Development Management System (DMS) – The New ERP for L&D
The development management system (DMS) is the missing piece to the toolset used by L&D. For many years, talent management systems and learning management systems help you plan and deliver solutions. However, there has never been a tool to support your development operations. Every other profession—accounting, sales, manufacturing, HR, IT, and so on—has supporting toolsets to manage the day-to-day operations (ERP, HRIS, CRM, and so on); yet for decades the L&D industry has had to rely on spreadsheets and homemade database solutions. New to the learning technology landscape is the DMS, an integrated platform that automates production management and business processes for increased productivity while providing the development teams the tools and collaborative environment to produce outstanding results. The DMS is the missing link between the planning processes and solution delivery.
The DMS facilitates the development process and automates the day-to-day operations across the entire enterprise. A fully functional DMS can help implement uniform processes, deploy methodologies and standards, facilitate effective SME relationships, manage the deliverable review process, facilitate user tests, balance and optimize staff resources, forecast production needs, manage vendors, manage the operational budgets, and measure your overall efficiency.
To the leadership, this means a more efficient workforce, a higher quality product, visibility into their (global) operations, and optimal utilization of their budget dollars. If you’re an outsourcing provider using a DMS, that means a reliable profitability on every project. This extends beyond L&D as a good DMS should be able to manage a wide range of projects; anything that involves many people over a period of time trying to build an effective project.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
