REGIONAL PLAN: A CASE OF MUMBAI METROPOLITAN REGIONYash Shah
Regional planning deals with the efficient placement of land-use activities, infrastructure, and settlement growth across a larger area of land than an individual city or town. Regional planning is a sub-field of urban planning as it relates land use practices on a broader scale. It also includes formulating laws that will guide the efficient planning and management of such said regions.
Regions require various land uses; protection of farmland, cities, industrial space, transportation hubs and infrastructure, military bases, and wilderness. Regional planning is the science of efficient placement of infrastructure and zoning for the sustainable growth of a region. Advocates for regional planning such as new urbanist Peter Calthorpe, promote the approach because it can address region-wide environmental, social, and economic issues which may necessarily require a regional focus.
A ‘region’ in planning terms can be administrative or at least partially functional, and is likely to include a network of settlements and character areas. In most European countries, regional and national plans are ‘spatial’ directing certain levels of development to specific cities and towns in order to support and manage the region depending on specific needs, for example supporting or resisting polycentrism.
The Mumbai Metropolitan Planning Committee (MMPC) was formed under the provisions of the Maharashtra Metropolitan Planning Committee Act 1999 and has been entrusted with the task of preparing a Regional Plan for the Mumbai Metropolitan Area with help from MMRDA. Maharashtra Samruddhi Mahamarg, or the Mumbai-Nagpur Expressway: Recent
News (December 2022)
Mumbai City Opening by PM Modi Nagpur Expressway: On December 11, 2022,
Prime Minister Narendra Modi opened the Mumbai Nagpur Expressway. The new
motorway is 701 kilometres long and runs from Mumbai to Nagpur. From Nagpur
to Shirdi, a distance of 500 kilometres, the public can now use the Samruddhi
Expressway's first phase. At Waiphal Toll, the Samruddhi Expressway was officially
opened. Public access to the Shirdi to Mumbai length will be available soon.
The ten districts of Nagpur, Wardha, Buldhana, Amravati, Washim, Jalna,
Aurangabad, Nashik, Ahmednagar, and Thane will be connected by this motorway.
The reduction in travel time is predicted to reach eight hours. The current eight-
hour drive from Mumbai to Nagpur may be completed in eight hours. PM Modi
also opened the 6th Vande Bharat Express from Nagpur to Chhattisgarh, among
other initiatives in Nagpur. Additionally, between Zero Mile Freedom Park and
Khapri stations, he inaugurated the first phase of the Nagpur Metro. PM also
opened a new AIIMS location in Nagpur.
Korea and India Reach Super Communication Expressway Agreement: In order to
create an Intelligent Transport System for the Nagpur-Mumbai Super
Communication Expressway project, the governments of India and the Republic of
Korea have teamed up. The initiative to create the project has been awarded a
financing from the Economic Development Cooperation Fund (EDCF).
The Ministry of Finance stated that the project's goals were to "establish a
sustainable model of ITS and its O&M through the transfer of technology from the
Republic of Korea, improve the efficiency in toll management through the
establishment of the Toll Collection System (TCS), and enhance the efficiency in
traffic management through the establishment of the Intelligent Traffic
Management System (ITMS) and traffic centre."
3. On the Nagpur to Mumbai Expressway, the speed limit is fixed: For the Mumbai-
Nagpur Samruddhi Mahamarg, the Maharashtra Highway Police has set a top
speed limit of 120 km/h. A notice published on October 4 states that quadricycles,
auto rickshaws, and two-wheelers will not be permitted on the motorway.

Ghat segment speed limit of 100 kmph. On Ghats and in certain tunnel sections,
the top speed is 80 kmph; if there are more than eight passengers, the top speed is
100 kmph.

