BEO) as per prescribed format.
General Merit candidates who claim reservation in rural category should also
submit an Income Certificate issued by the concerned Tahasildar along with the
Rural Study Certificate as per the prescribed format.
NOTE: The candidates whose parents come under creamy layer are not eligible to claim the
benefit of rural reservation.
PHYSICALLY
DISABLED
Candidates claiming reservation under this category will be required to obtain a
Medical certificate as per the prescribed format issued by competent Doctor/s
and countersigned by the Medical Superintendent CMO / Head of the Hospital
(with signature and seal) from the District Level Medical Board. The candidates
with disability less than 40% will not be eligible for claiming a reservation under
Physically Disabled category.

Candidates claiming the benefit of Kannada Medium reservation should
produce a certificate for having studied 10 full academic years in Kannada
medium from 1st standard to 10th standard issued by the Head of the
educational institution in the prescribed format.

Candidates claiming the benefit of reservation under Hyderabad-Karnataka
Reservation (Article 371 (j)) should produce the relevant certificate issued
by the concerned Assistant Commissioner as per the prescribed format.
In-service
A Government servant applying for an appointment to any post/s
shall obtain No Objection Certificate in the prescribed format before
applying from the Authority competent to appoint him to the post
which he holds.
7. Examination fee:

8. Competitive Examination Time Table:
The Competitive Examination is likely to be conducted in the months of April or May
2015. The Examination Time Table will be notified later in the KEA Website

The examination will be conducted in Bangalore, Mysore, Dharwad, Gulbarga and
Shimoga.

10. Mode of Selection and appointment:
KEA will prepare a final select list in respect of each subject or post/s, eligible for appointment
to the post of Assistant Professors, based on the ordered of merit, determined as per the
marks secured in the Competitive Examination by the candidates, and if the aggregate
percentage of the total marks secured in the Competitive Examination of two or more
candidates is equal, the order of merit in respect of such candidates shall be fixed on the basis
of their age, the person older in age being placed higher in the order of merit. There shall be
no interview.
KEA will also prepare an additional list of such of the candidates not included in the main list
prepared, the number of candidates to be included in the additional lists shall be as far as
possible ten percent of the number of candidates in each of the categories, (horizontal and
vertical) in the final list prepared.
Procedure for determination of merit:
Step1.After completion of the Competitive Examination, Provisional Answer Keys (only
for paper III and IV) will be hosted on the KEA website for the information of the
candidates. Candidates can file their objections to the provisional answer keys
with justification within the specified date and time. The objections received if
any, will be scrutinised by the Expert Committee and the decision of the Expert
Committee will be final in deciding the Correct Answer Key.
Step2: Merit list will be prepared by adopting the Answer Key given by the Expert
Committee for evaluation.
Step3: The Final Merit List will be published on the KEA Website and in the order of merit
1:5 candidates in each subject and category wise will be called for verification of
documents for authentication of the applicants claim in the application.
Step4: A final Selection List will be prepared and hosted on the KEA Website, on the
notice boards of the Principal Secretary to Government, Higher Education and in
the Official Gazette for the information of the candidates. The same list will be
handed over to the Collegiate Education Department for further appointment
process.
NOTE: Mere inclusion of the name of a candidate in the final select list will not
confer any right of appointment.

Note: The Karnataka Civil Services (Classification, Control and Appeal) Rules 1957, the
Karnataka Civil Services (Conduct) Rules, 1966 and the Karnataka Civil Services
(Probation) rules 1977 and all other rules for the time being in force regulating the
conditions of the service of Government servants made or deemed to have been made
under the Karnataka State Civil Services Act, 1978 (Karnataka Act 14 of 1990) in so far
as such rules are not inconsistent with the provisions of these rules shall be applicable to
the selection made and to the persons appointed under these rules.

Explanation :-
1) Blindness refers to a condition where a person suffers from any of the following
conditions namely:- (a) Total absence of sight; of (b) Visual acuity not exceeding
6/60 or 20/200 (Snellen) in the better eye with correcting lenses; or (c) limitation of
