This document proposes the development of an online education platform called KASAAR to improve technical and vocational training in Malaysia. The key points are: 1) KASAAR would provide a flexible online learning system to meet industry skills needs through modular, competency-based training delivered anytime, anywhere. 2) It would connect all stakeholders in education and allow for collaboration between learners, educational institutions, employers, and accreditors. 3) The platform would use learning management systems, e-learning authoring tools, and video capabilities to create and deliver online courses and assess learners. 4) The goal is to develop a cost-effective, scalable solution to technical skills training that recognizes