Mumbai-Nagpur Expressway Benefits
The motorway will have a number of advantages. Let's examine these advantages:
Improve EXIM trade: The highway connects to the Western Dedicated
Freight Corridor and the Delhi-Mumbai Industrial Corridor (DMIC).
Additionally, some districts have access to the Jawaharlal Nehru Port Trust
and these corridors, increasing EXIM commerce.
Encourage travel: The Samruddhi Mahamarg will encourage travel to
Shirdi, Lonar, Verul, Ajanta, and other destinations.
4. The New Town Development Authority (NDTA) will build new cities along the
motorway, including Krushi Samruddhi Nagar. The improvement of the life
of the local farmers will be the goal of developing such settlements. These
communities will increase trade, commercial space, and industrial output.
Increase economic growth: New towns & agro-based companies are being
established in a number of cities, increasing the income from agriculture for
many individuals. Additionally, there will be more options for non-
agriculturalists to find work.
Travel time will be cut in half; instead of taking 16 hours to get from Mumbai
to Nagpur, it will now take just 8. Internationally acclaimed roads are being
constructed, providing a smooth and secure trip.
Promote businesses: Since Nagpur & Mumbai are the two main consumer
markets, numerous agro- & industrial nodes will be connected to the
motorway. The Krushi Samruddhi Nagar will offer investors top-notch
infrastructure, reliable transportation, and luxurious housing.
Mumbai-Nagpur Expressway is a part of the "Green Corridor Project," which
calls for the planting of 12.68 lakh trees. There will also be little plants and
shrubs growing from this.

Increased Real Estate Investment Due to Mumbai-Nagpur Expressway
Maharashtra's vice capital is Nagpur, whereas Mumbai is the state's capital. To
increase the communication between these two cities, a motorway was built. The
development of the economy and infrastructure will be favorably impacted by
Maharashtra Samruddhi Mahamarg. The motorway will benefit the local areas by
passing through ten less developed districts.
Along the highway, the government also intends to build skill-based businesses, IT
centres, and educational institutions that will help the local economy. The demand
for real estate investment will consequently rise. These areas have historically
relied on agriculture & dairy farming. The motorway is also projected to increase
exports and imports. This is due to the fact that Nagpur's Multimodal International
Hub Airport and the Delhi-Mumbai Expressway are both easily accessible from the
Maharashtra Samruddhi Mahamarg.
7. According to Ashish Garde, president of the Marathwada Chamber of Industries
and Agriculture, the region that primarily surrounds Aurangabad currently has six
different types of industries. Automobile parts, engineering, pharmaceuticals,
breweries, and numerous domestic IT firms are among them. We anticipate that
these IT companies will receive outside assistance for growth once the Mumbai-
Nagpur motorway is operational. There may be an increase in employment
opportunities as a result, which will increase demand for housing in the
neighbourhood.

A High-Tech Expressway: The Mumbai to Nagpur Expressway
The Mumbai to Nagpur Expressway, also known as Samruddhi Mahamarg, is a
man-made engineering marvel. The highway was constructed using the following
technologies, which set it apart from other projects:
11. For the protection of drivers and to reduce accidents, a motorway has an
Intelligent Transportation System (ITS). The ITS system keeps track of
potential roadblocks and monitors them in real time. Additionally, this
system provides current weather reports. The Integrated Traffic
Management System, the Toll Collection System, and the Optical Fibre Cable
network are the main components of this system. Along with these
additional services, this system also provides visual messaging, traffic
violation control, video incident detection & surveillance, vehicle detection,
drone-based tunnel management system, surveillance, speed & lane
enforcement, and more.
Every 100 kilometres of the motorway is home to an electronic toll
collection station.
On the entire road, EV charging stations have also been erected.
Mumbai Nagpur Expressway, in conclusion
The 701 km (6-lane) Mumbai-Nagpur Expressway is a motorway. It travels via
Nagpur, Wardha, Amravati, Washim, Buldhana, Jalna, Aurangabad, Nashik,
Ahmednagar, and Thane. The projects will increase employment and the economic
growth of the rural sector. Additionally, because it is a Green Corridor project,
trees will be planted alongside the road in the amount of 12.68 lakh. By December
2022, the motorway is anticipated to be completely operational.
